ICouncilman Slotin moved that the following resolution be adoptied. Councilman Walsh, seconded and the motion passed. 1 RESOLUTION WHEREAS, Edward A. Dutton was elected Mayor of the Town of Sava- nnah Beach, Tybee Island, Georgia, in an election held on April 3, 1944 for a term of two years. WHEREAS, it is necessary that checks drawn against the several accounts of the Town of Savannah Beach, Tybee Island, Georgia, in the various banks in the City of Savannah, Geagia, for the withdrawal of funds, be signed and /or countersigned by the Mayor and the Treasurer of said Town, and in the absence of the Mayor, then by the Acting Mayor; NOW, THEREFORE, BE IT RESOLVED that the said Edward A. Dutton as Mayor and Henry M. Buckley as Treasurer be.and they are hereby author- ized to sign and /or countersign any checks on any bank in the city of Savannah, Georgia, where funds are now deposited or may hereafter be deposited to the account of the Town of Savannah Beach, Tybee Island,, Georgia, and the several banks are hereby authorized to accept their signatures; BE IT FURTHER RESOLVED that in the absence of the Mayor from his official duties, that Morris Slotin, as Acting Mayor, be authorized to sign and /or countersign checks against the several accounts of said Town in the several banks in the city of Savannah, Georgia There being no furtherr business council adjourn subject to the call of the Mayor Savannah Beach, Tybee Island, Georgia. July 6, 1944 The regular meeting of Council was held today at 5 :00 P. M. &nd was attended by the Mayor, who presided and the following Councilmen :. Councilmen Young, Slotin, "alsh, Lovell e=nd Town Attorney,Alexander and a family of gypseys by the name of Johnson. . Mr. Johnsen petetioned for a refund of a portion of the busin- ess License paid by him to conduct a Fortune Telling business, he contending that since the town had recently passed an ordinance prohibiting trailer to be occupied_ on the Island, that it necess- itated that he and his family having to move away. After some discussion, Council decided that the refund could not be granted. The minutes of the Meeting of June 8 were read and ad.opte.d. 62 The meyor informed Council that a meeting was held last Sat- urday morning with the representative thf the Chicago Pump Company and also with Mr. J. G. Attaway. Some of the matters in connection Stith the Sewerage System were ironed out among other things it was decided that all complaints would be referred to J. G. Attaway Construction Company. They agreed to handle promptly when the complaints are for things they should correct., Joyce Brothers protested Egainst the License charged for 191-4 contending that they do not solicit business on this Island, It was the agreement of Council that is such was the case, they shou- ld not be compelled to pay a License. Mr. L. A. East reported that he had had his plumbing connecteon to his house by a plumbing Contractor and was assessed `5.00 for plumbing inspection fees and that he refused to pay this as it is a duplicated connection, Councilman Young.stated that if no addition- al fixtures were required in the house then they should not have been another plumbing inspection fae, the metter''wa.s referred to Toun Attorney to contact Mr. East. Councilman Slotin moved that the Plumbing Inspector should be instructedcs to this. Mr. Blair stated that practically every fixture in a house has to be reworked, showers usually don't have traps under them and usually every basin or sink is_,not properly vented. Councilman Slotin stated that checks returned by property owners which did not include the Sewerage lax that the Mayor would address letters to these parties. He also stated that a meeting had been hold with Mr. Attaway, Young and himselef, that Mr. Attaway had a- greed to handle any complaints related to the repaving of streets and so forth which are reasonable, he thought Mr. Attaway ' was agree- able to work with and that a meeting had been set for next Wednesday with the Mayor, Mr, Attaway, Young, elsh and himself for 10 :00 A. M. in the Town Hall. • Councilman biotin moved that the bill payable for the month of June for Materials purchased for general government amounting to 11079.60 be paid; that bills for sewefage eccount amounting to 1440.82 be paid; also that bills covering materials purchased for repay a.nd repaving streets amounting to , 6 be paid; endbills for meteria] purchased in connection with t e stu bing amounting to 1333.44 be paid. Council Lovell seconded and the motion passed. The Mayor stated that he wanted to compliment the fre department in answering a cell lest Sunday night, that Chief Kent had the fire Engine on the way to the fire almost instantly after the alarm was given. It turned out that it was a false alarm. Mr. George Jacaba, the peinter,had agreed to paint the rail on the seawall, but it Ws decided that it would be best to wait until the season was over before Hitting this work be done. Councilmen '' lotin informed Council that Mr. Fred Wessels had agreed to put up benches on the Sidewalk in the parking areas. - Mayor Dutton informed Council that the Espy Paving Company had offered 1350.00 for the ldt of 30feet piling located in the City Lots. A committee wasEppttinted consitting of Councilman Young, lotin and Hosti to handle the matter with power to act. Councilmen Young moved that the Fresh Air Home be permitted 63 to connect their plumbing to the Town's Sewerage System without hav- ing to pay any stubbing fees. Councilman Slotin seconded and the motion passed. Mr. Charles Scheupp petetioned that he be refunded part of the stubbing fee of 450.00 paid by him on Lot s half of 35a, Ward 3. Petetion w,=- s refueed. Councilman ''lotin moved that the following Ordinance be adopted Councilman Welsh seconded and the motion r€ssed. AN ORDINANCE AN ORDINANCE TO REQUIRE THE OWNERS OF PROPERTY IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA, TO CONNECT SYSTEM NOT LATER THAN APRIL 30, 1945, AND TO PROVIDE THAT SAID FIXTURES SHALL BE CONNECTED IMMEDIATELY WHEN RROPERTY OWNERS ARE NOTIFIED BY THE PLUMBING INSPECTOR THAT SIAD FIXTURES ARE UNSANITARY, AND TO PRO* VIDE A PENALTY FOR THE FAILURE TO DO SO, AND FOR OTHER PURPOSES. SECTION 1. Be it ordained by the Mayor and Councilmen of the Town of Savannah Beech, Tybee Island, Georgia, in council assem- bled, and it is hereby ordained by authority of the same, that all owners of red property within the limits of said Town shall, on or before the thirtieth (30th) day of April,. connect, or cause to be connected, ell plumbing fixtures located on the real estste owned by him or them with the sanitary sewerage system in said Town; provided that this requirement shall not apply to out- side showers or hydrants on said property. SECTION 2. Re it further ordained by the council aforesaid that in any case where the woner of any real property in said town shall be notified by the plumbing; inspector of said Town, in writ- ing, thet agy of the fixi,ures on said property are in an unsanitary condition.or that the property itself or any part thereof is in an unsanitary condition by reason of the fact that said fixtures are not connected with said sanitary sewerage system, said owner shall there upon, and within thirty (30) days of the receipt of such notice, connect, or cause to be connected, said fixtures with said sanitary sewerage system. SECTION 3. 'ny person or, persons violating the provisions of Sections 1 or 2 of this ordinance, upon the conviction thereof, Incy be finef not r Cne a '. c <.r:: ; 100.00) , or im- prisoned for not exceeding thirty (30) days, or both, and each day's violation shall be deemed a separate offense. SECTION 4. All ordinances and parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Souncilman Walsh moved that the following resolution be passed Mr. Lovell seconded and the motion passed. RESOLUTION WHEREAS, the only means of communication between the Town of Savannah Beach and the City of Savannah is by means of United States Highway No. g0 which extends for a distance of between four end five miles across McQueen's Island, this being a marsh island, across which a causway has been built; 64 AND, WHEREAS, at high tides and especially when there are strong wards the waters of the Savannah River and other nearby water ways are caused to rise and to overflow most of said pert of said high- way across McQueen's Island, sometimes rendering it impassable.to any. traffic; AND, WHEREAS, this highway also provides the only means of com- munication between Ft. Screven on Tybee Island and the Navy Inshore Patrol Base on Cockspur Island with the City of Savannah, both of these places being a part of the coastal defense system of the United States, and at both of which are stationed Military and Naval per- sonnel; AND, WHEREAS, said highway is used extensively to haul military and naval personnel, supplies and equipment as wkll as to convey members of the armed forces of the United States to the Town of Savannah Beach'for recreational purposes, and is also used exten- sively by many persons employed in shipyards and other war indus- tries in and near the City of Savannah, these persons living at Savannah Beach the year around on account of the housing shortage in the City of Savannah; BE IT, THEREFORE, RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, -Tybee Island, Georgia, in council assemb- led that these matters be called to the attention of His Excellency the Governor of Georgia and to the attention of the State Highway Board of Georgia, and that skid Highway Board be urgently-requested to immediately take steps. to raise or repair said highway, espeeia- ily said portion crossing McQueen's Island so that the periodical flooding of said part of said highway and the consequent interrup- tion of traffic may be tnded as promptly as it is possible to do sO. BE IT FURTHER RESOLVED, that copies Of:-this resolution be sent to the Governor of Georgia, the Chairman'of the State Highway Board of Georgia, and to the member of said Board representing the First Congressional District of Georgia, and that they be requested to give their assistance in remedying the conditions described in this t►esolution. Councilman Young Moved that the following Resolution be adopted Council seconded and the motion passed. RESOLUTION WHEREAS under the provisions of Section One (1) of an Act of the Georgia Legislature, approved March 24th, 1944 (Acts of 1941) page 174), the Mayor and Councilmen of the Town of Savannah Beach Tybee Island, Georgia, were authorized to deed, transfer and quitclaim, by resolution, to any property owner who has contributed an aliquot part of the cost of the erection of the sea wall all.of the right, title and interest of the said Municipality in and to that portion of the Strand which remains abutting the property of such property owner eastwardly to within eighteen (1g) feet of said sea wall; AND WHEREAS Mary G. Stovall is the owner of Beach Lot Number' Fifty -four (54), Ward Two (2), in the Town of Savannah Beach, and has contributed an aliquot part of the cost of erection of said sea wall, and has now tendered to the Mayor and Councilmen of the 65 Town of Savannah Beach a deed transferring P nd quitclaiming all of the right, title and intere,=t of the aid Municipality in and to that portion of the Strand abutting said Beach Lot Number Fifty- four (54), Ward Two (2), eastward.ly to a line eighteen (1$) feet west of said sea wail; BE IT THEREFORE FESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia., -in Council assembled, and is herby resolved, that the Mayor of said Town be, and he is here- by, directed to execute said deed to said Mary G. Stovall, and the Clerk of Council be, and he is herby, directed to attest the same surd affix the seal of the Corporation thereto. Councilman Young moved that a quanity of the new plumbing ordin- ances be printed in book form at a cost of not over 1"100.00. Councilman Slotin seconded and the motion passed. There being no further business, Council adjourns subject to the call of the Mayor. Mayor Savannah Peach, Tybee Island, Ga. July 27, 1944 A special meeting of Council 'es held today , July 27, 1944 at 7 :00 P. M. in the Council Room <rnd Was attended by the Mayor, who presided, and. Councilman Walsh, Young, and Host' and "also Mesters T. S. Chu, T. B. McCarroll, J. A. Brown and W. H. Haar. The meeting was called to conduct the following business: 1. Meetingwith representatives of business interests to dis- cuss "off Limits" l�r order prohibiting service men from bathing at Savannah Beach - issued by the several Armin Postea.jacent to the island, and to devise ways and means of meeting the situation. 2. Authorize paying expenses of engineer to come to Savannah Beach and inspect Sewerage system. 3. Authorize construction of additional room at Convict Camp to house white prisoners. 4. Quit claim part of old Central Railroad right of way near Lazaretto Creek to Tybee Reach.c1. Discussion of means was invited as to the "Off Limits Order pro- hibiting service men from bethink in the surf due to Contamination, Hr. Brown stated that every business place had suffered a tremendous loss of business since the order had been issued and something should be done to offset this bad situation. The Mayor informed the group that: representatives of the Georgia. Departmenfof Pub - lic Helath had been taking samplewl water from the surf daily and were sending the samples to tY eeaba Cory to be analyzed, Mr. Brown stated that all had agreed to contribute to a sum for the purpose of advertising the Island and asked the Town make a contribution of 13100.00 to the fund.
