BE IT THEREFORE RESOLVED by the Mayor and - Councilmen of the
Town of Savannah Beach, Tybee Island, Georgia, in Council
assembled, that in the death of Major Cann, the town of Savannah
Beach has lost one of its most outstanding residents, and one
whose contributions to it over a period of many years will per-
petuate his memory in the hearts of the people of the Town.
BE IT FURTHER RESOLVED'that a copy of these resolutions be
spread upon the minutes of the Mayor and Councilmen of the
Town of Savannah Beach, Tybee Island, Georgia, and that the
Clerk of Council transmit a copy to Major Cannes family.

A special meeting of Council was held today at 4 :30 P.M.
ANd was attended by Councilmen Walsh, Young, Farrell, Hosti,
Lovell, and Town Attorney Dutton.
The Meeting was called for purpose of:
1. Pass.a Resolution on death of Mayor Roland R. Jones.
2. Election of a Mayor to fill the unexpired term of
Mayor Jones.
3. Pass a Resolution naming the mangers for the General
Election to be held April 3, 1944.
4. Pass a Resolution approving actions of Morris Slotin,
Acting Mayor in conjunction with Chairman Young of the Sewerage
Committee authorizing J. G. Attaway Company to change location
of pipe and so forth.
5. Pass a Resolution approving letter written by Edward
A. Dutton, Town Attorney, to New York Casuality Company with
reference to the Bond of the J. G. Attaway company, and con-

sider a reply to a letter from the Attaway Company.
6. Pass on new and old matters concerning Sanitary Sewerage
System.
7. Pass a Resolution authorizing Edward A. Dutton, Morris
Slotin, and Henry M. Buckley to sign checks.
8. Consider paving from the wslk on the Strand to the Tybrisa
Company property in front of Brass Rail between 15th street and
Atlantic avenue.
9. Consider offer of Colonel C. B. Meyer to purchase Lots
67 and 68 on the Hammock owned by the Town in Ward 1.
10. Authorize the payment of selary.of Meyor Roland R. Jones
for month of March.
11. Authorize the repair and overhauling the two registers
used at Parking Arears.
12. Authorize increasing _salary of the Assistant to the
Clerk of Council to $80.00 per month.
0ouncilman Young moved that the following Memorial to the
late Mayor Roland R.. Jones be adopted. Councilman Lovell se-
conded and the motion passed.
Memorial
Roland R. Jones
Roland Robert Jones departed this life on the 8th day of
March, 1944, at the age of 54 years. He was a native of Cerro
Gordo, North Carolina, the son of the late Mr. and Mrs. J. R.
Jones. Mr. Jones served for two terms as Mayor of the Town of
Savannah Beach, Tybee Island, Georgia, end was nominated for
the third term in the Democratic Primary held on March 6, 1944.
He was very much interested in the welfare and progress of the •
Town and its affairs and his many good deeds and improvements
on the Island alle acting as Mayor will be a memorial and a
shrine to his memory. He worked day and night to see the Is-
land grow not only in the number of inhabitants but for the
improvements in the affairs of the municipal government.
Among some of the improvements made in the municipality
during Mayor Jones' tenure of office was the construction of
the beach bulkhead, construction of the combination fire house
and jail, paving of 17th and 18th Streets and having them in-

eluded in the State Highway System, constructing a hard- surfaced
walkway down Butler Avenue, construction of public rest rooms
.and bathhouses for service men, construction of street markers -
and having them placed at all intersections, the numbering of
all houses on the Island, opening the Public Library, organizing
the American Red Cross supply depot and first aid station, sec-
uring and supervising adequate lifeguard. personnel, and securing
WPA funds to install the Sanitary Sewerage System which is now
nearing completion.
During his term of office end also in his private life, his
manner was both courteous and sympathetic, and no man ever de-
rived greater satisfaction in doing a kind deed for another.
Capable of strong friendship, he begot in others similar emot-
ions and as he grew in years and climbed in 'high positions they
clung to him with a devotion that never faltered. Mr. Jones was
beloved because of his tender sympathy, his tolerant understand -.
ing and his loyalty. He was respected for his straight thinking,
his fearless honesty and his outstanding public service. His
private life and public career was one which we may proudly
hold up for emulation and tribute as the ideals of .the highest
American citizenship.
Mr. Jones was a patriot in the truest sense of the word.
He served in the United States Army in World War•1 as a Second-
Lieutenant in the Quartermaster Corps. He was one of the char-
ter members of the Fort Screven Post of the American Legion.
He was Chairman of the Savannah Beach and Fifth District of the
Savannah - Chatham County Defense Council.
As a layman in civic matters,. he manifested a keen interest
and helpful attitude. He was a member of Solomon's Lodge No. 1,
F. & A.I.: he was a 32nd degree Scottish Rite Mason; and was
also a member of Alee Temple, Ancient Arabic Order of the Nobles
of the Mystic Shrine; Savannah Lodge No 1$3, B. P. O. Elks;
and a charter member and past president of the Propeller Club,
Port of Savannah.
Mr. Jones was very much interested in sports. He was a
good golf player and enjoyed baseball, football, racing and many
other sports. He served as president of the Savannah High
School Athletic Association, of which he was a member for many
years. He enjoyed helprIng and counseling young boys and girls.
Mr. Jones was one of the original officers of the Atlantic
Towing Company,. having been with it since its organization 23
years ago. He also served as secretary of the Savannah Bar
Pilots until its members entered the Coast Guard service.
Mr, James had been in ill health for a number of years but
he carried his pain and suffering with a smile, never complain-
ing to his family, friends or colleagues, but only he and his
God know how he actually suffered.
In the passing of our departed friend from this life, we
have lost an honored son who loved and served faithfully and
well. His everyday work symbolized those things that have

made possible the progress of character appear-
ed to have been carved of the un11emished granite of truth,'loyal-
ty and sincerity.
So, when through this memorial, we honor our departed
friend, we come not with a forlorn hope as did the Ancients,
but a living, radiant hope end faith that transcend the present
state.. -We live in the hope and faith that we shall meet and
clasp again the vanished hand.and hear again the voice that is
stilled.
"Tho his eyes have closed in rest upon the joys of EartltA,
"Tho his ears no longer hear the voices of love whisper-
ing their tender messages,
"He is not.dead nor shall'he ever die, for in the
memories Of friends and comrades the recollection of his life
and fellowship survives --
"In the Kingdom of our hearts they still reside- -
"No power can separate us, and by our faith we know that
we have said farewell but for a little while.
"So sure are We that 'tip but a temporary parting pre-
ceding the happier reunion for eternity that we do not say
'Goodbye', but only 'Good night' and voice our parting in the
.words of another who lived and loved, and lost:
"'Yon mellow sun melts in the sea --
A somber ship sweeps silently
Past Alcatraz toward Orient skies- -
A mist is rising to the eyes.
Good night, deer friend, Good night.'"
Therefore, be it resolved by the Councilmen of the Town
of Savannah Beach, Tybee Island, Georgia, in Council assem-
bled, that this memorial be inscribed in the minutes of the
Town in memory of our departed friend and servant, and that
a copy of these resolutions be sent to the members of his
family.
Nominations were called for to fill the unexpired term
of the late Mayor Jones. Councilman Hosti moved that Edward
A. Dutton be elected Mayor to fill the unexpired term of Mayor.
Jones. Counoilma.n Lovell seconded and the motion passed.
The following oath was administered to Mr. Dutton.

I, Edward A. Dutton, do solemnly sw r that I will faithfully
and honestly perform the duties Mayor of the Town of
Savannah Beach, Tybee Island, :-orgies, to t-` bes, of my skill
and ability without favor or af ction, S y M D.
Mayor Dutton took the Chair and thanked the board and stated
that he would do his beet with the help and cooperation of

of the board.
Councilman Lovell moved that the following resolution be adop-
ted naming the mangers for the election to be held April 3, 1944
providing each Manger be paid six dollars for their services.
Councilman Walsh seconded and the motion passed.
RESOLUTION
WHEREAS, the General. Election for Mayor and Councilmen of the
Town of Savannah Beach, Tybee Island, Georgia, is to be held on the
3rd day of April, 1944; and
WHEREAS, it is necessary for Council, by resolution, to name
three (3) freeholders to act as managers to conduct said election;
THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of the
Town of Savannah Beach, Tybee Island, that W. J. Fitzpatrick, Mrs.
Laura M. Moore and.Mrs. Sarah L. Curry, be and they are hereby
named managers to supervise the election for the Mayor and Council-
men of the Town of Savannah Beach, Tybee Island, Georgia, to be
held on April 3, 1944.
BE IT FURTHER RESOLVED that Mrs. Mary Bell Bordley be and she
is hereby named as an alternate in the event any of the above
,r named three managers are unable to serve. q
Mayor Dutton informed Council that he had written a letter'
to the Bonding Company representing J. G. Attaway Company under
the date of March 10, 1944 at the request of Mayor Jones informing
them of some of the conditions existing in connection with the
sewerage project, he stated that Mayor Jones had requested him to
sign the letter and mail it, Councilman Walsh moved that the act-
ion of Mayor Dutton be approved and that the following resolution

be adopted. Councilman Lovell seconded, the motion passed.
RESOLUTION
BE IT RESOLVED by the Mayor and Councilmen of the Town
of Savannah Beach, Tybee Island, Georgia, in Council assembled,
that-they do approve, confirm and sanction the letter written
by Edward A. Dutton, Town Attorney, dated March S, 1944, to
Mr. R. H. Littlejohn, Assistant Manager, New York Casualty
Company, Suite 1120 William- Oliver Building, Atlanta, Georgia,
with reference to Bond No. 421615E, J. G. Attaway Construction
Company, Statesboro, Georgia, to Town of Savannah Beach,
Georgia, $77,056.75, dated 6- 18 -43; construction of sanitary
sewerage system.
Councilman Young stated that Mayor Jones had had a Mr.
Craig make an estimate of the cost of resurfacing sidewalk in
front of the Brass Rail adjacent to the seawall on basis of
town and Tybrisa.Company sharing costs. Mr. Craig estimated
twenty cents per square foot whereupon Councilman Walsh
moved that the town pay its part of sidewalk in front of
Brass Rail provided that Tybrisa Company take care of relative
same area adjacent to the town's also. Councilman Hosti
seconded, motion passed. Councilman Farrell was appointed a
Committee to look after town's interest.
Councilman Walsh moved that the salary of Mayor Jones
for the month of March be paid to his sister, Mrs. Maude
Brightwell. Councilman Young seconded, motion passed.
Councilman-Walsh moved that lots 67 r.nd 68, Ward 1, in
the sub division .on the Hammock owned by the town be sold to
Colonel C. B. Meyer and that he be given option to the tri-

angle at.entrance to this hammock adjacent to lst street and that
the matter be referred to Mayor Dutton for handling with the pow-
er to act. Councilman Young seconded, motion passed.
The Clerk called the Council's attention to some necessary
repairs to the two (2) registers used at the Parking areas. He
stated it would cost over one hundred dollars ($100.00)_at least
to have machines thoroughly cleaned and adjusted. Councilman
Young moved that work necessary to put the machines in first class
running order to be done. Councilman Hosti seconded,';the motion
passed.
The Clerk called the council attention to the eery small sal-
ary now paid the assistant in his office. The salary being sixty
dollars per month and at the present time he has been unable to
employ anyone. Whereupon Councilman Lovell moved that the salary
of assistant be increased to eighty dollars per month effective
at once. Councilman Walsh seconded, motion passed.
Councilman Young moved that the following resolution be adopt-
ed. Councilman Hosti seconded, motion passed.
RESOLUTION
W WHEREAS, Edward A. Dutton was elected Mayor of the Town of
Savannah Beach, Tybee Island, Georgia, at a special meeting of
Council hel d'at the Town Hall of Savannah Beach, Tybee Island,
Georgia, on March 20, 1944, to fill the unexpired term of the late
Mayor Roland-R. Jones; and
WHEREAS, it is necessary that checks drawn against the
several accounts of the Town of Savannah Beach, Tybee Island, Geo-
rgia, in the various banks in the city of Savannah, Georgia, for
the withdrawal of funds, be signed and, or countersigned by the
Mayor and the Treasurer of said Town, and in the absence of the
Mayor, then by the Acting Mayor:
NOW, THERFORE, BE IT RESOLVED that the.sei d Edward A. Dutton
as Mayor and Henry M. Buckley as Treasurer be and they are here-
by authorized to sign and /or countersign any checks on any bank
in the city of Savannah, Georgia, where funds are now deposited
or may herafter be deposited to the account of the Town of Sav-
annah Beach, Tybee Island, Georgia, mid the several banks are
hereby authorized to accept their signatures;
BE IT FURTHER RESOLVED that in the absence of the Mayor.

from his offical duties, that Morris Slotin, as Acting Mayor,
be authorized to sign and /or countersign checks against ehe
several accounts of said Town in the several banks in the city
of Savannah, Georgia
Councilman Farrell moved thpt the following resolution
be•adopted. Councilman seconded, the motion passed.
.RESOLUTION
WHEREAS, on the llth day of March, 1944, Morris Slotin,
Acting Mayor and/or Mayer Pro Tem, authorized Henry M. Buckley,
Clerk of Council, to write_a letter to the F. W. A. requesting
elimination of and substituting certain streets, with 8
sewer lines under Project No Ga. 9- 244 -NF, and also show
justifaction for certain lines of streets not included in
original application..
WHEREAS on March llth, M. R. Young, as Chairman of the
Sanitary Sewerage Committee certified tht the above mention-
ed letter, dated March 11, 1944, which included said list of
streets, had been checked., and the Committee recommended that
the changes requested be made according to said list and let-
ter certifying as to this need.
NOW, THEREFORE BE IT RESOLVED by the Mayor and Councilmen
of the Town of Savannah Beach, Tybee Island, Georgia, in Coun-
cil assembled, that the actions of the said Morris Slotin,
Acting Mayor and /or Mayor Pro Tem, and the said Mitchell R.
Young, as Chairman. of the Sewerage Committee, in signing a
letter dated the llth'day of March, 1944, to the Federal
Works Agency authorizing the J. G. Attaway Construction
Company th change the location of nines, etc., be and the
same is herby approved.
