GOVERNOR'S COUNCIL ON ALCOHOLISM AND DRUG ABUSE
FORM 1B — DMHAS YOUTH LEADERSHIP GRANT
WHEREAS, the Governor's Council on Alcoholism and Drug Abuse (GCADA) established the
Municipal Alliances for the Prevention of Alcoholism and Drug Abuse in 1989 to educate and
engage residents, local government and law enforcement officials, schools, nonprofit
organizations, the faith community, parents, youth and other allies in efforts to prevent
alcoholism and drug abuse in communities throughout New Jersey. In coordination with
GCADA, the New Jersey Department of Human Services/Division on Mental Health and
Addiction Services (DMHAS) has awarded a Youth Leadership Grant to the GCADA Municipal
WHEREAS, The Boroueh Council of the Boroueh of Carteret County of Middlesex State of
New Jersey recognizes that the abuse of alcohol and drugs is a serious problem in our society
amongst persons of all ages; and therefore has an established Municipal Alliance Committee; and,
CAS, the Borough Council further recognizes that it is incumbent upon not only public
but upon the entire community to take action to prevent such abuses in our community;
WHEREAS, the Borough Council has applied for DMHAS Youth Leadership funding through
the Governor's Council on Alcoholism and Drug Abuse through the County of Middlesex;
NOW, THEREFORE, BE IT RESOLVED by the Borough of Carteret, County of Municipal,
State of New Jersey hereby recognizes the following:
1. The Boroueh Council does hereby authorize submission of an application for
DMIIAS Grant funding for the Carteret Municipal Alliance for Grant Perm Two:
9/t/23 — 9/30/25 in the amount of.
DMHAS Grant Funding $5000.00
2. The Borough Council acknowledges the terms and conditions for administering the
Municipal Alliance grant, including the administrative compliance and audit
requirements.

The FY2024 Municipal Alliance DEDR Award for Carteret is $11,083, which includes the base award of $7,540 and supplemental award of
$3,543. All funding is based on a statewide formula, monitoring results, contract compliance, program requirement compliance and overall
availability of funds. Carteret is required to provide a 25% Cash Match ($2,770.75) and 75% In Kind Match ($8,312,25) DEDR Funds are to be
utilized to provide substance abuse prevention and education programs to the community as outlined in the grant planlapplication. Funding
for this year will begin on July 1, 2023 and end on June 30, 2024.
In addition, the Carteret DMHAS Youth Leadership Municipal Alliance Grant Award for Grant Term Two is $5,000, DMHAS funds, based on
a statewide formula, are to be utilized to provide programs and interventions that are listed on the listed focuses in the grant application.
There is no match requirement with the DMHAS grant. DMHAS Grant Term Two will begin September 1, 2023 and end on September 30,
2025.
Municipalities are required to provide two separate resolutions to submit the applications, two separate resolutions to accept the funds and
fully execute two separate contracts. Further details and guidance will be provided at the Technical Assistance Session.
Future funding will be based on funds expended, monitoring results, contract compliance, program requirement compliance and overall availability of
funds.
In order to be fully compliant with both the contracts, the Carteret Municipal Alliance must adhere to all requirements as outlined in contract language,
GCADA Municipal Alliance Program Guidelines, and Middlesex County Municipal Alliance Program Requirements.
