The regular postponed meeting of Council was held today at 5:00 P.M. in the Council room in the Town Hall, and was attended by Mayor Jones, who presided, Councilmen Walsh, Henry; Yound, Biotin, Lovell , Town Attorney Dutton and Town Engineer Vinson. The minutes of December 9th were read and approved. Councilman Henry called attention to the condition of the North Parkway stating that it needed some minor repairs, he suggested that it is not used to a great extent for the parking of automobiles and that it be turned into a Playground and Recreation center, after discussing the matter, Mr. Vinson was asked what the cost would be to do this, he stated the cost without any equipment would be about $300.00, if, assistance could be gotten from the County, otherwise, the cost would be about $800.00. Councilman Slotin moved that the North Parkway from 14th to 15th be converted into the Playground for use of the public and the Mayor be authorized and empowered to expend the funds necessary to do the work. Councilman Henry seconded and the motion passed. The Mayor inquired of Mr. Vinson as to when the J. G. Attaway Company was going to finish the Sewerage job. Mr. Vinson stated that the Sub- Station, Treatment Plant etc. would be complete by February 1st, and that the property owners could start connecting up by February 15th. Councilman Young stated that if a serious fire should break out in some parts of the Town where the streets are all torn up it could oekaae considerable damage due to the inability of the Fire Engines to get to the fire. Mr. Vinson stated that the Attaway Co. 7 was having trouble with part of the line on 10th Street near the Pumping Station due to running into a bad movement of quick sand. Mr Vinson, also, stated that Fort Screven could start - treating its sewerage any time, as yet they have not furnished the meter. The Mayor stated that it was time to give consideration to employing a man to take charge of the treatment plant and that the man should be employed now, so that he could learn the job, council was informed, that Mr. Vinson wanted a contract for its operation, Mr. Harry Breen had been previously offered the position at $225.00 per month, but at the present time he is connected with the J. B. McCrary Company, Councilman Young stated that Breen did not want the position at $225.00 per month as he earns more than that now, Councilman Young stated that it would take about four men to operate the plant properly, the Mayor stated that the first information given relative to the operation of the System was misrepresented on different cost, Councilman Slotin stated that since we have paid the McCrary Company their fee they should give us the data on the costs of operation now. Councilman Biotin moved that the Mayor, Town Attorney and the Chairman of the Sewerage Committee confer with Mr. Vinson and ascertain what the status is of the set up, What does the J. B. McCrary Company expect from the Town and what does the Town expect from the J. B. McCrary Company, Councilman Walsh seconded and the motion passed. Councilman Biotin asked if we could at this time do without the services of Mr. Vinson, as Town Engineer. Councilman Young informed Council that the concrete walk in front of the Braes Rail was sinking, and that the Tybrisa Company was agreeable to putting up a concrete wall in front of 8 the Brass Rail property and would pay part of the cost of paving in this area, Councilman Young was requested to get the cost and report back. The Mayor stated that the services of several paid Fire- men should be had, Councilman Young said it was a good idea but that one man wouldn't help much, that at least two paid fire- men were needed, the Mayor stated he had in mind getting the services of some retired firemen. No action was taken. Councilman Young asked -if Council wanted to enforce the Building Code, the opinion of Council was that it should be enforced, but the Building Inspector should use more diplomacy in his activities. Councilman Siotin moved that a curb 6 x 1g" be laid on the West side of the Parking lot from 16th to lgth Streets on the Strand at a cost of not over $750.00, Councilman Young seconded and the motion passed. Councilman Siotin moved that Bills covering purchases made for General Government, for the month of December amounting to , $ 71+7.18 be paid. Councilman Young seconded and the motion passed. The annual report of the Chief of Savannah Beach Fire Department was read and is as follows: January 5, 1944. Honorable Mayor & Councilmen, Town of Savannah Beach, Savannah Beach, Ga. Gentlemen: I herewith submit for your information annual report of Savannah Beach Volunteer Fire Department for the year end- ing December 31, 1943, 9 Number of Alarms answered in town limits Number of alarms answered outside limits Total alarms answered Total value of buildings in which fires ocoured.• - Total value of contents of buildings Total values involved Total losses' to buildings Total losses to oontents Total fire loss for year Causes of fires. Oil stoves and heaters 8 Autos 2 Caught from grass or trash fires 3 Cigarettes in beds 2 Lightning 1 Grass fires 8 Unknown causes 4 25 2$ $147,900.00 61, '.00 $45,870.00 26,7 0,00 High fire loss for year was caused by fire at DeSoto Beach Hotel and Brass Rail, also Eicholz Fire. All of thise fires had gained a good headway before-being discovered which naturally contributed to the high lose. We have been materially aided during the past year by the Fort Screven Fire Department. Chief Britt and his men have never failed to answer a call and without their help our losses would have been considerably larger. I have had a work under a large handicap during the past year due to a shortage of manpower. After loosing a large number of men who have belonged to the department for a number a years I recruited and trained a number of younger men but shortly after getting them about trained and organized I have lately lost five of these boys to the Army and Navy. During the next few weeks I expect to lose two more men to the Army. At the present time I am trying to get other men interested in the department but it is pretty hard to get men that are not residents of the island interested. I have been approaced by a number of people on the island who feel that we should have a least two paid men on Fire Depart- ment, in order that one man would be on duty at all times. This is a very good idea, if the town can afford to pay two men, or they could hire one man and have him on duty at night. However one or two paid men are not enough, we must have volunteer members at a fire as equipment cannot be handled and brought into use quickly with out at least five men, especially if a fire has gained headway requiring a large stream. Naturally if a man is on duty at the fire house equipment will arrive at the fire a little quicker but not very much is gained as he cannot do much until the men arrive at the fire also. I would prefer about twelve volunteer men that have been trained what to do, as you can always count onoat least half of them being available at a fire. 10 All equipment of the Fire Department is in good shape, with the exception of some hose, which will have to be replaced during the coming year. During the last fire we had booster hose on truck blew off of coupling. We were unable to get this repaired in Savannah and had to send it to Atlanta for repairs. It should be returned in a few days. We also have trailer pumper issued us b y the government which has been tested and put into service. We have not had occasion to use it at a fire, but it is a good pump but must have a car or truck with trailer socket to move it around. thanking you for the co- operation we have received from the Mayor and Council and assuring you that I will do all I can to keep the deprtment active and on the job, I am Yours very truly, Mitchell R. Councilman Slotin moved that Fire Chief Young and the members of the Department.be extended a vote of thanks for their splendid work for the year. Councilman Leopold seconded and the motion passed. Councilman Young moved the following resolution be adopted selling the Southern 44 ft. of llth Street from the Western side of Jones Ave. to the Eastern side of Fourth Avenue to Mrs. Velma N. Purdy for $250.00. Councilman Henry seconded and the motion passed. RESOLUTION BE IT RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, in Council assembled, and it is hereby resolved by the authority of the same, that the Mayor be and he is hereby authorized and directed to execute a deed in the name of and in behalf of the Town of Savannah Beach, Tybee Island, Georgia, his signature to be attested by the Clerk of Council, coveying the southern forty -four (44) feet of llth Street from the western side of Jones Avenue (formerly 3rd Avenue) to the eastern side of 4th Avenue, to Velma N. Purdy for the sum of Two Hundred Fifty Dollars ($250.00)• said llth Street from Jones Avenue (formerly 3rd Avenue) to 4th Avenue having never been opened as a street to the public. Councilman Henry moved the following Amendments be made to the Plumbing Code, Councilman Lovell seconded and the motion passed. AN ORDINANCE AN ORDINANCE TO BE ENTITLED, "AN ORDINANCE TO AMEND THAT CERTAIN RODINA ICE ENTITLED, 'AN ORDINANCE CREATING THE OFFICE OF PLUMBING INSPECTOR: TO PROVIDE FOR HIS APPOINTMENT, SALARY, DUTIES AND QUALIFICATIONS; TO PROVIDE FOR A BOARD OF PLUMBING EXAMINERS; TO PRESCRIBE THEIR DUTIES, ETC.; TO PROVIDE FOR INSPECTION FEES; TO PRESCRIBE THE KIND AND SIZE OF PIPES AND MATERIALS USED IN PLUMBING CONNECTIONS AND PLUMBING; TO PRESCRIBE THE KIND AND SIZE OF PIPES AND MATERIALS TO BE USED FOR WATER PIPES AND WATER CONNECTIONS; TO PROVIDE A PENALTY FOR THE VIOLA- TION THEREOF; AND FOR OTHER PURPOSES, 'BY STRIKING SECTIONS 1, 22, 73, 95, and 113 AND INSERTING IN LIEU THEREOF NEW SECTIONS TO BE KNOWN AS SECTIONS 1, 22, 73, 95 and 113; BY MAKING ADDITIONS TO SECTIONS $ and 185; BY STRIKING SECTION 122; AND BY STRIKING THE WORD'FIVE' IN SECTION 139 AND INSERTING IN LIEU THEREOF THE WORD 'THREE'; AND FOR OTHER PURPOSES." SECTION 1. .Be it enacted by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, in Council assembled, and it is hereby enacted by the authority of the same, that that certain ordinance entitled, "An Ordinance creating the office of Plumbing Inspector; to provide for his appointment, salary, duties and qualifications; to provide for a Board of Plumbing Examiners; to prescribe their duties, etc.; to provide for inspection fees; to prescribe the .kind and size of pipes and materials used in plumbing connections and plumbing; to prescribe the kind and size of pipes and materials to be used for water pipes and water connec- tions; to provide a penalty for the violation thereof; and for other purposes," be amended by striking Section 1 from said Ordinance and inserting in lieu thereof a new Section to be known as Section 1, as follows: "SECTION 1. Be it enacted by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, in Council assembled, and it is hereby enacted by the authority aforesaid, that the Inspec- tor of Plumbing of the Town of Savannah Beach, Tybee Island, and his subordinates shall be under the jurisdiction of the Chairman of the Sanitary Committee of the 'ayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia." SECTION 2. Be it further enacted that said Ordinance be amended by adding the following to Section B: "Each applicant shall pay a fee of Twenty-five Dollars ($25.00) which shall be divided between the Plumbing Inspector and the Master Plumber on the Board of Plumbing Examiners for their services in holding the examination." SECTION 3. Be it further enacted that said Ordinance be amended by striking Section 22 and inserting in lieu thereof a new section to be known as Section 22, as follows: "SECTION 22. The owner of any premises, building or lot in the Town of Savannah Beach, Tybee Island, shall make proper sewerage connections for the sanitary service of said property and, if possible, a separate connection, to be determined by the Plumbing Examiner." SECTION 4. Be it further enacted that said Ordinance be amended by striking Section 73 and inserting in lieu thereof a new section to be known as Section 73, ae follows: "SECTION 73. The building sewer shall be of oast iron pipe with lead caulked joints, covered with at least eight {g) inches of earth, if possible." SECTION 5. Be it further enacted that said Ordinance be amended by striking Section 95 and inserting in lieu thereof a new section to be known as Section 95, as follows: "SECTION 95. All receptacles used as water closets, urinals or otherwise, for the disposal of human excreta, shall be vitrified earthenware. No flat rim or roll rim hopper closets shall be installed." SECTION 6. Be it further enacted that said Ordinance be amended by striking Section 113 and inserting in lieu thereof a new section to be known as Section 113, as follows: "-SECTION 113. No water closet known as pan plunger, valve -hopper, siphen action, No. 3 front or back washout, or B grade bowl shall be used in plumbing which may be constructed or re. constructed after the passage of this Ordinance. They used to be known as tank closets. No aqueduct lead shall be used for any purpose in connection with plumbing work." SECTION 7. Be it further enacted that said Ordinance be amended by striking Section 122 from said wrdinance. SECTION S. Be it further enacted that said Ordinance be amended by striking the word "five" in Section 139 and insert- ing in lieu thereof the word "three ". SECTION 9. Be it further enacted that said Ordinance be amended by adding the following to Section 185: "All connections to the sewer shall be made at the property line to the Town Sewer. Cleanout shall be installed at connec- tion to sewer. All connections to the Town sewer-shall be made as directed by the Plumbing Inspector." SECTION 10. Be it further enacted that all ordinances or parts of ordinances in conflict with this ordinance be and they are hereby repealed. There being no further business Council adjourned, subject to the call of the Mayor.
