HomeMy Public PortalAbout2014-02-13 HPC Minutes Village of Plainfield Meeting of the Historic Preservation Commission Record of Minutes Date: February 13 , 2014 Location: Village Hall CALL TO ORDER, ROLL CALL , PLEDGE Chairman Bortel called the meeting to order at 7:0 5 p.m. Roll call was taken; Commissioners Kachel, Schmidt , Derrick , Hendricksen, Hagen , and Chairman Bortel were present. Commissioners Olsen, Rapp and Buchannan w ere absent. All in attendance: Michael Garrigan, Village Planner and Merrilee Trotz, Recording Secretary . Chair man Bortel led the pledge to the flag. APPROVAL OF AGENDA Commissioner Schmidt made a motion approving the agenda. Commissioner Olsen seconded the motion. Voice vote . All in favor. 0 opposed. Motion carried APPROVAL OF MINUTES: Commissioner Schmi dt made moti on to approve the minutes from January 9, 2014 as amended . Commissioner Hendricksen seconded the motion. Voice vote - All in favor. 0 opposed . Motion carried. CHAIR’S COMM ENTS: None COMMISSIONERS COMMENTS: None PUBLIC COMMENT: (Ite ms not on the Agenda) No one approached the microphone. STAFF REPORT: Mr. Garrigan indicated there are no n ew demolition applications; the watch list remains the same; and there are no new landmark applications. Randall Lambert is planning to proceed on his house on Lockport Street. Letter of agreement is still needed. OLD BUSINESS Case No . 1640 -122013.HPC/COA Chittenden -Owens -Spangler - Landmark residence – 15326 S . Joliet Road Mr. Garrigan indicated this case was continued from January 9 th in order for the applicant to provide additional information to the Commissioners regarding the number and placement of the columns along with information regarding the rails , balustrades and stairs for the renovations. Historic Preservation Commission Minutes February 13 , 2014 Page 2 of 4 Chairman Bortel swore in Brendan Heffernan , 15218 S James Street, Plainfield. Mr. Heffernan stated his plan is to restore the house as close as possible to the historic picture; stated the columns are tapered of fiberglass construction approximately 9 feet tall and 10 inches wide; presented the Com missioner s with a drawing showing the proposed placement of the columns; indicated the proposed railings will be wooden 2 ” X 2 ” square spindles, the railings will be 2 -1/2 X 2 -1/2 inch with approximately a 3 inch spacing between the deck boards and the bot tom rail ing. Commissioner Hendricksen asked if the columns would have to build up to support the structure or will they have to be cut. Mr. Heffernan indicated he will have to cut approximately 1 inch off of the columns. Commissioner Olsen asked about p lacement of the spindles, lattice, and pillars and if a handrail would be placed on the stairs. Mr. Heffernan stated he would count out the number of spindles in the picture and divide up the space to get it as close as possible to the picture; the lattic e will be built ; the picture does not show a handrail. Mr. Garrigan indicated there are some exemptions from the building code for historic buildings. Commissioner Derrick asked if the applicant proposed to replicate the vertical lattice below the porch; and asked about the curved railings. Mr. Heffernan indicated the railings have already been constructed. Chairman Bortel asked what other work the applicant proposed to add to the house. Mr. Heffernan stated he would like to replace the corbel s and the cresting; indicated this additional work will be determined by the monies spent on the inside. Commissioner Olsen asked if there would be gutters on the house. Mr. Heffernan said there are gutters on the house. Chairman Bortel stated a letter of agreem ent would be needed for this project. Commissioner Derrick asked about the shape of the handrail. Mr. Heffernan indicated the handrail will be flat on the top. Commissioner Hendricksen suggested Mr. Heffernan answer the 10 questions that are found in th e minutes from the previous meeting to add to the letter of agreement. Chairman Bortel asked Mr. Heffernan to quantify the questions, return this to Staff and it will be typed for signatures. This letter of agreement will cover only the items on the list . Commissioner Derrick suggested the applicant discuss future projects with the commissioners prior to the undertaking as they could offer suggestions as to what they might want to see such as height, width, spacing and different things they might want to view for different projects . Commissioner Hendricksen made a motion for Case No. 1640 -122013.COA for Chittenden -Owens -Spangler Heffernan residence to approve the outline for a letter of agreement based on the 10 points listed in the January 9 th meeting. Commissioner Schmidt seconded the motion. Vote by roll call: Olsen, yes; Derrick, yes; Rapp, yes; Hagen, yes; Schmidt, yes; Hendricksen, yes; Bortel, yes. Historic Preservation Commission Minutes February 13 , 2014 Page 3 of 4 NEW BUSINESS Case No. 1641 -010914.HPC Landmark Opera House Block Building Commissioner Derric k made a motion to open the public hearing. Commissioner Hagen seconded the motion. Vote by roll call: Schmidt, yes; Olsen, yes; Hendricksen, yes; Rapp, yes; Hagen, yes; Derrick, yes; Bortel, yes. Motion carried 7 -0 Mr. Garrigan stated the applicant i s requesting for landmark designation for his property at 24027 W. Lockport; t h is is a public hearing being heard pursuant to state statute and all applicable local ordinances ; this property was constructed in 1899 after a fire destroyed the original Opera House in 1889; Clarence Marks purchased the property in 1898 after the fire; Mr. Marks was also the owner of the sire of Dan Patch , the famous race horse; the sire was pastured on Bartlett and Lockport Street . The Opera House was identified in the 2006 H istoric Urban Surve y as a potential local landmark and is currently in the Downtown Historic District; this property is an excellent example of Queen Anne commercial architecture in the downtown. Mr. Garrigan reviewed the period of significance and the fi ndings of fact under the following criteria C), D), H), I), and J). This structure is one of the best examples of Queen Anne commercial architecture; Mr. Habiger has restored the existing first floor of the building and the windows on the second floor to the 1898 appearance and restored the triangular pediment which had been removed in the 1950’s ; this building serves as one of the book ends along Lockport Street . Staff recommended approval of the historic landmark for 24017 W. Lockport Street. Chairman Bortel swore in Bill Habiger, 408 Rookery, Joliet, owner of 24027 W. Lockport Street. Mr. Habiger stated he needs the addition in order to utilize the second floor; the addition will include an elevator, upstairs bathrooms and a kitchen facility for possi bly a banquet hall or restaurant. Commissioner Hendricksen thanked Mr. Habiger for the effort incurred with this restoration and the expeditious time frame; and stated the brick that replaced the limestone is perfect. Mr. Habiger stated Mr. Lambert found the brick in Washington DC. Chairman Bortel stated the majority of the windows on the second floor are original, redone, cleaned up and rehabilitated ; 2 or 3 of the windows were replicated. Commissioner Derrick also thanked Mr. Habiger for a true rest oration of the building. It was noted that criteria c) was incorrect in the staff report. Commissioner Derrick asked if criteria f) embodies elements of design, detailing, materials, or craftsmanship that are of architectural significance should be adde d to the staff report. Commissioner Derrick felt f) had been met as well. Mr. Garrigan felt the architectural aspects of the building would justify criteria f); and the building is unique to Lockport Street. Commissioner Hendricksen suggested modifying c) and adding f) as the criteria to the staff report. Historic Preservation Commission Minutes February 13 , 2014 Page 4 of 4 Commissioner Derrick asked about the period of significance; suggested 1899. Discussion was held regarding the period of significance. It was determined the period of significance should be 189 8 t h rough 1907. Commissioner Derrick made a motion to recommend approval of 24027 W. Lockport Street as a historic landmark based on criteria c), d), f), h), i), and j) from the Zoning Ordinance. Commissioner Olsen seconded the motion. Vote by roll call: S chmidt, yes; Hendricksen, yes; Rapp, yes; Hagen, yes; Olsen, yes; Derrick, yes; Bortel, yes. Motion carried 7 -0. Do wntown National Register Historic District Signage Chairman Bortel presented a portrait version of the proposed sign and a landscape version of the proposed sign and asked the commissioners which they preferred. Chairman Bortel further described how each sign would be erected and indicted the location would be on Village owned property at the northeast corner of Lockport Street and De sPlaines Street in the landscaped area; indicated they plan to place some type of box to hold the Downtown Historic District brochures; explained lighting may be relocated to shine on the sign. The Commissioners decided they liked the landscape sign; eith er sign would be a single faced sign in the landscaped area. Chairman Bortel mentioned there could be a ceremony held during the third grade tours in May. Demolition Text Amendment Commissioner Hendricksen asked Staff if the text amendment for the de molition ordinance would be moving forward. Mr. Garrigan stated it would be brought before the HPC at the March meeting. March Workshop on the Existing Building Code Chairman Bortel stated a guest speaker from Aurora would be attending the March meeting to talk about the existing building code.
