Information Systems Grant Coordinator SUMMARY STATEMENT: In October, 2019, the McCall City Council and Idaho Transportation Department – District 3 authorized the commencement of a corridor study to be completed by Horrocks Engineers to evaluate the current conditions (i.e. transportation infrastructure) of the SH-55 right of way (ROW) through McCall and the Deinhard-Boydstun ROW (between 3rd Street and W. Lake Street). The objective of this study was to identify and quantify the costs for needed improvements for both ROWs to meet both the City and ITDs roadway minimal standards, as well as desired additional multimodal and utility improvements as defined by the McCall Transportation Master Plan for both ROW corridors. Estimating the costs of various improvements is important for both agencies to better understand the opportunities and finances that may be needed to facilitate a future ROW corridor exchange. In concept, this exchange could allow for the City to take over ownership of the SH-55 ROW through the downtown and for ITD-D3 to take over ownership of the Deinhard-Boydstun ROW as defined in the study area. Horrocks and ITD/City staff will present the report findings and offer discussion with both the City Council and representatives of ITD-D3 attending the meeting. Additional discussion will include potential next steps recommended by City and ITD staff. Based on comments and discussion at the work session, both agencies will be requested to issue the report as Final or to revise as requested. RECOMMENDED ACTION: Provide comments to project team on discussion topics and draft Final Report. Pending comments, authorize project team to finalize the Corridor Study Report – SH-55 and Deinhard Ln Exchange for Council adoption at a future meeting. RECORD OF COUNCIL ACTION MEETING DATE ACTION
