The Special Exception Use Permit application and proposed site plan prepared by BFA Consultants and SGA Design Group, on file as Case No . He stated that the original preliminary subdivision plat for Stoneridge Village Phase 2 was approved by the Commission in 2008 . Mr. Barron explained that the purpose of the revised preliminary plat is to change the a li gnment of Stoneridge Par1<way and Hard Rock Drive to accommodate the development plan. He stated that the final plat proposes a one lot subdivision for the location of the Sam's Club. Mr. Barron explained that the required findings for th e special exception perm it under the review criteria appear to be met. Excerpt of Un-Approved Minutes September 12, 2013 Page2 Mr. Paul Samson, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding this request. He distributed the following visuals: ( 1) development plan for Stoneridge Village, Section Three; and (2) layout depicting the location of the proposed Sam's Club. Mr. Samson explained that Stonerldge Village , Section Three will allow for the construction of a proposed Sam's Club on a one (1) lot subdivision and right-of-way . He stated that the proposed Sam's Club will be located west of Menard's and south of Dick's Sporting Goods. Mr. Samson explained that Hard Rock Drive will be extended to the west and Stonerldge Parkway will be extended to the south to eventually connect with West Edgewood Drive . He stated that a double lane roundabout will be constructed at the intersection of Stoneridge Parkway and Hard Rock Drive. Mr. Samson explained that a traffic study was completed as a part of the development process. He stated that sidewalks will be constructed on both sides of Hard Rock Drive and Stoneridge Parkway . He stated that parking will be prohibited on both sides of Hard Rock Drive and Stoneridge Parkway . Mr. Samson explained that all stormwater will be directed to an existing stormwater detention basin located at the intersection of Stadium Boulevard and Hard Rock Drive . Mr. Rick Rohlfing, BFA. Inc., 103 Elm Street. Washington, MO spoke regarding this request and explained that in addition to the Sam 's Club store a gas station on the northwest portion of the site is proposed as a part of this development. He stated that a sidewalk Is proposed along the frontage of the building and will be colored and scored to distinguish it from the roadways. Mr. Roh lfing explained that a sidewalk is also proposed to extend from the front of the store to Hard Rock Drive to the south and Stoneri dge Parkway to the east. He stated that a bus stop Is planned along Stoneridge Parkway . Mr. Rohlfing explahied that the landscaping and bufferyards meet code requirements. He stated that the landscaping trees required on the eastern property line will be relocated to more visible areas on the site . Mr. Rohlfing explained that there will be 216 trees on the site . He stated that the parking lot shading coverage is approximately 27 percent which exceeds the requirement of 25 percent. Mr. Rohlfing explained that 549 parking spaces are proposed which is the same amount of parking spaces required by Sam's Club throughout the United States. He stated that as part of the community space requirement for a special exception permit park benches will be located along the western side of the building and along an internal sidewalk and planters wlll be located along the western side of the building . Mr. Rohlfing explained that a typical new store should provide 150 to 175 full-time and part-time positions. Mr. Robert Klemple, SGA Design Group , 105 NW 2'ld Street, Suite 307, Bentonville, AR spoke regarding this request and explained that one challenge was to adhere to the requirements of a special exception permit since the proposed building exceeded the 100,000 square foot requirement. He stated that the proposed store will be compatible with the color palette and fa~ade of surround ing businesses. Mr. Klemple explained that the proposed Sam's Club store will consist of a general merchandise area, pharmacy, vision center, tire and rotation area . He stated that the monument signs will b!3 located at the Stoneridge Parkway entrance and the Hard Rock Drive entrance. Mr. Klemple explained that two monument signs are planned on the property. He stated that signage on the existing Stoneridge Village commercial development signs on Missouri Boulevard and Stadium Boulevard are planned as well . Mr. Heath Clarkston, Home Builders Association, 101 E. High Street spoke in support of this project. Mr. Clarkston stated that this is a great project for the community. No one spoke in opposition and no correspondence was received . Mr. Barron gave the Planning Division staff reports. Mr. Wade gave the Engineering Division staff reports . Mr. Vaughan commented that Mr. Rohlfing mentioned that that the proposed development did not meet the parking requirements . Mr. Barron explained that the number of parking spaces that they are providing technically does not meet the code requirements . He stated that Mr. Rohlfing has provided an explanation of why the number of spaces is adequate . Mr. Barron suggested including a statement pertaining to the number of parking spaces in the motion for the Special Exception Permit . Mr. Samson concurred with staff comments and recommendations. Nature ofRegue.~t A Special Exception Usc Permit is requested by SRm 's Club to construct a Superstore/Dig Oox retail development which exceeds 100,000 sf of gross floor area . Big Box retail developments must obtain a Special Exception U.se Permit and meet certain design standards . The proposed building contains 136,454 sf of floor area and a separate gasoline station . Location and Access The su~ject site is located 1,500 feet south of Missouri Boulevard on the east side of the future extension of Stoneridge Parkway. Stoneridge Parkway is planned to be extended to the south and Hard Ro ck Drive is planned to be extended to the west (from the Menards s ite) in conjunction with the platting of the Stoneridge Village Section 3 subdivision and construction of the Sam's Club stor". Analysis Section 35-41 B.23 of the zoning code establishes design standards for Superstore/Big Box Retail Developments. The site plan and accompanying drawings have been reviewed for compliance with these standards with the following findings : I . Community Snaces -Major new big box developments must be linked with the con1munity and contltin at least two design fcatul'cs or amenltfe.~t. In this case, two features are proposed: a. Planters along the western side of the building. h. Aenches along the western side of the building and along an internal sidewalk . 2 . Setbacks -The building fa~ade must set back nt least 35 feet from all property lines. The building exceeds the 35 foot setback requirement on all property lines. 3. Londsnping-The landscaping requirements for the site are as follows : a. A Type A landscaping buffer must be provided along all abutting roadways and ll Tytle B landscaping buffe1· must be pa·ovided olong all other external property lines. The applicant has submitted a landscaping plan that shows a Type A buffcryard on the wcstem and southem property lines (adjacent to the two new streets) and a Type A bufferyard along the eastern and northern property lines . The applicant ha s relocated the landscaping trees that aae required on the eastern property line behind the building to mo1·e visible areas of the site. b. At least 25% of the paved area of the paa·king lot must be shaded. The parking lot landscap ing shown on the site plan would result in a parking lot shading coverage of approximately 27%. c. All landscaped areas shall be a minimum of 10 feet in width, 150 square feet, and protected by raised curbs. Tne site phm shows that the landscaped areas will meet this requirement. d . Parldng lots gr·enter thnn 150 spaces shall be separated by landsc~tped strips. The site plan shows that the pnrking lot will be divided into four sections by landscaped strips. e. A minimum ot' three species of trees shall be utilized in the landscaping t)IRn. The landscaping plan indicates a total of21 different species of trees. Pedestrian Circulation -Compliance with the Pedestrian access and safety requirements for Dig Dox/Superstore developments is as follows: a . A 5 foot sidewalk is planned to be constructed along both sides of Hard Rock Drive and along the eastern side of Stoneridge Parkway . A 1 0 wide greenway sidewalk is planned for the westem side of Stoneridge Parkway. b. A sidewalk is shown extending from the front of the store to Hard Rock Drive to the south and Stoneridgc Parkway to the west. c. Entrywan -Design standards call for multiple entran~s tu reduce the walking distance from parking areas and to enhance convenience to individual departments within a large store . The store is designed with the entrance on the corner, which allows for greater access from the parking lots . A minimum of three design features are required for entryways. E.ntryway canopies, a corniced parapet, and stone/brickwork will be utilized to add character to the entryway. 8. Pal'king -549 parking spaces are provided to se1ve the building. 9. Sienage -The proposed signagc plan consists of two monument signs, 135 sf each, with one located at the Stoneridge Parkway entrance to the site and one located at the Hard Rock Drive entrance to the site. A 100 sf building mounted sign would be located above the entrance and three 64 sf building mounted signs would be located on the cast, west, and south sides of the building. Ancilla1y sign age of I 02 sf is also proposed for a total of 394 sf of building mounted signagc. Signage on the existing Stoneridge Village Commercial Development signs on Missouri Ooulevard and Stadium Drive is also planned. The Stoneridgc Vill age Development is intended fo r large scale retail operations and the develorment plan will not overburden municipal services. A traffic study has been s ubmitted in conjuncti on with the Subdivision Plat for Stoneridge Village and the stret:t and traffic circulation system has been designed to meet tho traffic demands for the site.
