AUTHORIZING A PROFESSIONAL ENGINEERING & PLANNING
SERVICES CONTRACT WITH CME ASSOCIATES,
CARTERET FERRY TERMINAL FTA ENVIRONMENTAL ASSESSMENT
WHEREAS, the Borough of Carteret is in need of specialized engineering and planning
services in connection with the Carteret Ferry Terminal FTA Environmental Assessment;
and
WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731,
possesses the requisite experience and expertise to provide said services; and
WHEREAS, CME Associates has submitted a proposal to provide said services at a total
cost not to exceed $45,000.00;'and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. Acet. #
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
The proposal from CME Associates for engineering and planning
services related to the Carteret Ferry Terminal FTA Environmental
Assessment at a cost not to exceed $45,000.00 is hereby approved.
2. This action is approved as an award of a professional services contract
pursuant to N.J.S.A 40A:11-5(1)(a) in accordance with the Borough's Fair
and Open Process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purchasing
Department, the Borough Director of Engineering and CME Associates.

Dear Mayor Reiman:
We are pleased to have the opportunity to present our fee estimate for professional engineering
and planning services for the above -referenced project. We understand the Borough is the
recipient of a $6,000,000 grant from the Federal Transportation Administration (FTA)'s Section
5307(h) Discretionary Passenger Ferry Program to fund the proposed Ferry Terminal on the
Arthur Kill waterfront. FTA has Informed the Borough's team that the previously submitted
Categorical Exclusion (CE) Is not applicable due to the type of development and value of the
grant. Therefore, in order to comply with the National Environmental Policy Act (NEPA), the
Borough must prepare an Environmental Assessment (EA) to disclose potential Impacts of the
project and means of mitigating same.
FTA has acknowledged that investigations have been undertaken to date to quantify potential
impacts from the ferry terminal and its operations. These have included a feasibility study (Nelson
Nygaard, 2016), ridership study (Rutgers, 2018), noise assessment (Paul Carpenter Associates,
2021) traffic Impact study (McCormick Taylor, 2021), as well as various historic, environmental,
and hydraulic reports. Despite the level of study conducted to date, FTA has required that the
following areas be Investigated with respect to the project:
• Land Use, Zoning, and Public Policy;
• Community Facilities and Services;
• Visual Resources;
• Public Open Space and Recreation;
• Energy;
• Greenhouse Gases;
• Vibration Impacts;
• Safety and Security; and Construction Impacts

Carteret Ferry Terminal Environmental Assessment
In response to this request, CME Associates has assembled a multidisciplinary team of
professionals to generate a comprehensive report to satisfy NEPA requirements. This team
Includes members of CME's planning, environmental, recreation, structural/geotech, and
municipal engineering groups to provide topic -specific expertise in all subject areas.
With this in mind, we offer the following scope of services;
Our office will prepare an EA in accordance with FTA criteria, totaling approximately 40 to 80
pages (excluding appendices). In addition to Investigating the above -captioned areas, the report
will also Include a thorough description of the project's background and need, alternatives
screening analyses, permitting summaries, and will provide executive summaries of the various
reports prepared to date in the following areas:
• Section 4(f) Parkland, Waterfowl, and Wildlife Protection;
• Section 106 Historic Impact;
• Natural Resources;
• Archaeological Resources;
• Air Quality;
• Noise; and,
• Contaminated Materials
In conjunction with the Borough's attorney representing the project, the EA will be submitted to
FTA Region II, which will review the document and provide comments. Our office will take all
comments in questions Into consideration for the preparation of a final draft. Once the report has
been finalized, it will be published for public comment by FTA.
Upon demonstration that a lack of adverse impact has been demonstrated, the FTA will then issue
a Finding of No Significant Impact (FONSI), thus concluding the environmental review process.
Total Estimated Fee (Not To Exceed).....................................................................$45,000.00
Exceptions:
• Design phase, permit phase, bid phase, and construction phase services related to the ferry
terminal project.
Geotechnical phase services, which have been authorized under a separate proposal.

• Environmental and/or professional engineering services, including, but not limited to the
preparation of an environmental Impact statement.
The above -quoted fees will be in effect for a period of twelve (12) months from the date of this
proposal; however, the fees on the hourly rate schedule are subject to change by January 1
of each year.
Should you accept our fee estimate, kindly provide a purchase order or professional services
resolution authorizing same.
In the meantime, should you have any questions concerning this matter, please do not hesitate
to contact this office.
