HomeMy Public PortalAbout01-27-2014 COW MinutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on January 27 , 201 4 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee Bonuchi, Trustee Fay, Trustee Lamb, Trustee Racich, and Trustee Rippy. Board absent: Trustee Peck. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Randy Jessen, Public Improvemen ts Superintendent; Scott Threewitt, Traffic Engineer; Michael Garrigan, Planning Supervisor; Dean Marq uez, Building Supervisor ; Traci Pleckham, Management Services Director; and John Konopek, Chief of Police . There were approximately 8 persons in the aud ience. Trustee Fay moved to approve the Minutes of the Committee of the Whole Workshop held on January 18 , 201 4 . Seconded by Trustee Lamb . Voice Vote. All in favor, 0 Opposed. PRESIDENTIAL COMMENTS Mayor Collins urged residents to drive cautiously. TRUSTEES COMMENTS Trustee Fay: • Encouraged residents to check in on the elderly. • Commended Andy Doyle for checking the sewers. PUBLIC COMMENTS None WORKSHOP MEETING #1 LOCKPORT STREET BY -PASS PROJECT AND I -55/ROUTE 30 PROJECT UPDATE Representatives from Strand Associates gave an update on the Lockport Street By -Pass Project and reviewed the three alternatives currently being analyzed (1A, 2, and 4). Trustee Lamb indicated that he favored Alternate 1A. Trustee Bonuchi pointed out that the Village needs more overpasses, not more at grade crossings. Trustee Fay and Trustee Rippy indicated that they preferred Alternate 4. Trustee Fay encouraged staff and the consultant to work with the Plainfield Park District as their property could be affected. Mr. Allen Persons stated at the earliest, the project is at least five years away and is tied into the Interchange Project. R epresentatives from Strand then reviewed the US Route 30 at I -55 Interchange Exit Ramps project. This project is in the City of Joliet. The purpose is to increase traffic capacity of the ramps and to reduce congestion/back -ups. Mayor Collins suggeste d that the representatives of Strand Associates work with IDOT and the consultant for the Route 30 widening project. Mayor Collins thanked the staff and Strand Associates for the presentation and update and then read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Racich . Voice Vote. All in favor, 0 Opposed. The meeting adjourned at 7:55 p.m. Michelle Gibas, Village Clerk
