THE PROJECT FOR WHICH SERVICES ARE TO BE PROVIDED IS GENERALLY
DESCRIBED AS:
Preparation of an Airport Master Plan Update for
McCall Municipal Airport
McCall, Idaho
OWNER AND CONSULTANT IN CONSIDERATION OF THEIR MUTUAL COVENANTS
HEREIN AGREE IN RESPECT OF THE PERFORMANCE OF PROFESSIONAL SERVICES
BY CONSULTANT AND THE PAYMENT FOR THOSE SERVICES BY OWNER AS SET
FORTH BELOW.

SECTION 1 - BASIC SERVICES OF CONSULTANT
1.1 GENERAL
1.1.1 CONSULTANT shall provide for OWNER professional engineering and planning services
in all phases of the Project to which this Agreement applies as hereinafter provided. These '
services will include serving as OWNER'S professional engineering representative for the Project,
providing professional engineering and planning consultation and advice and furnishing '.
customary engineering, planning and surveying services incidental thereto. The services which
the Consultant shall provide during the project study and planningPhase are generally described
as follows.
1.2 STUDY AND PLANNING PHASE
1.2.1 Consult with OWNER to clarify and define OWNER's requirements for the Project and
review available data. Meet with Advisory Committees) established by the OWNER to report
and discuss findings.
1.2.2 Advise OWNER as to the necessity of OWNER's providing or obtaining from others data
or services of the types described in paragraph 3.3, and assist OWNER in obtaining such data
and services.

1.2.3 Identify and analyze requirements of governmental authorities having jurisdiction to
approve the work efforts of the Project and participate in consultations with such authorities.
1.2.4 Provide necessary data collection and analysis to define needs, survey, and evaluations of
site facilities and projection of future facility needs.
1.2.5 Prepare Master Plan Documents in accordance with governmental authority criteria
containing schematic layouts, sketches and conceptual design criteria with appropriate exhibits
to indicate clearly the considerations involved and the alternative solutions available to OWNER
and setting forth Consultant's findings and recommendations.
1.2.6 Provide a general economic analysis of OWNER's requirements applicable to various
alternatives;to include costs for future improvements recommended in the Master Plan and a plan
for implementation of improvements.
1.2.7 Furnish thirty-five (35) copies of the Study and Planning Documents.
1.2.8 Provide written reports as appropriate for the Project.
1.2.9 The duties and responsibilities of CONSULTANT during the Study and Report Phase are
described in further detail in Exhibit A to this Agreement.

SECTION 2 - ADDITIONAL SERVICES OF CONSULTANT
The CONSULTANT shall provide or obtain from others Additional Services of the types listed
in paragraphs 2.1 and 2.2. These services are in addition to those defined as part of Basic
Services. Services which can reasonably be identified and defined prior to performance of
project services are identified in Exhibit A to this Agreement.

2.1 ADDITIONAL STUDY AND PLANNING SERVICES
2.1.1 Preparation of applications and supporting documents for private or governmental grants,
loans or advances in connection with the Project.
2.1.2 Review of environmental assessments and impact statements; review and evaluation of
the effect on the design requirements of the Project of any such statements and documents
prepared by others; and assess the general environmental requirements for implementation of
project improvements.

2.1.3 Services to make field surveys of or measured drawings of or to investigate existin

conditions or facilities, or to verify the accuracy of drawings or other information furnished by
OWNER

2.1.4 Studies desired by the OWNER which are specifically warranted to accomplish
development of the project but which may exceed or be outside the scope of the traditional
planning scope approved by the funding agency.
2.1.5 Services resulting from significant changes in the general scope, extent or character of the
Project including, but not limited to, changes in size, complexity, OWNER's schedule, method
of financing; and revising previously accepted studies when such revisions are required by
changes in laws, rules, regulations, ordinances, codes or orders enacted subsequent to the
preparation of such studies, reports or documents, or are due to any other causes beyond
Consultant's control.
2.2 OTHER ADDITIONAL SERVICES
2.2.1 Furnishing services of independent professional associates and consultants in support of
Basic Services (which include, but are not limited to, Geotechnical, aerial mapping, structural,
mechanical and electrical engineering and architectural design incidental thereto); and providing
data or services of the types described in paragraph 3.4 when OWNER employs CONSULTANT
to provide such data or services in lieu of furnishing the same in accordance with Paragraph 3.4.
2.2.2 Services during out-of-town travel required of CONSULTANT other than visits to the site
or the OWNER'S office.

2.2.3 Providing any type of property surveys or related engineering services needed for the
transfer of interests in real property and providing other special field surveys.
2.2.4 Preparing to serve or serving as a consultant or witness for OWNER in any litigation,
arbitration or other legal or administrative proceeding involving the Project.
2.2.5 Preparing for, conduct of, or participation in Public Hearing(s) during the course of the
Project.
2.2.6 Additional services in connection with the Project, including services which are to be
furnished by OWNER in accordance with Section 3, and services not otherwise provided for in
this Agreement.
SECTION 3 - OWNER'S RESPONSIBILITIES
OWNER shall do the following in a timely manner so as not to delay the services of
CONSULTANT: '

3.1 Designate in writing a person and/or office to act as OWNER's representative with respect
to the services to be rendered under this Agreement. Such person shall have complete authority
to transmit instructions, receive information, interpret and define OWNER's policies and
decisions with respect to Consultant's services for the Project.
3.2 Provide as requested by the CONSULTANT, all criteria and full information as to
OWNER's requirements for the Project, including Project objectives and constraints, space,
capacity and performance requirements, flexibility and expendability, and any budgetary
limitations; and furnish copies of all design and construction standards which OWNER will
require to be included in the Drawings and Specifications.
3.3 Assist CONSULTANT by placing at Consultant's disposal all available information pertinent
to the Project including previous reports and any other data relative to design or construction of
the Project.
3.4 Furnish to CONSULTANT, as required for performance of Consultant's Basic Services
(except to the extent provided otherwise in Exhibit A"Further Description of Consulting Services
and Related Matters"), the following:
3.4.1 data previously prepared by others, including without limitation borings, probings and
subsurface explorations, hydrographic surveys, laboratory tests and inspections of samples,
materials and equipment;
3.4.2 appropriate professional interpretations of all of the foregoing;

3.4.3 environmental assessment and impact statements previously prepared by others.
3.4.4 property, boundary, easement, right-of-way, topographic and utility surveys previously
prepared by others.
3.4.5 property descriptions previously prepared by others and status of airport property
ownership.
3.4.6 zoning, deed and other land use restriction; and
3.4.7 data previously prepared by others, including with out limitations social, demographic,
economic, financial and operational data and analysis; and
3.4.8 authorize and select members of an airport master plan advisory committee to assist in
accomplishing OWNER's responsibilities and to provide input to the Master Plan development
process.
3.4.9 information concerning the OWNERS past and current efforts relative to surface
transportation planning such as Dienhard Lane or Highway 55 alignments or alternate road
construction; and
a
3.4.10 information concerning past and current efforts by the OWNER or others relative to
airport related economic development; and
3.4.11 other special data or consultations not covered in Section 2;
all of which CONSULTANT may use and rely upon in performing services under this
Agreement.
3.5 Arrange for access to and make all provisions for CONSULTANT to enter upon public
and private property as required for CONSULTANT to perform services under this Agreement.
3.6 Examine all studies, reports, sketches, Drawings, Specifications, proposals and other
documents presented by CONSULTANT, obtain advice of an attorney, insurance counselor and
other consultants as OWNER deems appropriate for such examination and render in writing
decisions pertaining thereto within a reasonable time so as not to delay the services of
CONSULTANT.
3.7 Furnish approvals and permits from all governmental authorities having jurisdiction over
the Project and such approvals and consents from others as may be necessary for completion of
the Project.
3.8 Provide such accounting, independent cost estimating, and insurance counseling services
as may be required for the Project, such legal services as OWNER may require or

CONSULTANT may reasonably request with regard to legal issues pertaining to the Project such
auditing services as may be required by others such as grant or funding agencies.
3.9 Give prompt written notice to CONSULTANT whenever OWNER observes or otherwise
becomes aware of any development that affects the scope or timing of Consultant's services.

3.10 Bear all costs incident to compliance with the requirements of this Section 3.
SECTION 4 - PERIODS OF SERVICE
4.1 The provisions of this Section 4 and the various rates of compensation for Consultant's
services provided for elsewhere in this Agreement have been agreed to in anticipation of the
orderly and continuous progress of the Project through completion of Phase 1.2. If in Exhibit
u A specific periods of time for rendering services are set forth or specific dates by which services
` are to be completed are provided and if such dates are exceeded through no fault of
CONSULTANT, all rates, measures and amounts of compensation provided herein shall be
subject to equitable adjustment.
4.2 If OWNER has requested significant modifications or changes in the general scope,extent
or character of the Project, the time of performance of Consultant's services shall be adjusted
equitably.
'' 4.3 If OWNER fails to give prompt written authorization to proceed, CONSULTANT may,
after giving seven days' written notice to OWNER, suspend services under this Agreement.
SECTION 5 - PAYMENTS TO CONSULTANT I
5.1 SCOPE OF SERVICES AND FEES
"Basis of Work Scope", "Scope of Work" and "Allocation of Costs" for each element of services
pertaining to this Agreement are as indicated in Exhibit A, entitled "Further Description of
Consulting Services and Related Matters", attached hereto and included herein as though set out
at length herein.
5.2 FEE BASIS DEFINITIONS
5.2.1 Lump Sum Basis Fees: Lump Sum Basis Fees refer to fees that are pre-agreed upon
"Fixed" amounts that do not vary and are not ultimately established based upon actual personnel
man-hours and hourly billing rates. All work items accomplished on a Lump Sum Basis Fee are
subject to reimbursement of Consultant's expenses. The basis of these fees are estimates of man-
hours, hourly rates and reimbursable expenses based upon the Consultant's knowledge of the
Scope of Work. The McCall Airport Master Plan project is based on a Lump Sum Fee Basis,
with reimbursement for expenses incurred.

5.2.2 Prevailing Rates Basis Fees: Prevailing Rates Basis Fees refer to fees that are computed
based upon actual man-hours worked and applicable prevailing hourly rates for all of
Consultant's personnel when they are engaged directly on a Prevailing Rates Basis Fee work
t item. All Prevailing Rate Basis Fees are "estimated" in this Agreement and may vary
significantly, either upward or downward, once a work item has been completed and the actual Y'
man-hours and personnel categories necessary to complete the work item are known. The
principals and personnel of CONSULTANT and their current prevailing hourly rates are as set
y forth in Exhibit B entitled "Consultant's Prevailing Functional Fee Schedule For Professional
g Services"' attached hereto and included herein, as though set out at
Engineering and Plannin z
length herein.
The Consultant's Prevailing Functional Fee Schedule that is in effect at the time of contract
execution shall be applicable for computing Prevailing Rates Basis Fees. All work items
accomplished on a Prevailing Rates Basis Fee are subject to reimbursement of Consultant's
expenses, as defined below under "Reimbursable Expenses". Reimbursable Expenses are "in
addition" to the Prevailing Rates Basis Fees and are indicated as a separate "estimated" cost in
Prevailing Rates Basis Fees work items. Additional work that may be awarded to the
CONSULTANT over an above that in the approved Scope of Work will be estimated using the
Prevailing Rates and expenses at the time of negotiation.
5.2.3 Independent Professional Associates and Consultants Basis Fees: This Fee Basis is used
when it is necessary for CONSULTANT to retain outside independent professional associates or
consultants experienced in a particular specialized field of expertise in order for a work item to
be completed. Specialized fields of expertise include, but are not limited to, soils testing
laboratory services and test boring and test pit excavation services, aerial mapping and map
preparation in addition to customary civil, engineering and surveying related services.
Independent professional associates and consultant fees are estimated and may vary significantly
once a work item has been completed and the actual fees associated with such outside services
are known. When it can be predetermined that services of independent professional associates
and consultants will be necessary for completion of a work item, an "estimate" for such services
is indicated in the Scope of Work and Fee Schedule. For billing purposes on any approved work
outside of the accepted Master Plan Scope of Work, the actual cost of any outside services will
be increased by the CONSULTANT ten (10%) percent to compensate CONSULTANT for the
additional time and effort involved with the administration, coordination, and billing associated
with these services by independent professional associates or consultants.
5.2.4 Reimbursable Expenses: Reimbursable Expenses refers to the actual expenses incurred
by CONSULTANT or Consultant's independent professional associates and consultants,engaged
;k directly or indirectly in connection with a work item,regardless of which Fee Basis is applicable.
Examples of expenses that are eligible for reimbursement include, but are not limited to:
g transportation, lodging, and subsistence for Consultant's personnel; automobile mileage; toll
telephone calls and fax transmissions; reproduction of reports and drawings; and similar project
related expense items. CONSULTANT has established standard rates for some reimbursable
expense items such as in-office reproduction costs and vehicle mileage. Where standard

reimbursable expense rates apply, they are as indicted in Exhibit B, entitled "Consultant's
Prevailing Functional Fee Schedule for Professional Engineering and Planning Services",attached
hereto and included herein as though set out at length herein.
5.3 TIMES OF STATEMENTS
CONSULTANT shall submit monthly statements for Basic Services,and Additional Services,and
Independent Professional Associates and Consultant Services rendered and for Reimbursable
Expenses incurred. The statements will be based upon Consultant's estimate of the proportion
of the total services actually completed at the time of billing for Lump Sum Basis Fee Services
and for computed fees incurred to date for Prevailing Rates Basis Fees Services. OWNER shall
make prompt monthly payments in response to Consultant's monthly statements. K
5.4 PAST DUE STATEMENTS

If OWNER fails to make any payment due CONSULTANT for services rendered and for
Reimbursable Expenses within 45 days after receipt of Consultant's statement therefor; the
amounts due CONSULTANT will be increased at the rate of 1% per month from said 45th day,
and in addition, CONSULTANT may after giving seven days' written notice to OWNER,
suspend services under this Agreement until CONSULTANT has been paid in full all amounts
due.
5.5 TERMINATION RELATED FEES AND EXPENSES
In the event of termination by OWNER under paragraph 7.1 during any phase of the Basic
Services,progress payments due CONSULTANT for services rendered through such phase shall

5.6 CONSULTANTS ACCOUNTING RECORDS
Accounting records pertaining to Consultant's Statement pursuant to this Agreement will be kept
by CONSULTANT in accordance with generally accepted accounting practices. Copies will be
make available to OWNER on a"Reimbursable Expenses"basis,upon OWNER's written request.
Consultant's accounting records, pertaining to Statements, are generally available for a period of
three (3) years following project completion.

SECTION 6 - OPINIONS OF COST
6.1 OPINIONS OF COST

6.1.1 Since CONSULTANT has no control over the cost of labor, materials, equipment or
services furnished by others, or over Contractor methods of determining prices, or over

competitive bidding or market conditions,Consultant's opinions of probable Future Improvement
Project Costs provided for herein are to be made on the basis of Consultant's experience and
qualifications and represent Consultant's best judgment as an experienced and qualified
professional engineer, familiar with the planning and construction industry; but CONSULTANT
cannot and does not guarantee that actual Costs will not vary from opinions of probable cost
prepared by CONSULTANT. F;
SECTION 7 - GENERAL CONSIDERATION '
7.1 TERMINATION

7.1.1 The obligation to provide further services under this Agreement may be terminated by
either party upon thirty day's written notice in the event of substantial failure by the other party
to perform in accordance with the terms hereof through no fault of the terminating party.
7.1.2 In the event of termination, payment to the CONSULTANT as provided for in Section 5,
Paragraph 5.5 shall be due and payable.
7.2 REUSE OF DOCUMENTS
All documents including Drawings, Specifications and Electronic Files prepared or furnished by
CONSULTANT (and Consultant's independent professional associates and consultant) pursuant
to this Agreement are instruments of service in respect of the Project and CONSULTANT shall
retain an ownership and property interest therein whether or not the Project is completed.
OWNER may make and retain copies for information and reference in connection with the use
and occupancy of the Project by OWNER and others; however, such documents are not intended
or represented to be suitable for reuse by OWNER or others on extensions of the Project or on
any other project. Any reuse without written verification or adaptation by CONSULTANT for
the specific purpose in tended will be at OWNER's sole risk and without liability or legal
exposure to CONSULTANT or Consultant's independent professional associates or consultants,
and OWNER shall indemnify and hold harmless CONSULTANT and Consultant's independent
professional associates and consultants from all claims, damages, losses and expenses including
attorneys' fees arising out of or resulting therefrom. Any such verification or adaptation will
entitle CONSULTANT to further compensation at rates to be agreed upon by OWNER and
CONSULTANT.
7.3 INSURANCE
7.3.1 CONSULTANT shall procure and maintain insurance for protection from claims under
workers' compensation acts, claims for damages because of bodily injury including personal
injury, sickness or disease or death of any and all employees or of any person other than such
employees, and from claims or damages because of injury to or destruction of property including

7.4 CONTROLLING LAW
This Agreement is to be governed by the law of the State of Idaho.
7.5 SUCCESSORS AND ASSIGNS
7.5.1 OWNER and CONSULTANT each is hereby bound and the partners, successors,
executors, administrators and legal representatives of OWNER and CONSULTANT (and to the
extent permitted by Paragraph 7.5.2 the assigns of OWNER and CONSULTANT) are hereby
bound to the other party to this Agreement and to the partners, successors, executors,
administrators and legal representatives (and said assigns) of such other party, in respect of all a
covenants, agreements and obligations of this Agreement.
7.5.2 Neither OWNER nor CONSULTANT shall assign, sublet or transfer any rights under or
interest in (including, but without limitation, moneys that may become due or moneys that are
due) this Agreement without the written consent of the other, except to the extent that any
assignment, subletting or transfer is mandated by law or the effect of this limitation may be
4 restricted by law. Unless specifically stated to the contrary in any written consent to an
assignment, no assignment will release or discharge the assignor from any duty or responsibility
under this Agreement. Nothing contained in this paragraph shall prevent CONSULTANT from
employing such independent professional associates and consult ants as CONSULTANT may
deem appropriate to assist in the performance of services hereunder.
7.5.3 Nothing under this Agreement shall be construed to give any rights or benefits in this
Agreement to anyone other than OWNER and CONSULTANT,and all duties and responsibilities
under taken pursuant to this Agreement will be for the sole and exclusive benefit of OWNER and
CONSULTANT and not for the benefit of any other party.

SECTION 8 - SPECIAL PROVISIONS
8.1 AUTHORIZATION TO PROCEED
Notwithstanding any other provisions of this Agreement to the Contrary, upon the execution
of this Agreement by OWNER and CONSULTANT,OWNER hereby authorizes CONSULTANT
to proceed to completion with all services as set forth in this Agreement and as indicated in
Exhibit A-Further Description of Engineering Services and Related Matters,attached hereto and
included herein as though set out at length herein, except for those services set forth in said
Exhibit A which specifically indicate a requirement for future authorization by OWNER prior
to CONSULTANT proceeding with those services.

8.2 CONDITIONS PRECEDENT
s Notwithstanding any other provision of this Agreement to the contrary,it is expressly understood
and agreed that the OWNER shall not be obligated for the payment of professional fees t`
pertaining to this Agreement,except as provided for below,if for any reason the Federal Aviation
Administration declines or refuses to provide funds in the nature of a Federal Grant for the
Federal share of the professional services set forth in this Agreement. It is further understood
and agreed by the OWNER, that in the event Federal grant funds are offered to OWNER, for the
Federal share of the professional services contained herein, OWNER shall not refuse to accept
the same; and that any such refusal by OWNER shall render this paragraph null and void and
it shall have no force or effect with respect to this Agreement. It is further understood and
agreed that in the event OWNER authorizes CONSULTANT to proceed with the services of this
Agreement prior to said Federal grant being offered to OWNER, that OWNER agrees to
compensate CONSULTANT, on a "monthly progress payment basis", for services rendered.
8.3 LITIGATION/ARBITRATION COSTS
Should litigation or arbitration occur between the two parties relating to any provision of this
Agreement all litigation or arbitration expenses,collection expenses, witness fees,court costs and
reasonable and customary attorney fees incurred by the prevailing party shall be paid to the
prevailing party by the non-prevailing party.

8.4 CERTIFICATION OF CONSULTANT

The OWNER and CONSULTANT hereby certify that the CONSULTANT has not been required, j
directly or indirectly, as an express or implied condition in connection with the obtaining and
carrying out of this contract, to:
8.4.1 Employ or retain, or agree to employ or retain, any firm or persons;
8.4.2 Pay, or agree to pay, to any firm, person or organization, any fee, contribution, donation
or consideration of any kind.
8.5 RESERVATIONS AND COMPLIANCE
8.5.1 CONSULTANT reserves the right to obtain the services of other consulting consultants
experienced in elements of the work to prepare and execute services which are related to the
project.
8.5.2 OWNER or any duly authorized representatives shall have access to any books,documents,
papers, and all other records which directly pertain to this project for the purpose of audits,
examination and making excerpts, and transcriptions thereof.

8.5.3 CONSULTANT agrees to comply with Federal Executive Order No. 11246,entitled"Equal
Employment Opportunity", as supplemented in Department of Labor Regulations (41 CFR, Part
60) if this Agreement exceeds $10,000; Sections 103 and 107 of the Contract Work Hours and
Safety Standards Act (40 USC 317-330) as supplemented by Department of Labor Regulations
(29 CFR, Part 5) if the Agreement exceeds $2,500; and all applicable standards, orders, and
regulations issued pursuant to the Clean Air act of 1970 if this Agreement exceed $100,000.
8.6 MINORITY BUSINESS ENTERPRISE (MBE) ASSURANCES (DOTIFAA
PROJECTS)
8.6.1 -Policy: It is the policy of the Department of Transportation(DOT) that minority business
enterprises as defined in 49 CFR Part 23 shall have the maximum opportunity to participate in
the performance of contracts financed in whole or in part with federal funds under this
Agreement. Consequently, the MBE requirements of 49 CFR Part 23 apply to this Agreement.
8.6.2-MBE Obligation: The CONTRACTOR agrees to ensure that minority business enterprises
as defined in 49 CFR Part 23 have the maximum opportunity to participate in the performance
of con tracts and subcontracts financed in whole or in part with federal funds provided under this
Agreement. In this regard, all contracts shall take all necessary and reasonable steps in
accordance with 49 CFR Part 23 to ensure that minority business enterprises have the maximum
opportunity to compete for and perform contracts. Contractors shall not discriminate on the basis
of race, color, national origin, or sex in the award and performance of DOT- assisted contracts.
8.7 STANDARD DOT TITLE VI ASSURANCE CLAUSES (DOT/FAA PROJECTS)
During the performance of this contract, the CONTRACTOR for him self, his assignees and
successors in interest (hereinafter referred to as the "CONTRACTOR') agrees as follows:
8.7.1 - Compliance with Regulations: The CONTRACTOR shall comply with the regulations
relative to nondiscrimination in federally assisted programs of the Department of Transportation
(hereinafter "DOT")title 49, Code of Federal Regulations,Part 21,as they may be amended from
time to time (hereinafter referred to as the Regulations), which are herein incorporated by
reference and made a part of this contract.
8.7.2 - Nondiscrimination: The CONTRACTOR with regard to the work performed by them
during the contract, shall not discriminate on the grounds of race, color or national origin in the
selection and retention of subcontractors, including procurement of materials and leases of
equipment. The CONTRACTOR shall not participate, either directly or indirectly, in the
discrimination prohibited by Section 21.5 of the Regulations, including employment practices
when the contract covers a program set forth in Appendix B of the Regulations.

8.7.4 - Information and Reports: The CONTRACTOR shall provide all information and reports
required by the Regulations or directives issued pursuant thereto and shall permit access to its
books, records, accounts, other sources of information, and its facilities as may be determined
by the sponsor or the Federal Aviation Administration to be pertinent to ascertain compliance
with such Regulations, orders, and instructions. Where any information required of a `
CONTRACTOR is in the exclusive possession of an other who fails or refuses to furnish this
information, the CONTRACTOR shall so certify to the sponsor or the Federal Aviation
Administration, as appropriate, and shall set forth what efforts it has made to obtain the
information.
8.7.5- Sanctions for Noncompliance: In the event of the CONTRACTOR's noncompliance with
the nondiscrimination provisions of this contract,the sponsor shall impose such contract sanctions
as it or the Federal Aviation Administration may determine to be appropriate, including but not It
limited to:
8.7.5.1 - withholding of payments to the CONTRACTOR until the CONTRACTOR complies.
8.7.6 - Incorporation of Provisions: The CONSULTANT shall include the provisions of {
paragraphs "8.7.1"' through "8.7.5" in every subcontract, including procurement of materials and
leases of equipment,unless exempt by the Regulations or directives issued pursuant thereto. The
CONSULTANT shall take such action with respect to any subcontract or procurement as the j
sponsor of the Federal Aviation Administration may direct as a means of enforcing such a
provisions, including sanctions for noncompliance. Provided, however, that in the event an
CONSULTANT becomes involved in, or is threatened with, litigation with a subcontractor or

An airport Master Plan defines a concept for short and long-term development of an airport The
consultant prepares it in concert with officials and interested users on the airport. The final report
resents p specific airport data, the logic that is the basis for the plan and associated graphic displays
which visually present the proposed results. Master Plans outline and support the modernization
of airports aup by identifying the desired improvements which fulfill the needs of a specific aviation
°A facility, its users and the local community.
The primary goal of a Master Plan is to establish facilityneeds and provide
p guidelines for future e
airport development. The plan recommends improvements that must satisfy future aviation demand
in a financially feasible manner. It must also address related aviation, environmental or socioeco-
nomic issues existing in the community or around the airport A Master Plan "Update" is
predicated on the principal that prior studies have successfully defined the role of the airport and
the major features associated with achieving that role over a period of time. The purpose of an
"Update" is to review the established airport concept and to adjust it relative to accomplishments
of proceeding g years, changes in aviation standards, implications associated with changing local
demographics and reestablish current goals for achieving future improvements. Additionally the
Update can place emphasis on specific issues which may be or are perceived to be obstacles or
limitations to achieving desired goals. In the case of McCall Municipal Airport a key issue to be
addressed is the viability of the current airport facility to meet existing and future avaition demand
in a safe and economical manner.
A Master Plan Update is therefore limited in the quantity but not the quality of the Scope of Work.
This is accomplished by defining the intensity with which relative issues are studied and excluding

special studies which would be appropriate in a com complete Master Plan Study. Specifically this

Master Plan Update will not prepare an Environmental Assessment, Noise Study, Terminal Area

1.2 SCOPE OF WORK

1.4 ESTIMATED PROJECT SCHEDULE
The anticipated schedule is depicted graphically in the attached Project Schedule. The time frame
is based on the number of months from the receipt of the Notice to Proceed (NTP). The project
Schedule is identified as ATTACHMENT C of EXHIBIT A.
ELEMENT 2 - ADDITIONAL SERVICES

ELEMENT 3 - FEES FOR BASIC AND ADDITIONAL SERVICES
3.1. Basis of Fees
Additional services provided as described in preceding Sections 2.1 and 2.2 are to be
performed on a "Fixed Fee" basis. The basis for these fees are estimates of man-hours and
hourly costs and associated reimbursable expenses necessary to complete the project. cost.
It is understood that the fixed fees established herein are based on the Consultants
knowledge of the Scope of Services required to accomplish work tasks in compliance with
FAA regulations and the interpretations of those regulations provided by FAA personnel
during the contract negotiation phase. This allocation of costs by task is presented in the
attached Manhour Cost Spreadsheet.
3.2. Fee Adjustments

p It is agreed that the Fixed Fees established herein are subject to adjustment should the
Scope of Work be significantly altered, through no fault of the Consultant or should the
interpretation of regulations change during the progress of the study.
3.3. Request for Contract Fee
A Request for Fee Adjustment is subject to the approval of the City of McCall,Idaho. The
OWNER further agrees to not unreasonably withhold approval of requests for Fee
Adjustments. The OWNER is responsible for 100% of the costs related to section 3.2.

} SCOPE OF SERVICES

General
This project involves preparation of an Airport Master Plan for McCall Municipal Airport in
accordance with the requirements of the Federal Aviation Administration, the Idaho
Department of Transportation, Bureau of Aeronautics and the needs of the City of McCall.
This update will entail a comprehensive analysis of current airport facilities, determination of
trends and activities affecting the airport,the preparation of a detailed analysis of alternatives
and development of a plan to guide future development on the airport.
The City of McCall is experiencing increased development pressure both in the vicinity of the
airport and throughout the City as a whole. With this development has come increasing
utilization of the airport by both based and itinerant users. Additionally, the airport is
experiencing a change in the fleet of aircraft using the airport. Over the past several years the
aircraft fleet has seen increasing activity by a variety of jet aircraft including Cessna Citations,

Learjets, Hawkers, Gulfstream G-II, III, and IV's.. Additionally, as of early 1995 one airport
tenant has added a Falcon 900 to his fleet of aircraft that will base and operate from McCall
Municipal Airport. The demands that aircraft of this type place on the current airfield must

be considered in the master planning effort.
One goal of this master plan will be to quantify the type of aircraft that are using the field,
paying particular attention to the jet fleet that has in recent years become more prevalent.
Given the altitude of the airport, and the physical conditions in the airport vicinity, including
developed land uses immediately north of the runway and a 60 to 80 foot increase in ground
} elevation immediately south of the Runway 34 threshold, this changing fleet could present a
need to consider significant changes to the current airfield. The topography and development
in the airport vicinity has previously been a source of concern as it relates to operations by the
U.S. Forest Service, a major presence at the airport. Added to this existing pattern of land
use are current planning efforts by land owners south of the airport to develop large scale
residential uses immediately adjacent to the airport. The extent of actions to address airfield

and facility improvements may dictate that one recommendation of the study be the potential
development of a new airport at an alternative site. While such action has been rendered
outside the scope of this Master Plan project,it is a goal of this study to definitively determine
if the development costs associated with meeting anticipated demand is viable for the City to
incur, and if not, to recommend that the City at least consider the potential of an off-site
option.
Some of the key issues to be addressed in the Master Plan Update will include identification
of runway length needs, consideration of land use compatibility issues in the airport vicinity,
{ mitigating design related airfield deficiencies such as the existing and future alignments of
Dienhard Lane and its relationship to the Runway Object Free Area,Runway Safety Areas and
the approach surfaces to the current runway. Other issues include the viability of enhanced
approaches to the airport and the impact that the 60 to 70 foot rise in ground elevation
immediately south of the airport has on this potential. The master plan will also review the
land area needs of the airport,the potential absorption of land for aviation related development,
and the local environmental conditions,particularly wetlands,that may impact which property
should be acquired by the airport and the development viability and mitigation requirements
due to environmental conditions. Finally, all planning efforts will need to be closely
coordinated with the local and national offices of the U.S. Forest Service,who maintain a large
facility adjacent to airport property and utilize the airfield extensively.
Ultimately,the goal of the master plan is to define the current and future aviation demand, the
viability of addressing this demand on the current airport site and the role of the airport in the
local, regional and national aviation system. The master planning activities will also provide
a capital improvements program for future development of the airport, as well as an overview
of the environmental conditions delineating the relationship of the airport with the surrounding
natural and man-made environment.
In addition, this planning effort will result in the development of a computerized Airport
Layout Plan meeting Federal Aviation Administration and Idaho Department of Transportation
criteria. The master plan will provide the sponsor with a comprehensive overview of the
airport's needs over the next twenty year time period, including issues relating to the timing
of proposed development, costs for this development, methods of financing, management
options, and a clear plan of action. The approach to undertake the Master Plan Update Study
is outlined in the following elements of this Scope of Services.

ELEMENT 1 - PROJECT INITIATION
Task 1.1 - Establish Planning Review Committee
An advisory committee to serve in the capacity of a sounding board and linkage to airport
users, local, state, and, federal agencies and the general public will be developed. The
committee will be composed of the full membership of the current airport advisory committee
and will be supplemented, when necessary with representatives from City Departments
including, but not necessarily limited to the City Managers Office, Planning and Engineering
Departments, FBO's, private airport users, Idaho Department of Transportation, and the
Chamber of Commerce. This committee will provide technical and community review,as well
4 as input and guidance to the planning project. j
Task 1.2 - Immediate Issues and Concerns
While development of the Master Plan will take an extended period of time, there are often
issues and concerns that require more immediate attention. Preliminary discussion with the
Airport Committee have led to the identification of some immediate issues that need
consideration prior to the completion of the full planning study. Several of these actions relate
to the development of methods of identifying and collecting operational data and
environmental information. This may include determining whether AWOS data can be
accessed to develop a local record of wind directions and velocities. At present there is not
a good source of local data relating to this need. Developing a method of determining fleet
s mix data, particularly as it relates to the increasing number of general aviation jets using the
airport also needs to be addressed..
A second area of concern relates to the potential for residential development south of the
airport and the impact this development would have on existing and potential future viability
of the facility. A letter report covering the findings related to these issues will be prepared for
use by representatives of the City of McCall.

As an initial element of the Master Plan Public Information process an informational brochure
(black and white) will be developed describing the master plan process, the time frame for the
study and key points where public meetings will be held, local and consultant contacts and the

overall goals and objectives of this particular Airport Master Plan Study. Additionally, the
public will be asked about their perception of the airport,improvements in facilities or services
they would like to see including their interest, if any, in commercial service. Questions
concerning time of day for activity and destinations they might like to see served and extent
of their use and where they can register their opinions will be included. These materials will
be made available to the general public at local public offices including, but not necessarily
limited to the public library, City Hall, Utility Offices, and the License Bureau. A total of
1,000 copies of this brochure will be produced.

Task 2.2 - Inventory Airport Physical Facilities

The physical facilities inventory will consist of an on-site review of existing airfield and
landside facilities with attention being paid to their size, condition, use, configuration and
adequacy. This information will be used to evaluate the effectiveness of the individual facility,
any interrelationships between developed uses on the airfield and how they may be affected
by changes designed to improve airport operations and\or capacity. Included in this inventory

will be the identification of property owned by the airport and the use to which this property
is being placed. Following is an outline of key elements to be addressed:
• Land Holdings: Land interests including areas owned in fee simple and
easement interests will be identified. This information will be incorporated into
the ALP Update. Information for this task will be made available by the FAA
A' Northwest Region, Idaho DOT, and the City of McCall. This information will
be presented in a section of the Inventory Chapter in the Airport Master Plan.
• Airfield: Runway/taxiway configuration including pavement strength and
condition; marking; signing; lighting; navigational aids; circulation and access
on the airport operational areas.
• FBO/GA Facilities: Structures devoted to use as Fixed Base Operations will
be identified and evaluated as to their size, use (maintenance hangar, storage
hangar, office, etc.) age and/or condition and tenant lease lot uses will be
K identified. Also included in the inventory will be a description of the services
provide by individual FBO's. General aviation facilities including ramp areas,
number of tiedowns,hangars by type(conventional,T-hangar,Port-a-Port) will
n be identified and quantified by area or other appropriate measure. Age or
condition of the facility will be identified as will the utilization and location of
`? the facility on the airport. On the landside, the inventory will concentrate on
road access to Dienhard Lane and Highway 55 and the adequacy/utilization
and condition of the parking facilities in the area will also be addressed.
• U.S. Forest Service Facilities: Existing USFS facilities on the airport will be
identified and quantified by their use, age and/or condition,and location on the
a airport. The configuration and size of the total USFS property will be
Y identified as will any special requirements, financial arrangements with the
City, or conditions associated with the Forest Service through-the-fence
operations at the airport.
• Support Facilities: Airport support facilities to be inventoried will include, but
' not necessarily be limited to, airport administration needs, fueling facilities,
snow removal equipment and snow storage procedures at the airport, airport
maintenance facilities and equipment. The current road network adjacent to the

airport will be inventoried and existing local and state sources of information
will be used to identify current volumes of traffic and plans for improving the
'R roads. Specifically, this will include a review of Highway 55, Dienhard Land
and Mission Road which border the east, north and west sides of the airport
respectively. Particular attention will be paid to the intersections of Highway
55 and Dienhard Lane, the primary access point to the airport FBO's,potential
alternative alignments for Dienhard Lane,which presently impacts the approach
to Runway 16 and its current and possible interface with Mission Road.
Identification of current and proposed curb cuts along Highway 55 will also be
undertaken for use in addressing general aviation area access concerns, as well
as in the evaluation of airport facility development alternatives..
Task 2.3 - Airspace/Air Traffic Control/Obstructions
Air traffic control facilities responsible for handling traffic into and out of the McCall Airport
' will be identified and their procedures as they relate to the airport reviewed. An inventory of
the area airspace will be undertaken with emphasis on the identification of airways,restricted
areas,intersections, and obstructions,particularly those impacting the approach surfaces at the
airport. This task will identify operational limitations due to traffic interactions with other
airports, reserved airspace, noise abatement procedures, airfield facilities and design, existing
or programmed NAVAIDS topography and obstructions at, or in the vicinity of the airport.
Task 2.4 - Vicinity Land Use/Land Use Controls

Review existing land use mapping, aerial photography, draft comprehensive plans, and other
documentation pertaining to current and future land use in the vicinity of the airport. Conduct
$ a windshield survey,particularly in the vicinity of the approaches to the airport to verify this
information and to provide the consultant first hand knowledge of the airport environs.
Existing zoning districts will be reviewed to determine locations where potential
noncompatible land uses could develop. Further, the local planning department will be
interviewed to identify the potential for future residential, commercial, and industrial
development in the vicinity of the airport, and particularly to the immediate south of the
airport under the approach to Runway 34. Obtain and review existing zoning controls. Also
review zoning ordinances, subdivision regulations, building codes, and other documentation
pertaining to land use management in the vicinity of the airport. Attention will be paid to
those requirements that could affect the future development of the airport.

Task 2.5 - Aerial Photography/Mapping
Existing aerial photography will provide the basis for mapping of the airport and areas within
its approaches. This photo will be of a scale, clarity and coverage to be used as the basis for
subsequent alternatives analysis and as a base for Airport Layout Plan Sheets. Additionally,
mapping resources including but not necessarily limited to United States Geological Survey
mapping and existing airport mapping will be inventoried and analyzed to identify
topographical features on and adjacent to the airport. This information will be used in both
the analysis of alternatives as well as in the development of the Airport Layout Plan Drawings.
Task 2.6 - Environmental Factors Inventory
An inventory of on-airport environmental conditions will be undertaken to provide a baseline
of conditions that may impact future development within the current airport property as well
as those properties that are immediately contiguous to the airport having potential for
acquisition. This inventory will focus primarily on the identification and delineation of
wetlands within these properties, and will involve the walking of the areas by a wetland
specialist for purposes of general delineation. Other areas to be reviewed will include the
location of water bodies close to the airport that may result in water rights controversy or
attract waterfowl, known endangered and threatened species, water quality concerns,
particularly as it relates to impacts to the Payette River and ultimately Cascade Reservoir,
known archeological and historical resources
Task 2.7 - Prepare Draft Inventory Chapter Working Paper
A draft working paper discussing the issues and information obtained during the inventory
phase of the project will be prepared. This working paper will present in both narrative and
graphic format relevant information relating to airport facilities, the access system serving the
airport and its facilities, key environmental features that affect the current airport site and
properties immediately adjacent to the airport,airspace and obstruction considerations and data
related to land use compatibility considerations that will need to be considered in subsequent
elements of the master plan. Twenty (20) copies of the draft working paper will be prepared
for distribution and review by representatives of the City of McCall.

ELEMENT 3 - AVIATION ACTIVITY FORECASTS
Task 3.1 - Conduct Survey of Airport Tenants & Itinerant Users
Develop a survey questionnaire to be distributed to Airport tenants including, all corporate and
private pilots, the United States Forest Service and Fixed Base Operators. The survey will be
developed in conjunction with the Airport Committee and will solicit information such as
satisfaction with current facilities, level of activity conducted from airport, perceived airport
needs, future plans, and type of aircraft used and anticipated fleet additions and changes. A
listing of airport tenants will be used to distribute the survey, as well as for follow-up
reminders.
Additionally, surveys will be provided for itinerant users of the airport to develop a similar
base of information with the exception that information regarding purpose of trip and stage
length will be included in this survey. These will be distributed to the FBO's and each FBO
will be asked to assist in having itinerant users of the airport fill out the survey. This survey
will be of particular importance in identifying the level and type of activity by turbo-prop and
jet aircraft. Survey results will be tabulated and used in subsequent analyses. Results of the
survey will be included in an Appendix to the Master Plan.
Task 3.2 - Inventory Historical and Current Air Traffic Activity
Assemble and organize data on historic and current air traffic activity at McCall Municipal
Airport. Information concerning the level of activity by the U.S. Forest Service, historical air
taxi enplanements and operations, any mail and/or cargo volumes, general aviation operations
by local and itinerant categories, military operations, fuel sales and based aircraft by aircraft
type will be sought. Information concerning peak hourly operations, daily, monthly and
annual activity will be obtained through interviews with the FBO's and quantified to the extent
feasible. Data will be obtained from airport records, airport users including the Fixed Base
Operators on the field, the State of Idaho and sources at the Federal Aviation Administration.
Task 3.3 - Identification of Factors Affecting Activity levels at McCall Municipal
Airport
Analyze potential changes in business and tourism patterns or in potential based operators at
the airport to determine any potentially significant factors that could impact the level or type

of activity at McCall Municipal Airport. Potential consolidation of activity by the U.S.F.S.
and their development plans will be identified and the impact these plans have on airport
activity determined. Additionally, this task will review previous efforts to obtain commercial
commuter service at McCall Municipal Airport the results of these efforts the viability of
eventually receiving some form of commercial activity, and the form such service might take.
The last five years has seen the development of a number of new conventional hangars on the
airport,with additional development anticipated during the summer of 1994.This coupled with
increased attention being paid to the area as a tourism destination, plans for expansion of the
Brundage Ski Area as delineated in its master plan, greater utilization of the airport by
business jet aircraft,the anticipated basing of a Falcon 900,and continuing development within
;= the City all point to potential for increased demand for facilities at McCall Municipal Airport.
Task 3.4 - Prepare General Aviation Forecasts
Develop general aviation activity forecasts taking into consideration forecasts from other
'3 sources that may include the FAA and the State of Idaho. The methodology used in this
analysis will involve a variety of techniques that will identify state, regional, and national
general aviation trends and their influence on activity at McCall Municipal Airport, as well
as the influence local business and economic activity has on general aviation activity. Historic
activity data will be organized to identify peaking characteristics, local and itinerant mix and
general aviation fleet mix. The results of Task 3.3 will also be taken into account in the
preparation of these forecasts. Forecasts of general aviation activity will be prepared for the
five, ten and twenty year planning horizon and will provide projections of the following:
• Based aircraft totals and fleet mix
• Annual general aviation operations
(local vs. itinerant)
• Average Day, Busy Day and Peak hour operations
• Annual Instrument Operations

ELEMENT 4 - DEMAND CAPACITY ASSESSMENT/FACILITY REQUIREMENTS
Task 4.1 - Analyze Airport Capacity and Delay
Using the FAA's methodology for assessing airfield capacity and delay as delineated in FAA
Advisory Circular 15015060-5 an assessment of the current and future level of airfield capacity
and associated aircraft delay will be developed. This analysis will consider airfield
configuration including runway configuration, parallel taxiways and exit taxiways, weather
conditions, aircraft fleet mix, current and forecast operations for the five,ten, and twenty year
planning horizon and the percentage of local touch and go operations. The result of the
assessment will be expressed in terms of the hourly and annual service volume of the airfield,
in minutes of delay per aircraft operation and total estimated annual delay. Additionally, the
capacity of the airport will be identified for both VFR and IFR conditions for the airport. This
assessment will evaluate the existing airfield configuration in terms of its adequacy to meet
the anticipated design group and approach categories of aircraft forecast to use the airport.
Task 4.2 - Determine Design Aircraft and Runway Length Requirements

Using information generated in the survey task of the Inventory section the
characteristics of the current aircraft fleet with particular attention being paid to the level type
and stage length of operations by jet aircraft. Consideration will also be given to the fleet
of airtanker aircraft associated with the USFS operations particularly in regard to their load
characteristics and level of activity. From this analysis design aircraft will be identified for
use in determining runway length requirements, the approach category, and design group for
use in airfield layout planning. Design aircraft identified for airport planning purposes will
be submitted for review and acceptance by FAA and IDOT.

Task 4.3 - Determine Airfield Facility Requirements
Using the results of the demand/capacity analysis (Task 4.1) as well as other relevant

information from other tasks and airfield planning criteria,determine and prepare a preliminary

five, ten, and twenty year time frames. These facility requirements will be based upon both

accepted airport planning criteria, knowledge and expertise of Airport Committee members,

Consideration will also be given to the possible consolidation of USFS activities and the
potential for major expansion of the USFS presence at McCall Municipal Airport and its
impacts on airfield facility needs. Airfield facility needs to be assessed include:
Runways, taxiways, and aprons (Length, Width, Size and\or Strength)
Lighting and Marking
Enhanced Navigational Aids
Airfield facility needs will be identified in terms of linear feet, strength, etc. and will be
compared to existing facilities to identify excess or deficient facility capacity or capability.
Task 4.4 - Determine General Aviation Facility Requirements
Using the results of previous tasks and accepted planning criteria determine and prepare a
preliminary listing of General Aviation Facility Requirements necessary to meet both current
and projected levels of demand for the five, ten and twenty year planning horizon. General
Aviation facility requirements to be assessed include:
Aircraft ramp and parking area including number and configuration of tiedowns
- Aircraft storage hangar positions by hangar type
- T-Hangar positions
Conventional Hangar positions
Aviation Terminal Needs and Support Facilities
Fixed Base Operator (FBO) Facilities
Access and Vehicle Parking Areas
Facility requirements will be expressed in terms of gross area, linear feet or other basic units,
and will be compared to existing facilities to identify excess or deficient capacity by facility
on the airfield. This assessment will quantify future development items needed to maintain
an adequate level of service, function and operation at the airport.
Task 4.5 - Determine Airport Support Facility Requirements
Using information provided by existing studies and aviation planning criteria established under

preceding tasks,develop a set of facility requirements addressing the airport facilities necessary
to support the airfield, general aviation areas and their related activity. Requirements for
4 facilities such as aircraft fueling, air cargo, ARFF, airport maintenance, snow removal, access
and vehicle parking will be developed under this task.
Task 4.6 - Quantify Land Area Requirements
McCall Municipal Airport has committed virtually all of its available land area for
development of either airfield facilities or general aviation facilities. As a result it will be
necessary to identify and quantify potential additional land area necessary to satisfy the
airfield. general aviation and airport support facility needs.
Task 4.7 - Prepare Draft Report
Using information evaluated during the course of the Demand Capacity process,prepare a draft
working paper. This report will present in both narrative and graphic format information
regarding existing airport capacity, runway length needs and required facilities necessary to
;r meet future levels of activity. Twenty copies of the draft Chapter will be prepared for
distribution to the FAA, State of Idaho DOT, and representatives of the City of McCall.
ELEMENT 5 - AIRPORT ALTERNATIVES
!= Task 5.1 - Identify Potential Airfield Alternatives
On the basis of the airport facility requirements established in preceding elements, formulate
preliminary airfield development alternatives. These airfield alternatives may include such
items as runway extensions,runway re-alignments,mitigation of existing displaced thresholds,
as well as actions to address existing design related deficiencies on the airport. Included in
the assessment of airfield alternatives may also be an assessment of options to address the
possible development of improved Instrument procedures and minimums at the airport and the
requirements that would need to be met associated with these improvements Airfield
alternatives will be based on schemes for development within existing airport boundaries, or
within expanded airport boundaries, and will show necessary major runway, taxiway
development during the twenty-year planning period as well as required changes to
infrastructure to accommodate each airfield option evaluated. This task will be conducted
simultaneously with following tasks and will result in a series of overall development options

for the current airport site and adjacent properties. Airfield alternatives will be analyzed based
on their ability to satisfy the identified facility requirements, environmental considerations,
engineering factors, cost, phasing, political viability and ease of implementation.
Task 5.2 - Identify Potential Terminal Area Alternatives
Based on the forecast of demand and terminal area facility requirements at McCall Municipal
Airport,future alternatives will be developed. This task will be conducted simultaneously with
other tasks in this element and result in a series of overall development options. General
Aviation access to the terminal area as well as any requirements for commercial use of the
s terminal area such as security, fencing, parking or possible Part 139 issues will be evaluated
based on anticipated activity levels and terminal area usage. Terminal alternatives will be
evaluated on the basis of their ability to satisfy the identified facility requirements,accessibility
from both landside and airside areas, ease of implementation, environmental considerations,
and cost leading to the selection and discussion of the best option for meeting identified needs
for the current airport site.

Task 5.3 - Identify Potential General Aviation Facility Alternatives
Based on the general aviation area facility requirements determined under a previous element,
formulate preliminary general aviation area development within or beyond existing airport
boundaries and show necessary major development during the twenty-year planning period.
This task will be conducted simultaneously with other tasks in this element and will result in
a series of overall development options. General aviation alternatives will be evaluated on the
basis of their efficiency in meeting identified facility requirements, engineering factors, ease
of implementation, costs, phasing, airside and landside accessibility and environmental 4
considerations leading to the selection of the options best satisfying the identified need.

Task 5.4 - Determine Preliminary Development Costs
Using labor and materials price data from recent construction projects in the airport vicinity,
prepare preliminary cost estimates for each airport development option in the various
alternatives considered during the planning process.

Task 5.5 - Selection of Recommended Airport Development Alternatives
The consultant will confer with the Airport Sponsor to select a series of recommended
development concepts for the
p p airport which best meet the anticipated demand and do so in the
most viable manner from a cost, phasing, engineering, and environmental perspective. This
`f set of development options for the current airport will comprise the analytical basis for
development at the current airport site. Depending upon the extent of cost and disruption it
z is possible that the study could recommend that alternative airport sites be considered in
subsequent studies. The recommendations of the Alternatives Analysis will be closely
coordinated with the Sponsor and representatives of Idaho DOT and the FAA to ascertain
funding viability and overall viability of the airport development needs. A definitive response
from the FAA regarding the viability of On-Airport development recommendations will be
required at this stage of the Master Plan. The recommendations for the most prudent and
feasible concepts will then be refined in terms of function, costs, environmental impacts and

schedule.
Task 5.6 - Prepare Draft Alternatives Chapter Working Paper
A draft Alternatives Chapter delineating in both narrative and graphic format the analyses and
findings of the Alternatives Assessment process will be prepared. A total of twenty (20)
copies of the draft working paper will be provided to the City of McCall for their review and
distribution.
ELEMENT 6 - REFINED ALTERNATIVES
Task 6.1 - Develop Refined Alternatives Analysis
'£ Based on input from the City of McCall, Valley County, State of Idaho, FAA as well as
comments from the Airport Committee and the general public, identify refinements to the
analysis of alternatives that are determined necessary. This task may result in the revision of
options or the combination of individual alternatives into a single alternative for
implementation. This task will identify the rationale for the refinement, and each refinement
will be discussed using the same criteria used to evaluate the initial set of alternatives.

ELEMENT 7 - ENVIRONMENTAL OVERVIEW
For the selected alternative the Consultant will prepare an Environmental Overview in
ri conjunction with a Master Plan Update in general accordance with paragraphs 47 and 49,
Federal Aviation Administration Order 5050.4A (Airport Environmental Handbook) or
subsequent revision thereof. The Consultant will use currently available information on file
including the Master Plan, coordination letters and site review. Agency coordination will be
undertaken by the Consultant and coordinated with the appropriate federal, state, and local

agencies.
Task 7.1 - Noise Impacts
} Determine noise impacts based on activity levels, aircraft type and/or previous analysis.
Contours will be generated using the Integrated Noise Model, Version 4.11, noise exposure
}
contours depicting the DNL 65, 70 & 75 levels and overlaid on an appropriate base map.
Noise exposure contours will be prepared for the current year, five (5) year and ten (10) year
forecast activity.
Task 7.2 - Compatible Land Use
A description of land use impacts comparing existing and planned land uses to the
development recommendations of the airport master plan. This will include consideration of
existing zoning and building restrictions or permits that would be required. Specifically, for
McCall Municipal Airport attention must be paid to the use of the Airport by increasing
numbers of jet aircraft and by aircraft associated with the activities of the United States Forest
Service.

Task 7.3 - Water Quality
A review of surface water and subsurface ground water impacts, including issues related to
siltation,runoff,dredge and/or fill activities in navigable waters, aquifer or well contamination
or impacts upon sensitive ecological areas will be conducted. Consideration will be given to
possible impacts to the Payette River and downstream impacts to Cascade Reservoir

Task 7.4 - Historic, Archaeological and Cultural Resources Department of
Transportation Act, Section 4(f)
The State Historic Preservation Officer and respective Historical Societies will be contacted
to check listings in or eligible for the National Register of Historic Places to determine if such
architecturally, archaeologically, or historically significant sites are affected. Actual field
surveys to identify potential sites are beyond the scope of this task. A description of impacted
Section 4(f) lands, including public parks, recreation areas, wildlife and waterfowl refuges or
k historic sites of national, state or local significance. Coordination with the Idaho Department
of Lands, Idaho Department of Parks and Recreation, Idaho Department of Fish and Game,
and the State Historic Preservation Officer will be conducted by the Consultant. Any related
site surveys required are beyond the scope of services.
Task 7.5- Biotic Communities\Endangered and Threatened Species of Flora and
Fauna
Impact on vegetation and wildlife of the area will be determined based on coordination with
the U.S. Fish and Wildlife Service and the appropriate State of Idaho agencies. The existence
of plans and wildlife considered endangered or threatened will be examined according to
Federal or Idaho listings. Identification of threatened or endangered species through field
verification will be beyond the scope of services.
Task 7.6 - Wetlands
General identification of wetland areas as defined by Executive Order 11990 will be
undertaken. The analysis of wetlands and around the current airport site will be based on
existing printed sources plus the actual site visit conducted by members of the Consultant
team. Coordination with the U.S. Army Corps of Engineers will be conducted where
appropriate to discuss the severity of potential impacts and mitigation measures.
Task 7.7 - Quantify (as needed) Impacts to Other Environmental Factors
Based on the alternative ultimately selected for implementation other environmental factors
may need to be investigated for possible areas of impact. These other environmental
categories may include the need to assess impacts relating to

If determined to be necessary coordination with the appropriate responsible agency will be
conducted and each affected item discussed in the Overview.
Task 7.8 - Identify Permitting Requirements of Airport Development Concept
Based on the selected development concept there will be the need to meet certain permitting
requirements as a part of project implementation. A listing of required permits and licenses
will be developed. These permits may,include but not necessarily be limited to the following:
Local Building Permits as a part of the Construction Process
Clean Water Act Section 404 permits (placement of fill in wetlands)
- Clean Water Act Section 402(NPDES)permits(discharges into surface waters)
Section 10 Permits (alteration of navigable waters, includes wetlands)
7.9 - Prepare Draft Refined Alternatives & Environmental Overview Chapter
Using the analyses and results of the Alternatives Evaluation and previous tasks in the
Environmental Overview,organize this information into a draft report. This report will present
in both narrative and graphic format the alternatives analyzed, the rationale for selecting
particular options, estimated order of magnitude costs of the alternatives, and the
environmental impacts of the selected alternatives. Twenty copies of the draft report will be
prepared for distribution to the FAA Northwest Mountain Region and Seattle ADO, State of
Idaho DOT, and representatives of the City of McCall.
ELEMENT 8 - AIRPORT PLANS
Using the results of the alternative analysis developed as part of this study and F.A.A. AC
150/5300-13, the current airport layout plan package for McCall Municipal Airport will be

updated to reflect the recommended development alternatives. Development of ultimate
airfield facilities will be based on short, intermediate, and long-range requirements which
incorporate both airside and landside requirements. To provide the base for the development
of the ALP an existing aerial photograph will be used. This photo should be of a scale,
accuracy, and clarity to provide an accurate for developing subsequent ALP set drawings.
Guidelines for updating the ALP as defined by the FAA will be followed.
The existing ALP package will be updated on an Autocad CADD System and a washable
mylar of the ALP set as well as an AutoCad disk copy will be provided to the client. The
ALP set will be transmitted to the FAA with a transmittal letter and a floppy disk (Word,
Wordperfect, or ASCI) discussing type of review, changes to current ALP, proposed ALP,
modifications to standards and rationale for same and aircraft design group for each runway.
A total of 10 draft ALP sets will be prepared for,FAA,IDOT and client review purposes,with
an additional 10 final ALP sets to be prepared upon completion of the review. The Airport
Layout Plan set will include the following sheets:
• Title Sheet
• Airport Layout Plan
• Terminal Area Plan
• Runway Approach Sheets
• F.A.R. Part 77 Surfaces
• On-Airport & Off Airport Land Use Plan

Task 8.1 - Title Sheet
A title sheet will be updated, and information concerning the airport including AIP Project
Number, client name .and location maps will be included on this sheet.
Task 8.2 - Airport Layout Plan
The airport layout plan will be updated to reflect the recommended development of future
needs as identified in this study. Information on this portion of the ALP set will include, but
not be limited to, the physical layout of the airport and of the physical facilities developed
thereon. Also to be incorporated on the ALP sheet will be the building and facilities data,
runway protection zones, taxiway systems, NAVAID critical areas, building elevations,

topography, roads and parking areas, wind rose/wind coverage, and the airport boundary.
Deviations to FAA standards will be identified and delineated in a table, along with either the
wavier allowing a modification, or the proposed method of addressing the deviation.
Task 8.3 - Terminal Area Plan
A terminal area plan for McCall Municipal Airport will be updated to reflect existing and
recommended development as identified in this study. The terminal concept will focus on
flexibility for future expansion. The plan will include recommendations for access, parking,
buildings, hangars, FBOs, entrance roads, as well as necessary security access to the airfield.
The Terminal Area Plan will also present graphically any recommendations relating to the
development of a local airport terminal structure and its associated ramp and support facilities.
Task 8.4 - Runway Approach Plans
Approach drawings will be drawn using up to date aerial photography or contour line
drawings,depending on the extent of aerial coverage available. The location of objects in plan
and profile exceeding FAR part 77 surfaces will be identified for both the existing and ultimate
condition. Plan views will be superimposed on aerial photos or a detailed line drawing. Data
required for these drawings will be obtained from Obstruction Charts, previous analyses and
field verified to determine obstructions to the Part 77 criteria.
Obstructions will be listed numerically in an obstruction table for each approach with data
describing the obstruction type, top elevation, allowable elevation, amount of penetration, and
proposed dispositions. Elevations of roads, topography, power poles, trees, buildings, etc., in
the approaches will also be shown. The Part 77 surfaces for the existing, future and ultimate
condition at McCall Municipal Airport will be shown.
Task 8.5 - FAR Part 77 Surfaces
The FAR Part 77 surfaces associated with the ultimate airport configuration and approaches
will be generated and superimposed on USGS quadrangle maps. This sheet will depict objects
which violate FAR Part 77 surfaces that have not been identified on the ALP or approach
sheets. The top elevation of each obstruction will be identified on the sheet as will the
disposition of the obstruction. The dimensions of the approach surfaces and transitional
surfaces will be charted.

Task 8.7 - On-Airport & Off Airport Land Use Plan
A land use plan for the area within the boundaries of the airport will be updated, based on the
identified overall development concepts. Included in the drawing will be aeronautical uses,
agricultural uses, and industrial/commercial development area. A depiction of current land
i
uses in the airport environs will be developed. Standard classifications of land use (i.e.,
residential, commercial, industrial) in addition to the identification of major noise sensitive
institutional land uses will be undertaken. The land use information will be depicted
graphically over a street layout of the airport environs showing the airport, major geographical

features such as rivers lakes and rail lines.
Based on information contained in the draft Comprehensive Plan available from the local
planner, a depiction of the future land use pattern in the airport environs will be generated.
This data will be presented on the same base map series used for the current land use and will

An airport property map will be updated to reflect parcels acquired either through fee simple
purchase or easements purchased by the airport with both federal funds as well as with local
sources of funding. In addition, the property map will also identify any additional property
required to meet the demands identified in this master plan.
Task 8.9 - Prepare Airport Plans Chapter Working Paper
"# Using the results of preceding tasks, prepare a draft report presenting in both narrative and
graphic format the future Airport Layout Plan for McCall Municipal Airport. In addition,
reduced plans from the ALP package will be printed and included in the draft working paper.
The drawings will form the basis of a chapter which will describe, in narrative form, the
proposed development actions. In addition, a narrative description of Modifications to FAA
Standards will be prepared. This description is part of the Master Plan Report that describes
modifications to a FAA Standard or recommendations contained in AC/150-5300-13. The
areas of key interest are Airport Hazards, Runway Protection Zone (RPZ), Runway Safety
Area (RSA), Building Restriction Line (BRL), Object Free Area (OFA), Obstacle Free Zone
(OFZ), Runway OFZ, Taxiway Safety Area (TSA), Taxiway Object Free Area (TOFA), and
the controlled activity area.

ELEMENT 9 - FINANCIAL PLAN
Task 9.1 - Refine Airport Development Schedule
Based upon the previous evaluations and technical meetings, refine the airport development
schedule to reflect airport development goals, economic feasibility and operational
requirements of the recommended airport plan. The development schedule will be prepared
for the long-term based on facilities needed at each planning activity level and for the short-
; term for inclusion in the capital improvement program.
The development schedule will include development of new facilities, land acquisition,
pavement evaluations and rehabilitation,utility system evaluation and improvement,fuel farms,
and major equipment replacement.
Task 9.2 - Refine Airport Development Cost Estimates
Based upon the previous evaluations and technical meetings, refine the g airport development
cost estimates to reflect the revised requirements and schedule of development associated with
j the recommended airport concepts.

Task 9.3 - Prepare Financial Plan
Prepare a recommended airport financial plan which includes estimates of the amount of funds
available from federal and state grant-in-aid programs to determine the net amount of capital
funds required by the City to accomplish each proposed stage of improvement for the Airport.

Review alternative financing strategies that may be available for implementing the proposed
development program. Review the sources of airport funds,including the USFS through-the-
fence agreement, as to their financial implications, their use to finance proposed airport
development projects and airport operations and maintenance needs. Estimate the magnitude
3 and timing of any bond issues that may be required to cover the cost of airport improvements.
Task 9.4 - Prepare Draft Financial Chapter Working Paper
The draft working paper (chapter) will present the results of the preceding analyses outlining
the overall airport capital improvement program by individual year for the first five years, and
then consolidated projects for the five to ten year period and the ten to twenty year horizon.

These projects will be prioritized by their importance, as identified in the master plan and
through the refinement process, and the anticipated sources of funding for the elements of the
"fr selected airport master plan concept will be identified. This will include the identification of
local, state, and federal funds as well as potential sources of private investment for airport
improvements. General estimates of equipment costs and O & M costs associated with the
airport will be factored into the Financial Program. The draft working paper (chapter) will
present information in both narrative and graphic format as deemed necessary to present the
findings.
ELEMENT 10 - FINAL DOCUMENTATIOWCOORDINATION MEETINGS

Task 10.1 - Prepare Technical Report
Review comments received during the study process and incorporate them,as appropriate,into
a Technical Report on the McCall Municipal Airport Master Plan. The Technical Report will

highlight the corrections and improvements made to the draft working papers. Ten draft final
Master Plan Reports will be prepared for, FAA, IDT and client review. Upon completion of
this review,thirty-five bound Final Technical Reports of the McCall Municipal Airport Master

Task 10.2 - Prepare Executive Summary
Prepare narrative and supporting graphics for an executive summary brochure of the study.
The publication will consist of a tri-fold pocket size brochure summarizing recommendations
of the study and will include information on recommended development and its effectiveness
in meeting community aviation needs. The summary brochure will be designed for widespread
distribution to the general public. Five hundred copies of the Executive Summary for the
McCall Municipal Airport Master Plan will be prepared.
Task 10.4 - Airport Committee Meetings
Prepare graphic displays and pertinent handout material necessary to describe the evaluations
and findings of interim submittals of the Master Plan Study. Meet with the Airport Committee
to review materials prepared in the working papers, as well as to establish revisions.

Task 10.5 - Public Meetings
The interim submittals under the Master Plan Study will be presented to the general public in
public meetings. The meetings will be held following the Airport Committee meetings (either
the same day, or following day). Advertising for the meetings, to be done by the City, will
be accomplished using press releases and direct mailings to interested public groups in the
McCall area that may have interest in the Master Plan Study. One public meeting will be held
r in conjunction with a regular City Planning Commission meeting, while the final public
meeting will be conducted in conjunction with a briefing of the City Commission at one of
their regular meetings. Three such meeting plus one to be conducted in conjunction with the
Inventory process have been budgeted over the course of the study.

SUMMARY OF EXPENSES
for
McCALL MUNICIPAL AIRPORT
MASTER PLAN STUDY
The following presents the projected manhour costs and estimated labor manhours and
associated costs for the development of the Master Plan for McCall Municipal Airport.
It should be noted that the effort has been scaled back below that originally anticipated
necessary to complete the 'On-Airport' Master Plan study in order to meet the level of
funding that the FAA made available for the work effort. The current level of funding is
approximately 20 percent below the amount that we believe is needed to properly plan
for the future aviation needs of the McCall area. This fact is supported by the results of
the independent estimate which resulted in an estimated cost of approximately
r $101,600.00 for the completion of the current proposed scope of work. It should also be
noted that the proposed scope of work and associated costs do not include any
manhours or fee for the identification or evaluation of alternative airport sites, since
these were specifically excluded by the FAA from this project.
Total estimated manhours and their associated costs are provided on the attached
3 spreadsheet pages and have been broken down by both element and individual subtasks
with each element. The total estimated cost for labor on the project are placed at
$79,395.00. In addition to the estimated labor costs, the following listing provides the
anticipated expenses to be incurred on the project.
