The $52, 000. 00 is based on the priceii used Minutes in the original contract , and the $1 ,200. 00 is the amount the other ; ,taxpayers:: are paying. The question is shall. this extension be (rebid or should a Change Order be issued. The contractor has agreed to use the same prices forthe extension as were used in the orif*inal contract . Councilman Borgmeyer moved that the figure of $1 , 200. 00 be used to these taxpayers, the same as the originals. Motion seconded by Councilman Rackers and passed. ii The matter of Change Order or rebidding should be discussed with thq' City Attorney, and if he agrees a Change Order could be issued. j The matter of SWEEPING STREETS DOWNTOWN AND IN THE SOUTHSIDE AREA was then discussed. Mr. Larry Bates stated that at the present time the signs are posted downtown of No Parking from 3 : 00 to 5:00 d A.M. , seven days a week. lie was requesting that the times be changed from 2: 00 to 6:00 A.M. for no parking Tuesdays and Fridays. And also add Jefferson Street in the 200 and 300 blocks. In the Southside there is Dunklin Street , 100 East and 100 West , Jefferson ?i and Madison Streets in the 600 and 700 blocks, they could be postedj' for 2:00 to 5: 30 A. M. , two days a week. This is because there have ;; been requests for sweeping in the Southside, but parked cars are the problem in that area. Councilman Kliegel moved - seconded by Councilman Rackers - that th ' Committee go on record as approving the change and that the Uptown q! Businessmen' s Association and the Southside Businessmen' s Assoeia- } tion both be contacted about the matter, and if they approve, then j4 the Ordinance could be changed. Motion seconded by Councilman Hequembourg and carried. -- ----------------- The matter of a raise of $75.00 per month for Assistant Street Salary of Commissioner, Charles Redel , was discussed. It was brought out thatlAssistant he does not receive overtime pay and for that reason a Foreman work-; Street king under him may make more money than he does. !' Commissioner ;Councilman Whitecotton moved that such increase be allowed. Motion Iseconded by Councilman Rackers and passed. ----------------------- Mayor Hartsfield announced that Jim Hartley was willing to accept 'l! Purchasing additional duties and has been working with the Finance Director in Routine setting up a purchasing routine!___________________---- ------------ ----- The matter of salaries was then discussed, a; they previously discussed in Executive Session. (+7. 0%) lCouncilman Crader made the motion that Mr. Benton 's salary be increased an extra $100. 00, over the amount shown on the list , since' he had assumed the extra duties of the Health Department, I Councilman Whitecotton suggested that Colonel Patton' s salary be i increased $50.00 per month, over the amount shown on the list. After further discussion, Mayor Hartsfield presented the motion that Chief Patton receive a $50.00 per month increase to $2, 150, an that the Director of Planning and Code Enforcement Mr. Benton receive a $100. 00 per month increase to $2, 150. , with the under- lstanding that when the Wage and Salary Program is presented by the Consultants, and if adopted by the Council, even though one or more �of these individuals may be considered for a raise, that these figures also be considered. Motion carried by a vote of five to four. Councilmen voting against the increase were Borgmeyer, 'Hequembourg, Prenger, and Rackers. ----------------------- 2t5 __Regular Council Meeting,November 19,, 1979, Mayor Hartsfield presented the :following Letter which had been sent to the County Court today: , ("Dear Judge Schleer: � In an effort to improve communications between Cole County and ithe City of Jefferson, I am suggesting the following: ( 1) Monthly meetings should be held between the Court, the Mayor and the leadership of the City Council. After a few meetings the { frequency could be reduced. 1 (2) Meetings should be in the evenings and the City-Countyf meeting place should alternate between City Meetings Hall and the Courthouse. f; (3) Both bodies should contribute to developing an agenda of areas of possible increased , cooperation and/or understanding. The City requests to place the following items on the agenda: '1 (a) Ellis Boulevard Sheds (b) Property Tax Assessment (c) County-City Sewer Project (d) Polling places, voter registration and election costs. ( Please advise if you feel this arrangement will be satisf actory.�l1 lIf so, please suggest some dates, as well as topics of particular interest to the Court. Motion seconded by Councilman Whitecotton and carried. ...------------------ Mayor Hartsfield asked Mike Bates what was being done about Thomp- rhompson son Street and Mr. Bates replied they are working with the Utility Street Companies and will, get the work done as soon as possible, with the help of weather conditions. --------------------- Councilman Gordon stated he had inquiry from Richard McCullough of Capital Supply about charges of the Environmental Sanitation Compan which had recently increased. Environmental Councilman Borgmeyer stated he had many complaints about the garbage ,,anitdtion bags, which seemed as if they were thinner than they should be and ompany would not hold up. The matters were turned over to Tom Benton and he stated they had previously had reports about these bad bags and the Company had said that if anyone had such bags and would return them to their office they would be replaced with better ones. - - There being no further business meeting adjourned.
