HomeMy Public PortalAbout2014-01-09 HPC Minutes Village of Plainfield Meeting of the Historic Preservation Commission Record of Minutes Date: January 9, 2014 Location: Village Hall CALL TO ORDER, ROLL CALL , PLEDGE Chairman Bortel called the meeting to order at 7:0 5 p.m. Roll call was ta ken; Commissioners Kachel, Schmidt , Derrick , Hendricksen, Hagen , and Chairman Bortel were present. Commissioners Olsen, Rapp and Buchannan w ere absent. All in attendance: Michael Garrigan, Village Planner and Merrilee Trotz, Recording Secretary . Chairma n Bortel led the pledge to the flag. APPROVAL OF AGENDA Commissioner Hendricksen made a motion approving the agenda. Commissioner Kachel seconded the motion. Voice vote . All in favor. 0 opposed. Motion carried APPROVAL OF MINUTES: Commissioner De rrick made moti on to approve the minutes from October 10, 2013 as presented . Commissioner Hagen seconded the motion. Voice vote - All in favor. 0 opposed . Motion carried. CHAIR’S COMM ENTS: None COMMISSIONERS COMMENTS: Commissioner Hendricksen me ntioned the possibility of using Facebook or google was discussed at the Public Outreach meeting to further solicit interest for the walking tour and getting the public interested. Chairman Bortel mentioned there will be downtown tours for the third grade s again in May. PUBLIC COMMENT: (Items not on the Agenda) No one approached the microphone. STAFF REPORT: Mr. Garrigan indicated there is one new landmark application for 24027 W Lockport Street ; there have been no new demolition applications or permi ts received; and the watch list remains the same . OLD BUSINESS None NEW BUSINESS Case No . 16 40 -122013.HPC/COA Chittenden -Owens -Spangler -Heffner residence – 15326 S Joliet Road Historic Preservation Commission Minutes January 9, 2014 Page 2 of 3 Mr. Garrigan stated t h e applicant is requesting a COA for the property known as 15326 S Joliet Road to restore the porch to its original appearance; this property was previously landmarked in February 2009; reviewed the history of the house. The applicant propos es to duplicate the original porch design with the same type of colum ns, railings and lattice system. The materials will be the same as the original and the applicant will paint the new porch so it matches the existing color of the cedar siding. At this time we have not received any information on the height of the columns , the number of the columns; and no information on the materials to be used for the railings or the lattice system. The applicant was not present. Chairman Bortel mentioned the applicant did not have a building permit for the new siding; new lights have been installed on the front porch. Commissioner Derrick recommended a motion to continue be made as the Commission does not have enough information to grant the COA ; stated there is no information on the height between the floor and the ceiling; the propo rtions for the columns does not look quite right. Commissioner Derrick stated this property is one of the better examples with architectural details and that speck sheets or drawings should be submitted showing the number of the columns and height of the columns ; the height of the railing and spacing between the slats in the railing . Commissioner Derrick stated the applicant needs to follow through the process; this building will be wonderful in the end but additional information is needed before the COA can be approved. Commissioner Schmidt asked if there were current photos. Chairman Bortel stated there are 2X4’s holding up the porch roof at this time. Commissioner Kachel felt a current picture of the house was needed and suggested the proposed change s should be shown. Discussion was held regarding the number and height of columns; the height and type of railing; and the commissioners agreed the lattice w ould probably have to be made special. Commissioner Hendricksen agreed the lattice would probably have to be made on site; discussed the population of the balustrades and the need for the taper to be correct on the fiberglass columns. Commissioner Hendricksen and Commissioner Derrick felt the applicant did a good job matching the siding. Chairman Bo rtel stated the applicant needs to be present at the Historic Preservation Commission meeting and provide the necessary specifications so a determination could be made regarding the COA. Commissioner Derrick suggested a drawing outlining the items need ed and how the applicant might show these items as inexpensively as possible in order to consider this COA: 1) What is the height of column – is it 9’10” 2) Height of railing – the proportion needs to be maintained unless it is too short for code 3) The spacing in the lattice underneath 4) The number of columns to be installed needs to match the historic photo 5) The drawing needs to show the curved railing and curved lattice in the areas where it shows it is curved 6) If he has installed a new fascia board – it should be th e same depth as shown in the historic photo 7) The vertical elements between the segments of lattice work below the porch needs to be replicated 8) Nosing on the steps needs to be replicated 9) Provide a cut sheet for the hand rail 10) Specify the density of the balus trades in the r ailing. Commissioner Kachel mentioned there may be other options that may be less expensive for a house of this style and age. Commissioner Derrick indicated the use of fiberglass column is OK as long as the proportion is correct. Historic Preservation Commission Minutes January 9, 2014 Page 3 of 3 Commiss ioner Hendricksen made a motion to continue Case No. 1640 -122013.HPC/COA to the Febru ary 13, 2014 meeting of the HPC. Commissioner Derrick seconded the motion. Vote by roll call: Kachel, yes; Schmidt, yes; Hagen, yes; Derrick, yes; Hendricksen, yes; Bo rtel, yes. Motion carried 6 -0. Presentation of Preservation Awards in May Chairman Bortel stated the nomination form will be available on the Village’s website; nominations will be accepted through April 1, 2014 ; the awards will be presented at the Villa ge Board meeting on May 5, 2014. National Register Historic District Signage Chairman Bortel asked the commissioners to review the language for the National Register Historic District sign. The V illage P reservation A ssociation (VPA) will pay up to $2000 for this sign and will then donate this sign to the Village; suggested adding some type of donation information to the sign or to an additional sign to attach to the pole and add some type of box to hold the walking tour brochures. Update Demolition Ord inance Commissioner Hendricksen suggested amending the demolition ordinance to include a specific time frame for the completion of the demolition permit s ; stated there are currently three demolition permits that have been issued but the properties have not been de moli shed; would like to see the sign remain on the property until the demolition is completed. Commissioner Kachel suggested a certain height and location out of the easement should be set. Commiss ioner Hendricksen made a motion to recommend to t he Village Board to modify the demolition ordinance to include a date certain to complete the demolition within one year from the approval of the application. Commissioner Derrick seconded the motion. Vote by roll call: Hagen, yes; Schmidt, yes; Kache l, yes ; Derrick, yes; Hendricksen, yes; Bortel, yes. Motion carried 6 -0. Schedule a Workshop on the Existing Building Code Discussion on the application of the new building codes to historic buildings and the impact of the cost. Mr. Garrigan indicated S taff is currently coordinating a workshop with Dan Seggebruch, a professional architect , who has extensive knowledge and experience applying the Existing Building Code. This workshop will be more of an educational seminar to answer questions the HPC m ay h ave. COMMITTEE REPORTS : None DISCUSSION: ADJOURN: Commissioner Derrick made a motion to adjourn.
