May. 114, 1979, ayor Hartsfield presided, Mayor was offered by Mayor Hartsfield. ii ,;Councilmen present: Borgmeyer, Brant, Crader, Gordon, Hager, if Hequembourg, Kliegel, Rackers , Robinson and Whitecotton. 14ouncilmen absent : None. A quorum was declared present. This meeting was called as a Public Hearing on the annexation ;petitions received from residents of Riveria Heights , and for the ,iil con sideration of Bills No. 18, No. 19 and No. 20. - - - - - - - - - - Annexation'�Mayor Hartsfield stated the first item of business was the Public Riveria'lHearing and asked if there was anyone present to appear in favor ofil Heights,;the Annexation. ti Mr, John Hart stated he was a signer on the petition and felt i1he was a representative of all signers. They would like to be lannexed to Jefferson City, they all work in Jefferson City, their I;Ilivlihood comes from there, they do their shopping in Jefferson , city, own businesses in Jefferson City, their property is adjacenty! land they wish to be annexed to Jefferson City, 1! There was no one else to speak in favor and Mayor Hartsfield I 1, asked if anyone desired to speak in opposition. Mr. Jerry Griffith, Mayor Pro tem of the City of Holt Summit, resides in Holt Summit, and was appearing tonite to inform the City ! Council of Jefferson City that on May 1st the Holt Summit Board of IAldermen did adopt a Resolution to oppose any annexation of Jefferson City in the direction of Holt Summit, and within the next 11 8 seven day we should be receiving copy of the Resolution and writte Mtetter of objection, The Board of Aldermen are looking forward to he future growth of the City of Holt Summit and feel that the ;!people of the City of Jefferson deserve to have a vote on whether �Jor not they should annex, In answer to inquiry, the Mayor and City Attorney stated the opponents would have seven to ten days to get petition or letter to the City of Jefferson, This is the Public Hearing and the ! Ordinance could be introduced on June 4th and passed on June 18th, it the petition is unanimous the Council has the authority to act I I lon the request. General discussion and questions and answers on the matter, Jt was determined most of the signatures were secured in October of J year - the petitions were filed in March of this year. The ' plats of streets, etc. , have been recorded in Callaway County but EMr. Benton states that the plats submitted would not meet our andards as far as street lay-outs , curvatures of streets, street intersections , etc. , would not meet requirements according to our ! existing subdivision ordinance. There are approximately 130 acres , 12 homes , I home under construction, in the area. It is part of Water District # 1. Mr. Trimble was asked - if the Council did approve this annexation - would he be agreeable to revising the plat and agree to build future streets to city specifications . He stated he would not agree. 11 Mayor Hartsfield asked if any further question or discussion !on the Annexation. There appeared to be none and Mayor concluded Ithe Hearing on the Annexation. The Council will take the request Wunder advisement at future meeting.b - - - - - - - - - BILL 16- ill No. 18, introduced-by Councilman Rackers, entitled: Airport. , "An Ordinance of the City of Jefferson, Missouri, amending Chapter 4 of "The Code of the City of Jefferson,, Missouri" relating to Airports by repealing Section 4-1, Section 4-3 and Section 4-6 of Chapter 4, and enacting in lieu thereof new Sections 4-1, 4-3 and 4-6, relating to the same subject ." Bill No. 18 was read the third time by title and general ,discussion followed Mr. Taylor stated that landing fees had been inserted - they have not been charged in the past. We have to have some added !increase for airport revenue, at the present time we get no fees ,1for this service and it is a very reasonable rate. 62. ppc;.aj .Council_MpgLgq , .,!ay j41_.1979• Councilman Hequembourg stated he had prepared an amendment to the Ordinance - Amend Section 4-3, paragraph (a) , by adding these sentences : "The Airport Commission shall submit a budget at the same time and using the same foremat as all other City Boards, Commissions or Departments, for the expenditure of all funds . Such budget and all contracts concerning Airport Funds shall be approved by City Council." If this amendment is used then Section (d) should be deleted. City Attorney Graham also suggested that Section 4-3, paragraph .(f)., .be amended to conform to the above amendment, Councilman Brant made the motion that a Special Committee be ; appainted.by the Mayor, a small Committee, to meet with the Airport Officials and come to an agreement on the Ordinance and resubmit it Motion seconded and carried. Mayor Hartsfield asked Councilmen Kliegel, Hager and Rackers to meet with Mr. Taylor, Mr. Randolph and Mr. Hendren to work out the differences and make necessary changes . Councilman Rackers moved that Bill No. 18 be placed on the Informal Calendar. Motion seconded-and rpassed. Bill No. 19, introduced by Councilmen Rackers and Brant, entitled: Bill 19. "An Ordinance of the City of Jefferson, Missouri, amending the Code City of the City of Jefferson, by repealing Section 2-30, relating to ;Council City Committees, and enacting a new Section 2-30 in lieu thereof." lCommittees. "An Ordinance of the City of Jefferson, Missouri, amending the CodelParking and of the City of Jefferson, 1978, by repealing Sections 23-5 through traffic Sections 23-15, regarding creating a Parkin gg and Traffic (!Commission Commission, an Sections 23107 througgh 23-116, creating a Parking , and Authority, and enacting new sections 23-5 through 23-15.1, creatinglParking a Parking and Traffic Authority, in lieu thereof.�f Authority.
