Roll Call: Eric McCormick, Suzanne Gebhards, JJ Johnson - men's club
representative, Todd McKenna, Kris Christenson, Rita Bolli, Allan Morison & Ken
Stearns (by phone).
Guests: Kara Jeffus MLGA president, Anette Spickard - McCaII city manager,
Wayne Dolick (online), Tony Araquistain.
Public Comment: Tony Araquistain - Seniors on social security only got a 5% raise,
also, at his old club they allowed last year's fees to apply up to a certain date,
then the new fees would apply.
Approve Minutes for January 12, 2022, Meeting: Rita Bolli - wrote up comments
from Idaho Falls golf course management notes. Rita would like to include these
in the minutes from January meeting.
Eric's Report: not as much snow removal thus allowing for completion of
projects. Bathrooms completed except for trim. Dug down to some greens and
saw some ice and crust layers, will be checking again for conditions. Calvin has
stepped into assistant superintendent and is also continuing to do the mechanic
duties. The golf show circuit is continuing on. Eric attended some great classes to
help with the proposed course improvements; was able to make connections with
contractors for future course work as per the master plan. Headed to Spokane
next weekend, then Seattle two weeks later. Continuing to do clubhouse
improvements.
Update on the ramp: waiting on final approval for the railings, the ramp will be
bid with concrete and pavers. Granite will provide a cost estimate and then we
can call for bids. Number and type of bids depends on cost estimate. Still hoping
for getting this completed before spring opening.
No estimate back from Falvey on the bridge footings. Eric will need to meet with
Falvey.
Allan's Report: All tournaments are full. A little bit of room in the Chapman and
the Seniors tournaments. All are paid, with waiting lists. Fees are distributed
after the tournament has been played. Via Todd - Idaho Men's Mid Am will be at
Jug Mountain and may conflict with the Men's club championship. Todd will meet
with men's club to possibly reschedule the Men's club champ in late August.
Monthly Topic: Develop plan for Local Option Tax request
Last year's request was partially granted for cart paths at $15,000. We are on the contingency
list for more funds if money becomes available, another $25,000.
Request ideas: Cart paths, Bathroom between 5 and 7 Birch. Amount to request will be
determined by Eric based on costs for resurfacing paths and construct the bathroom.
Old Business: Committee bylaws - advisory committee should review the bylaws to make sure
we are following them as written. The bylaws shall be added as an addendum to the minutes.
Recommended Rates for 2022, Proshop Golf operations Recommendation - a history of the
advisory committees' recommendations are often not accepted. The city council has
recommended a 7% increase which requires a public hearing. The hearing is scheduled for
February 24th. The increase is counter to what the advisory committee has recommended as
per last month's minutes. As an advisory committee we need to recommend that the public
make comments. Rita is preparing a "factual" document for presentation as a testimonial at the
public hearing. Todd has received comments that the city should consider a different rate for
locals such as those within city limits, within the county, and within the state. Ken comments
that due to the current economy we can't expect there won't be an increase and is it fair to ask
for local rates. Allan brought up the average cost per round for the public versus a season pass
holder; we should be able to raise rates. Todd asks Eric about his staff and how he plans to pay
them, so they stay around. Eric comments about costs of fuel, fertilizer, and having to raise
employee pay. Annett comments that city council would have to forgive the old debt of
$85000. The rise in rates are recommend to be proportioned as before, 1/3 for the master
plan/capital improvement, and 2/3 for course annual operation.
New Business: Committee annual report to City Council. Rita will structure a plan to develop
the golf course management recommendations to the city for next month. We will be reporting
to city council on February 24th, Rita shared her draft report and asks for comments prior to this
Friday morning, February 17th.
Rita recognized that the old golf course sign has been bequeathed to the Ladies Golf Association
to raise money.
