Clerk o Court ' Town of savannah Beach, Tybee,Island, Ga. march 2, 1944. The regular meeting of''ouneil was held today at 5:00 P.M. in the Council room and was attended by Mayor Jones who presided and Councilmen Walsh, Farrell, Young, Hosti and Town Attorney _ Dutton. The minutes of the meetings of February 3rd, February 10th_ and February 21st were read and approved. The Mayor informed Council that in connection with the proposed Playground, that the -Stubbs - Hardware Company had quoted prices on certain ,p epee of.Playground" equipment, as requested by him but that they quoted F.O.B. factory whereas he requested the quotation F.O.B. Savannah Beach, he requested them to submit a new estimate. He had asked for Bids for the construction of the Playground but none were submitted, he had inquired nf a Contractor engaged in constructing Tennis Courts - etc., and was informed that-to build the proper type Tennis •Courte,-would Cost at least $3000.00 alone, this aside from -the necessary cost of constructing the other units. Received as information. The Mayor informed Council that Councilman Slotin had recently been severely ill, it being necessary that he be 'sent to_John Hopkins Hospital in Baltimore for treatment, he was glad to state that Councilman Biotin responded to treat- ment and was now back in Savannah, though confined to his 1 21. home, Councilman Lovell, also, was ill, having a severe case of influenza. He was happy to inform council that both were recovering from their illmess and he knew he shared the thoughts of Council that they would soon be up and well, and be able to occupy their places from which they were missed so much. The Mayor informed Council that Mr. A. C. Carter had been appointed operator of the Treatment Plant end that Mr. Vinson had informed him that Vinson didn't think that Carter could do the job, Councilman Young stated that he had carried Mr. Carter around and showed him various units of the System, he stated that Mr. Vinson was very discourteous to Mr. Garter, he had intended contact- ing the authorities at Hunter field requesting their permission to permit Mr. Carter to get some instructions from the Officer in charge of the Treatment Plant at the Air Base, the Mayor stated that he didn't see where it would be necessary, that an engineer be required to operate the plant, Councilman Young stated the operation does not seem to be complicated, the Mayor stated that he had requested Mr. Vinson to confer with Mr. Young. Councilman Young stated that on authority granted him by Council he had employed Mr. A. C. Carter as operator of the Treatment Plant at a salary of $175.00 per month payable by the month effective March 1, 1944. The matter of the unsatisfactory condition of some of the work being done by the J. G. Attaway Construction Co. in connection with the construction of the Sewer System was discussed, and it was the opinion of Council that the Bonding Co. should be notified. The Mayor requested Mr. Dutton to draft a letter to the Bonding Company having the Bond of the J. G. Attaway Company, notifying them that some of the work of the Attaway Company is not satisfae- 22 tory, send it to him and he would sign it as Mayor. Councilman Young informed Council that Mr. W. H. Toms, the F.W.A. Engineer in Savannah, had stated that he wanted the Town authorities to push the Attaway Company in an effort to have work completed on some portions of the project. The Mayor informed Council that he had a letter from Dr. Henderson, the Health Officer relative to a bad condition ex- isting in a family named Moore living near Fort $ereven, the matter was referred to Councilman Hosti for handling. Petitions were read from Mr. Hugh Walsh petitioning for pro -rated license, as Electrical Contractor, from Mr. Guy Burke for Plumbing Contractor and from Mr. W. E. Neve to operate a Restaurant for the remainder of the fiscal year, Councilman Young moved that they be granted, Councilman Hosti seconded and the motion passed. Councilman Hosti stated that he had a petition from Mr. Mike Goldberg for pe location of his stor back to the Police C Councilman, Wale Attaway for Stubbing mission to operate a Package shop at the at Lovell Station, the matter was referred mmittee for handling. moved that an invoice submitted by J. G. for $1606.550 be paid, and that Bills for General Government for purchases made during the month of February amounting to $ be paid, Councilman Hosti seconded and the motion passed. Councilman Young moved that the following Ordinance be adopted, Councilman Farrell seconded and the motion passed. AN ORDINANCE AN ORDINANCE TO BE ENTITLED, 'IAN ORDINANCE TO PRESCRIBE THFL VOTING PLACE FOR THE DEMOCRATIC PRIMARY TO BE HELD ON MARCH 6, 1944, AND THE GENERAL ELECTION TO BE HELD ON APRIL 1 3, 1944; AND FOR OTHER PURPOSES." SECTION 1. Be it enacted by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, in Council assembled, nd it is hereby enacted by the authority aforesaid, that the Town Hall located in the Town of Savannah Beach, Tybee Island, Georgia, be and the same is hereby designated as the voting place for the Democratic White Primary to be held on March 6, 1944, and the General Election to be held on April 3, 1944. SECTION 2. Be it further enacted that all ordinances or parts of ordinances conflicting with the provisions of this ordinance be and the same are hereby repealed. Councilman Walsh moved that the following Resolution be adopted, Councilman Farrell seconded and the Motion ppssed. RESOLUTION James Ferris Gann, born in Savannah, Georgia, on December llth, 186S, died in the city of his birth on February 14th, 1944, after a short illness. One of the most prominent attorneys in Savannah, as wellns one of its most outstanding citizens, Major Cann left behind him a splendid record of achievement in various fields, as well as an exalted position in the esteem of his fellow citizens. Educated in the public schools of Savannah end the Georgia. Military Academy, Major Cann studied law in the summer school of the University of Virginia, and wQ_s a member of the Savannah, Georgia and American Bar Associations. He served his country during the Spanish - American War, and in the first World War was a major in the Judge Advocate's De- partment of the.3lst Division of the United States Army. Beginning in 1900 he represented Chatham County in the Georgia. House of Representatives, and later served in the State Senate. Besides en -oying a. large and varied law practice Major Cann found time to engage in business activities, being pres- ident of the Industrial Savings & Loan Company, and a director in numerous other business concerns. He managed to find time to devote to charitable organizations, being president of the Savannah Benevolent Society at the time of his depth. His re- ligious affiliations were with St. John's Episcopal Church, of which he was a vestryman. Major Cann was for many years keenly interested in the development of Tybee Island, having been a moving spirit and a director in the Tybee Beach Company, and having for many years maintained a summer residence on the island. For over twenty Years he rendered valuable service to the Town of Savva.na.h Beach in the capacity of a Councilmt:;n, during part of which time he was Chairman of Council. Major Cann is survived by his wife, the former Miss Eliza 23 24 Chisholm, and one sons. Lieutenant Jam e.s•Ferris Cann, Jr. BE IT THEREFORE RESOLVED by the Mayor and - Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, in Council assembled, that in the death of Major Cann, the town of Savannah Beach has lost one of its most outstanding residents, and one whose contributions to it over a period of many years will per- petuate his memory in the hearts of the people of the Town. BE IT FURTHER RESOLVED'that a copy of these resolutions be spread upon the minutes of the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, and that the Clerk of Council transmit a copy to Major Cannes family. March 20, 1944 A special meeting of Council was held today at 4 :30 P.M. ANd was attended by Councilmen Walsh, Young, Farrell, Hosti, Lovell, and Town Attorney Dutton. The Meeting was called for purpose of: 1. Pass.a Resolution on death of Mayor Roland R. Jones. 2. Election of a Mayor to fill the unexpired term of Mayor Jones. 3. Pass a Resolution naming the mangers for the General Election to be held April 3, 1944. 4. Pass a Resolution approving actions of Morris Slotin, Acting Mayor in conjunction with Chairman Young of the Sewerage Committee authorizing J. G. Attaway Company to change location of pipe and so forth. 5. Pass a Resolution approving letter written by Edward A. Dutton, Town Attorney, to New York Casuality Company with reference to the Bond of the J. G. Attaway company, and con-
