SUMMARY STATEMENT:
The Parks Maintenance department has been operating out of the Annex building on a temporary basis for many years as the building has been identified as the future site for a Library
Expansion by past Councils and in the Civic Campus Master Plan. Voters in May 2020 were asked to approve the relocation of the Parks Maintenance facility as part of the Library Expansion
bond measure. The measure did not pass. At the October 30 joint meeting with the Library Board of Trustees, Council reaffirmed the Annex building site for the Library Expansion and
directed staff to evaluate options to finance a move of the Parks Maintenance Department out of the Annex building independent of a future Library Expansion bond measure. The presentation
will consist of:
Overview of proposed Parks Facility at Central Idaho Museum site (Kurt Wolf, Park & Rec Director)
Overview of external financing options (Christian Anderson, Zions Bank)
Overview of internal financing options (Linda Stokes, Treasurer and Anette Spickard, City Manager)
Find attached the Library Board of Trustee’s Memo, Relocation Designs, and Project Estimate.
RECOMMENDED ACTION:
Provide direction to staff on preferred financing option. Staff will return to Council at a future meeting with action items to implement the chosen option.
