Mr. Barron described the proposal and exp lained that a special exception perm it is requ ired because the proposed reta il building Is more than 100,000 square feet. He stated that the original preliminary subdivision plat for Stoneridge Village Phase 2 was approved by the Commiss ion in 2008. Mr. Barron explained that the purpose of the revised preliminary plat is to ch ange t he alignment of Stoneridge Parkway and Hard Rock Drive to accommodate the development plan. He stated that the final plat proposes a one lot subdivision for the location of the Sam 's Club. Mr. Barron explained that the required findings for the special except ion permit under the review criteria appear to be met. 1 Excerpt of Un -Approved Minutes September 12, 2013 Page2 Mr. Paul Samson , Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding this request. He distributed the following visuals: (1) development plan for Stoneridge Village , Section Three; and (2) layout depicting the loc ation of the proposed Sam's Club. Mr. Samson explained that Stoneridge Village, Section Three will allow for the construction of a proposed Sam's Club on a one (1) lot subdivision and rlght·Of·way . He stated that the proposed Sam's Club will be located west of Menard 's and south of Dick's Sporting Goods. Mr. Samson explained that Hard Rock Drive will be extended to the west and Stoneridge Parkway will be extended to the south to eventually connect with West Edgewood Drive. He stated that a double lane roundabout will be constructed at the Intersection of Stoneridge Parkway and Hard Rock Drive. Mr. Samson explained that a traffic study was completed as a part of the development process. He stated that sidewalks will be constructed on both sides of Hard Rock Drive and Stoneridge Parkway. He stated that parking will be prohibited on both sides of Hard Rock Drive and Stoneridge Pa rkway. Mr. Samson explained that all stormwater will be directed to an existing stormwater detention basin located at the intersection of Stad ium Boulevard and Hard Rock Drive. Mr. Rick Rohlfing , BFA, Inc., 103 Elm Street, Wash ington, MO spoke regard ing this request and explained that in addition to the Sam's Club store a gas station on the northwest portion of the site is proposed as a part of this development. He stated that a sidewalk is proposed along the frontage of the building and will be colored and sco red to distinguish it from the roadways. Mr. Rohlfing explained that a sidewalk is also proposed to extend from the front of the store to Hard Rock Drive to the south and Stoneridge Parkway to the east. He stated that a bus stop is planned a long Stoneridge Parkway. Mr. Rohlfing explained that the landscaping and bufferyards meet code requ irements. He stated that the landscaping trees required on the eastern property line will be relocated to more visible areas on the site. Mr. Rohlfing explained that there will be 216 trees on the site . He stated that the parking lot shad ing coverage is approximately 27 percent which exceeds the requirement of 25 percent. Mr. Rohlfing explained that 549 parking spaces are proposed which Is the same amount of parking spaces required by Sam's Club throughout the United States. He stated that as part of the community space requ i rement for a special exception permit park benches will be located along the western side of the building and along an internal sidewalk and planters will be located along the western side of the building. Mr. Rohlfing explained that a typ ical new store should provide 150 to 175 full -time and part-time positions. Mr. Robert Klemple , SGA Design Group , 105 NW 200 Street, Suite 307 , Bentonville, AR spoke regard ing this request and explained that one challenge was to adhere to the requ irements of a special exception permit since the proposed building exceeded the 100,000 square foot requ irement. He stated that the proposed store will be compatible w ith the color palette and factade of surrounding businesses. Mr. Klemp le explained that the proposed Sam's Club store w ill consist of a general merchandise area , pharmacy, vision center, tire and rotation area. He stated that the monument signs will be located at the Stoneridge Parkway entrance and the Hard Rock Drive entrance. Mr. Klemple explained that two monument signs are planned on the property. He stated that signage on the existing Stoneridge Village commercial development signs on Missouri Boulevard and Stadium Boulevard are planned as well. Mr. Heath Clarkston , Home Builders Association , 101 E. High Street spoke in support of th is project. Mr. Clarkston stated that this is a great project for the community. No one spoke in opposition and no correspondence was received . Mr. Barron gave the Planning Division staff reports. Mr. Wade gave the Engineering Division staff reports . Mr. Vaughan commented that Mr. Rohlfing mentioned that that the proposed development did not meet the parking requirements . Mr. Barron explained that the number of parking spaces that they are providing technically does not meet the code requirements. He stated that Mr. Rohlfing has provided an explanation of why the number of spaces is adequate . Mr. Barron suggested including a statement perta ining to the number of parking spaces in the motion fo r the Special Exception Permit. Mr. Samson concurred with staff comments and recommendations. Application filed by Land Development Company, property owner, for a Revised Preliminary Plat for Stoneridge Village Subdivision (Phase 2) and a Final Subdivision Plat of 19.28 acres consisting of 1 lot. The property is zoned C-2 General Commercial and is located on the east side of the future extension of Stoneridge Parkway 1,5 00 feet south of Missouri Boulevard. The property is described as patt of the Northeast Quarter of the Southeast Quarter of Section 10 and part of the N01thwest Quarter of the Southwest Quarter of Section 11, Township 44 No11h, Range 12 West, Jefferson City, Missouri (Central Missouri Professional Services, Consultant). Description ofProposal The Stoneridge Village Subdivision is a large commerciaVretail subdivision that is being developed in several phas es , with each phase represented by a Preliminary Plat. Phase 1 of the development consists of lots 1-5 and includes Kohls, Petsmart, and Dicks Sporting Goods. Phase 2 of the development consists of lots 6-12 and includes Menards and the future Sam's Club. The Phase 1 Preliminary Plat was approved in 2006. The Phase 2 Preliminary Plat was originally approved in 2008, and about half of Phase 2 was platted at that time. The developer is now proposing to final plat the next lot in Phase 2 in order to develop the property with a Sam's Club, and is proposing minor modifications to the Preliminary Plat to accommodate the cunent development plan for the property. The primary purpose of the revised preliminary plat is to change the alignment of Stoneridge Parkway and Hard Rock Drive. The Final Plat of this one lot subdivision is Stoneridge Village Section 3, which the developer is proposing for approval concurrently with the Revised Preliminary Plat. The remainder of Phase 2 of the development (represented by lots 11 and 12 on the Revised Preliminary Plat) would be platted with future sections. Preliminary Plat: Number· of Lots: 7 lots of varying sizes and 1 reserve tract are shown on the preliminary plat. Four of these lots and the re serve tract have already been final platted. The proposed revisions are limited to the three remaining lots. Jefferson City Planning & Zoning Commission Meeting Engineering Division Staff Report Thursday, September 12, 2013, 5:15pm Item 7. -New Business Case No. Pl3014 -Revised Preliminary Plat, Stoneridge Village-Phase Two, and Final Subdivision Plat, Stoneridge Village Section Three (3), Stoneridge Parkway and Hard Rock Drive (Zoned C-2 and RS-2) ENGlNEERlNG STAFF RECOMMENDATION- Support approval both the revised preliminary plat and the final plat subject to any review comments and technical corrections being addressed on revised versions of the plats and improvement plans . Existing Infrastructure • Infrastructure needed to serve this section exists next to and is adjacent to this proposed area of the subdivision. -Stoneridge Parkway and Hard Rock Drive are constructed adjacent and next to this proposed section of the subdivision. -An existing detention area has been previously constructed for Section Two which also considered the development area for this phase of the subdivision. -The existing stotm water drainage system constructed with Section Two will convey stonn water drainage to the detention basin for this proposed phase. -Sanitary sewer exists adjacent to Hard Rock Drive to serve tlus proposed section . -Other utilities that will be needed to serve this phase of the development will be extended from Hard Rock Drive and from Stoneridge Parkway. -Sidewalk and a greenway trail exist adjacent to the proposed phase. -Extensions of streets wiJl be necessary from adjacent property. Adjacent developed property is already served by existing roadways. lmpt·ovements Roadway, Stoa·m Water I Et·osion and Sediment Control * Roadways within the subdivision are being proposed as curb/guttered roadways. -As indicated by the updated Traffic Impact Study, a future double lane roundabout is being proposed for the intersection of Hard Rock Drive with Stoneridge Parkway. We will have technical comments regarding the splitter island design for the approach legs ofthe double through lanes north and southbound on Stoneridge Parkwqy. The deflection o(the splitter islands into the roundabout need to better align the vehicles to the interior circle tangent (see the attached schematic for a visual representation). -Storm water detention is required for the subdivision, and has been previously provided. Extension of the enclosed storm water drainage system is being proposed with Section Three. -Erosion and sediment control plans have been submitted along with improvement plans, and are currently under review. Technical comments will fOllow shortly with the completed improvements review. • Sanitary Sewer All lots are to be served by sanitary sewer. New main extensions through the subdiv ision are being proposed. -Improvement plans are currently being reviewed and seem to be in substantial confOrmance with City Standards. Greenway Trail Connection I Sidewalk Sidewalk has been proposed in accordance with City Standards along all streets within the subdivision. -A ten (1 0) ft. greenway is being extended down the west side of Stoneridge Parkway, to continue to the south in the future . -A five (5) ft . wide sidewalk is proposed along the east side of Stoneridge Parkway and along both sides of Hard Rock Drive. Street Access I Traffic Impact Access to the development will be from Stoneridge Parkway and Hard Rock Drive. -An updated traffic impact study was submitted for the subdivision proposing a future double lane roWldabout for the intersection of Stoneridge Parkway with Hard Rock Drive. No parking is to be allowed along Stoneridge Parkway or Hard Rock Drive . Utilities I Fire Hydrants I Street Lights Facilities are being proposed to meet current City Standards and requirements.
