IlMayor Hartsfield presided. ?lPrayer was offered by Mayor Hartsfield. i ;`Councilmen present: Borgmeyer, Brant, Crader, Gordon, Kliegel, j Rackers , Robinson and Whitecotton. Councilmen absent: Hager and Hequembourg, absent with leave. A quorum was declared present . ! !The Special Council Meeting was called as a Public Hearing regardini; !;revisions in the Zoning Ordinance; for the introduction of a Bill revising the Zoning Ordinance; and for the introduction of a Bill 1,;relating to the railroad crossing for Von Hoffman Press , Inc. - - - - - - - - - - i ;;The Public Hearing was held regarding the revisions in the Zoning i� Public Ordinance. Hearing. ;' Mr. Tom Benton, Director of Planning and Code Enforcement, Zoning stated that there had been several meetings between the Environmen- Ordinance, tal Commission, the Department of Natural Resources , the Farmer Brothers , and his office. It was reviewed and recommended by the ;Planning and Zoning Commission, at a meeting held July 12, 1979. jIf the suggested Ordinance is passed on August 6th, the Board of Adjustment can consider the matter at its regular meeting on August 7th; if they act favorably, the Farmers can apply for a .,Building Permit, realizing they must meet all flood insurance i{ requirements and provisions of the Resolution regarding the flood ;'program. In addition to the provisions set forth in the Ordinance, the Farmer Brothers have agreed to grant to the Division of Natural ., Resources a thirty foot easement along the bank of the river, to be 'developed and preserved as a natural buffer area. Fred Lasser of 'Natural Resources and Development, who was unable to be present ! ;;tonight, stated the Ordinance is agreeable to their Department . The`` ;'Ordinance is also acceptable to the Planning and Zoning Commission, `; 4the Environmental Quality Commission, and the Farmer Brothers , and therefore Mr. Benton recommended the passage of same. (! Mr. Bud Farmer then appeared and discussed the matter. He ;';stated there had been a lot of hard work put into the Ordinance. ;;He stated they originally got into the matter because they felt ,I Jefferson City needed a river terminal . it seems as if a satisfac- ;i Rory compromise has been reached, about developing the environmental ; m !quality of the river botto , and if the ordinance is passed we ;believe it is to the bast interest of all concerned, considering I the economy And the environment. The Farmer Brothers have approximately three thousand feet of frontage and have granted to the State a scenic easement over the "entire frontage, thirty feet ddep, with designated points of access ;Ito the river, which they will maintain, planting trees , etc . which;; ''should improve the looks. Mr. Sam Cook also appeared and discussed this matter and also I ,discussed general operations of the Planning and Zoning Commission. ' There were no further appearances for or against the matter. Bill No. 50, introduced-by Councilman Whitecotton, entitled: Amending : 'An Ordinance of the City of Jefferson, Missouri, amending Chapter I� Zoning ;36 of the Code of the City of Jefferson, Missouri, by adding new OrdinanceSub-sections to Section 36-10, in order to provide additional '{ 'conditional uses in a RC Conservation District." Crossing upon and across Industrial Drive, between the City and the Mon Hoffman Corporation."
