SUMMARY STATEMENT:
The Parks department’s 2013 Bobcat Toolcat 5600 was taken in for repairs to fix a cracked manifold following last winter’s snow removal season. When the cab of the machine was removed
to repair the damage, the assessment showed there were broken cab mounts, engine mounts, a cracked turbo, and a bent boom on the front of the machine. It has been determined most of
the damages were due to a possible collision that most likely occurred during snow plowing operations. ICRMP approved the insurance claim and considered the damaged equipment totaled
at a value of $28,955.
The Bobcat Toolcat is unique to Bobcat Equipment and no other manufacturer produces anything comparable. The Toolcat 5600 was purchased in 2013 and over the years has acquired numerous
implements and replacement parts specific to this equipment. It is considered an essential operational piece of equipment used within the department year-round. Given the history and
success with this equipment and the only availability being with the Bobcat company, staff is requesting that the Sole Source Procurement process be used to enter into a lease package
on a new Bobcat 5600 Toolcat through the Bobcat regional distributor, High Desert Doosan Bobcat / Barry Equipment & Rental in Nampa, Idaho.
Resolution 20-30, Product Quote from Bobcat, and example Municipal Lease Agreement are attached. If approved, staff will advertise the Sole Source selection for two weeks in the Star
News and bring a lease agreement back to Council for approval during the first meeting in January.
RECOMMENDED ACTION:
Adopt Resolution 20-30 for a Bobcat Tool Cat 5600 Utility Vehicle Sole Source Procurement and authorize the Mayor to sign all necessary documents.
