Orange St. Present: Chairman Todd Stabley, Vice Chairman Ashley DeSena, Kate Albrecht, Robb English, Noah Mace, Rebecca Swartz, Chris Wehrman (PB rep) Absent: Annie Jarabek, Nancy Taylor, Kim Woodell, Brian Lowen (Ex Officio – TB rep) ITEM #1: Call meeting to order, roll call, and confirm presence of a quorum Chairman Stabley called the meeting to order at 7 p.m. Ms. Trueblood called the roll and confirmed the presence of a quorum. ITEM #2: Consideration of changes or adjustments to the agenda There were no changes or adjustments. The agenda stood as presented. ITEM #3: Approval of minutes from November 15, 2016 Motion: Ms. Albrecht moved to approve the minutes as submitted. Second: Ms. Swartz seconded. Vote: Unanimous ITEM #4: Continue Connectivity Plan Update: Review FINAL DRAFT plan and maps- Make recommendation to Planning Board/Town Board Ms. Trueblood informed the board that some grammatical edits had been made since the last meeting, but no content changes. She added that, after this board decided at its last meeting to recommend 10-foot wide greenways in congested areas, she informed the Collins Ridge developers of this recommendation and change to the Connectivity Plan during a recent technical review committee meeting. A board member asked what it would take to require a developer on West King Street to build sidewalks. Ms. Trueblood explained that when a street is designated for a high priority sidewalk, the builder is obligated to build it. She cautioned that on West King Street there are houses very close to the road. Benton Street to Hillsborough Avenue is the real challenge. There was much discussion about the need for connectivity in West Hillsborough via West King Street. There was interest in figuring out a solution to the topographically challenging areas where a standard sidewalk would be difficult. The board decided to increase the priority of a stretch of future sidewalk on West King Street because there isn’t a good pedestrian alternative. Ms. Trueblood reminded the board that it could still be years before a sidewalk is built there. There was a recommendation to take out Occoneechee Mountain and Occoneechee Speedway as gaps on Page 10. Motion: Chairman Stabley moved to recommend adoption by the Town Board of the updated plan. Page 2 of 2 Second: Mr. Wehrman seconded. Vote: Unanimous Edit: Change W. King Street to high priority sidewalk, take out Occoneechee Mountain and Occoneechee Speedway as gaps on Page 10 ITEM #5: Annual election of officers Motion: Vice Chairman DeSena moved to appoint Todd Stabley as Chair and Kate Albrecht as Vice Chair. Second: Chairman Stabley seconded. Vote: Unanimous ITEM #6: Adopt 2017 meeting dates Motion: Ms. Swartz moved to approve meeting dates. Second: Ms. DeSena seconded. Vote: Unanimous ITEM #7: Reports and Updates- (Parks and Recreation related reports)  Town Board: Brian Lowen--absent  Planning Board: Chris Wehrman—missed November meeting  Mountains to Sea Trail- MST: staff—Rich Shaw is retiring from Orange County  Orange County Parks and Recreation Council: Annie Jarabek -- absent  Intergovernmental Parks Work Group- IPWG: staff—still working on geodatabase map  Park Steward reports: 1. Gold Park: Annie Jarabek, Dog Park: Nancy Taylor--absent 2. Cates Creek Park: Kate Albrecht—Noting people are missing it. Field looks good. 3. Turnip Patch Park: Annie Jarabek--absent 4. Murray Street Park: Ashley DeSena—looking good except for missing tree 5. Kings Highway Park: Todd Stabley—lots of trash 6. Hillsborough Heights Park: Kim Woodell—absent 7. Riverwalk: Robb English—looking great 8. Downtown Sidewalks/Mayo Park: staff—Ms. Trueblood reviewed that additional interpretive signs have been installed. The new trash receptacles have dual recycling receptacles. With the downtown revitalization money from the state, Ms. Trueblood has ordered 12 benches and 3 bike racks. The flood repairs have been made to the dogpark and boardwalk on Riverwalk. There are now two bollards in Gold Park. Ms. Trueblood made an announcement about lantern workshops for the Solstice lantern walk and the dedication of the Occoneechee Village site. CMAQ and Downtown Improvement projects are moving forward.  Staff Updates ITEM #8: Adjourn Motion: Mr. Mace moved to adjourn at 8:26 p.m. Second: Vice Chairman DeSena seconded. Vote: Unanimous
