AN ORDINANCE OF THE CITY OF TEMPLE CITY
AMENDING THE TEMPLE CITY MUNICIPAL CODE
BY RESCINDING SECTION 3203 OF THE LOS
ANGELES COUNTY TRAFFIC ORDINANCE NO. 6544
ADOPTED AS THE TRAFFIC CODE OF THE CITY OF
TEMPLE CITY AND ADDING SECTIONS 3324 THROUGH
3330 TO THE MUNICIPAL CODE OF THE CITY OF
TEMPLE CITY PROHIBITING ALL -NIGHT PARKING
BETWEEN THE HOURS OF 3 :00 A. M. AND 5 :00
A. M. EXCEPT BY PERMIT FROM THE CITY OF
TEMPLE CITY
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES ORDAIN AS
FOLLOWS:
SECTION 1. Section 3203 of the Los Angeles County Traffic
Ordinance No, 6544 adopted as the Traffic Code of the City of Temple
City, is hereby repealed and rescinded.
SECTION 2. Sections 3324 through 3332 are hereby added to
the Temple City Municipal Code to read as follows:
3324. PROHIBITED PARKING PERIOD. No person shall stop,
stand or park a vehicle on any street between the hours of 3:00 A. M.
and 5 :00 A. M. of any day, except emergency vehicles; except that ve-
hicles with an all -night parking permit issued and attached in compli-
ance with Sections 3325 through 3332 of this Article may be permitted
to park between the hours of 3 :00 A. M. and 5:00 A. M. on any street
other than those streets or portion thereof upon which parking between
the hours of 3:00 A. M. and 5 :00 A. M. is prohibited by the City of
Temple City.
3325. APPLICATION: Each application for an all -night park-
ing permit shall be filed in writing with the Traffic Commission of the
City of Temple City upon a form to be furnished by such Commission and
shall contain such information as is requested by the Traffic Commis-
sion and shall be accompanied by a receipt of an investigation and
permit fee paid to the City of Temple City, Each such application shal
set forth the name and address of the applicant; the location of the
place of residence of the applicant; the license number and motor ve-
hicle number of the vehicle; the make, model and type of vehicle; the
necessity for the permit requested; and such other information as the
Traffic Commission may require.
3326. APPLICATION AND RENEWAL FEES. The investigation and
permit fee required by Section 3325 shall be as follows: Twelve dollars
for the investigation and for a permit permitting parking for any cal-
endar year or portion thereof. The renewal fee shall be twelve dollars
for each additional calendar year or portion thereof. All applications
for renewal of an all -night parking permit for a second or subsequent
calendar year shall he reinvestigated prior to issuance of the permit
and a renewal permit shall be issued only if it is established that
adequate off - street parking is, still unobtainable and that the applio
cant has made reasonable efforts to obtain off - street parking during
the calendar year immediately prior to that in which the application
for renewal of the all -night parking permit is made.
3327, TRAFFIC COMMISSION DETERMINATION AND APPEAL THEREFROM.
Upon the filing of each application provided for by the preceding sec-
tion, the Traffic Commission shall cause to be made such investigation
as it may deem proper to ascertain whether such a permit should be
granted. If, after the investigation is made, the Traffic Commission -
determines that there is not adequate off- street parking space reason-
ably attainable by the applicant at the place of his residence, or
within four hundred feet thereof, for the parking of his vehicle des*
cribed in the application in order to comply with this Article, an
all - night parking permit shall be granted by the Traffic Commission
for alt -night parking in such area on the public streets as the Traffic

Commission shall designate, otherwise it shall be denied; notice of
denial shall be mailed to applicant by the City of Temple City and the
applicant may, within ten days of receipt of such notice, File a
written appeal from the denial decision of the Traffic Commission with
the City Council.
3328. CHANGE OF ADDRESS. If the permittee shall change his
address, he shall pay an additional seven dollars reinvestigation fee
for the investigation of the new location to continue in effect the
remaining portion of his existing permit at the new location.
3329. REFUNDS. There shall be a-refund of five dollars to
each applicant whose application for an all -night parking permit is
denied by the Traffic Commission and by the City Council, if said appli-
cant should appeal the denial of the Traffic Commission to the City
Council and the City Council should deny. applicant's appeal. Said re-
fund shall be payable eleven days following the receipt by applicant
of notice of denial from the Traffic Commission or ten days following
the denial by the City Council, if there he an appeal.
3330. PERMITS ISSUED SUBJECT TO REVOCATION. All parking
permits issued pursuant to sections 3324 through 3325 hereof shall be-
subject to revocation by the Traffic Commission upon the Traffic Comp
mission determining that there has been a sufficient change of circum-
stances which no longer require the continuance of the permit previous-
ly issued. Any revocation shall be made pursuant to investigation as
provided for in section 3327 and the holder of any permit shall have
the right to appeal any decision of revocation to the City Council in
like menner as provided immediately above in section 3327. A rebate
of one -half of the permit fee paid shall be made forthwith upon any
revocation becoming final.
All permits shall expire on December thirty -first of each
year.
3331. PLACEMENT OF PERMIT IN VEHICLE. The parking permit
shall be visably placed within the first six inches of the left rear
bumper, and the permit shall not be effective unless so placed. A
permit to park overnight by the provisions of the foregoing sections
of this Article does not authorize parking that is otherwise prohibited
by state law or other provisions of the Temple City Traffic Code.
S339-, TEMPORARY PERMITS. The City Manager is authorized to issue
temporary permits For a period of not to exceed ten days upon his sound
discretion as to the reasonable necessity therefor.

City at a regular meeting thereof held on the 13th day of May , 1963,
by the following roll call vote:
