HomeMy Public PortalAbout2022.01.28 Special Meeting MinutesMINUTES McCall City Council Special Meeting McCall City Hall -- Legion Hall VIA TEAMS Virtual January 28, 2022 Call to Order and Roll Call Work Session Adjournment CALL TO ORDER AND ROLL CALL 1 Mayor Giles called the special meeting of the McCall City Council to order at 5:33 p.m. Mayor Giles, Council Member Maciaszek, Council Member Nelson, Council Member Nielsen, and Council Member Thrower all answered roll call. City staff members present were Anette Spickard, City Manager; Bill Nichols, City Attorney; BessieJo Wagner, City Clerk; Kurt Wolf, Parks and Recreation Director; Vlatko Jovanov, Network Administrator; Erin Greaves, Communications Manager; Brian Parker, City Planner; Linda Stokes, City Treasurer; Eric McCormick, Golf Superintendent; Chris Curtin, Information Systems Manager; Justin William, Police Chief; Traci Malvich, Human Resources Manager; Meredith Todd, Assistant City Planner Also in attendance was Blaine Bergeson of Bergeson Leadership Services WORK SESSION Welcome, set the stage for desired outcomes City Clerk Review of the Governance Manual City Clerk BessieJo Wagner reviewed the Governance Manual highlighting liaison duties, department reports, open meeting law, email policy, and meeting agendas and packets. Council directed staff to add a Council report to the first meeting of the month to allow for individual members to share updates from trainings attended individually or liaison duties with the whole Council. Additional Feedback to staff included managing the time for the reports section of the agenda, addressing items to be added to future agendas during the upcoming meeting schedule agenda item, request to receive an agenda with times, and utilize special or tentative meetings for work sessions. MCCALL CITY COUNCIL January 28, 2022 Regular Meeting Page 1 of 2 Public Hearing Training by Bill Nichols City Attorney Bill Nichols presented to Council training on Public Hearing procedures. Attorney Nichols highlighted the different types of hearings, City Council roles, and conflicts of interest. Reflection of 2021— Annual Report Presentation Communications Manager Erin Greaves presented a draft annual report to Council. Manager Greaves highlighted the goal to form a city-wide document instead of individual department reports, achievements of departments noted in the report and items to include in the finalized report. Council's feedback to staff included appreciation for the readability and layout of the report. Council would like to see heavier coverage on hot topics including housing and links to further information to keep the readability of the document. Priorities for 2022 City Manager Anette Spickard facilitated discussion on the priorities Council would like to focus on in 2022. Council noted the following priorities: Local Housing and Workforce Issues Establish a Youth Advisory Council Neighborhood Culture and Community Traffic Environmental Issues Community Feedback and Engagement Working with the Sewer district Resort City Coalition Core Values Index and Communication Training by Blaine Bergeson Blaine Bergeson of Bergeson Leadership Services provided a training presentation to Council on communication, productivity, motivation for leaders as well as understanding the Core Value Index to utilize individuals' unique qualities.
