Prayer offered by Mayor Hyder. lCouncilmen present: Borgmeyer, Brant, Gordon, Hager, Hartafield, McDowell, Rackerst Robinson, Whitecotton and Wildhaber. Councilmen absent: None. A quorum was declared present. The meeting was called for consideration of the Franchise of , International Telemeter Corporation. Also to consider Resolution of the Housing Authority, concerning their program for the ; following year. - - - - - - - - - - The following Resolution was introduced: RESOLUTION APPROVING APPLICATION FOR PRELIMINARY LOAN FOR LOW-RENT PUBLIC HOUSING. Resolutionii WHEREAS it is the policy of this locality to eliminate Housing ( substandard and other inadequate housing, to prevent the spread of Authority4slums and blight, and to realize as soon as feasible the goal of a li q , decent home in a suitable living environment for all of its ,. citizens ; and MI WHEREAS, under the provisions of the United States Housing Acti of 1937, as amended, the United States of America, acting through u ( the Secretar of Housing and Urban Development (herein called the 11'Governmentll�0 is authorized to provide financial assistance to ' local public housing agencies for undertaking and carrying out preliminary planning of low-rent housing projects that will assist meeting this goal; and WHEREAS, the Act provides that there shall be local determina- ; ition of need for low-rent housing to meet needs not being adequata ;,i ;' met by private enterprise and that the Government shall not make , any contract with a public housing agency for preliminary loans forf 0surveys and planning in respect to any low-rent housing projects ! unless the governing body of the locality involved has by resolu- ition approved the application of the public housing agency for such 11preliminary loan; and WHEREAS, the Housing Authority of the City of Jefferson (here I the "Local Authority") is a public housing agency and is , applying o the Government for a preliminary loan to cover the costs of surveys and planning in connection with the development oft flow-rent housing; NOW, THEREFORE, be it resolved by the City Council of the Cityl, Hof Jefferson Missouri, as follows : i 11 li 1. That, there exists in the City of Jefferson, Missouri, a ineed for such low-rent housing which is not being met by private Ii lenterprise; That the application of the Local Authority to the Govern-j liment for a preliminary loan in an amount not to exceed $15,000 for J ! surveys and planning in connection with low-rent housing projects i of not to exceed approximately 30 dwelling units is hereby approvedJ! /s/ Robert L. Hyder, Mayor. ;' Councilman Whitecotton made a motion that we adopt the Resolution !! as presented by the Housing Authority. Councilman Rackers ii ,' seconded the motion and it passed unanimously. - - - - - - - - - - CabIO Mayor Hyder stated the Call had also included the CATV matter but T.V. Ithe Attorney for them was out of town and could not be resent. Hearing.lThe hearing has been continued to a later date but if there is any i` one who has a complaint or desires to be heard in the matter they may come forward and state their views. Dick Ecker, 800 block of East McCarty Street, appeared and referred to the newspaper T V guide of December 20, 1978 , showing the Jeffersons were scheduled to be seen at seven o clock on Channels 12, 6 or 8. When he could not get the program he called ,! KMOX in St. Louis and was informed that the Jeffersons were shown at that time. This was not the first time this had happened, I .Councilman Robinson referred to one of his constituents whose , son lives in Christopher Place. He lives about 40 or 50 feet from the terminus. The service is in but the wires are not attached. - - - - - - - - - - 497. .�..._ .._.._�_...__... _.... .- . Special Council Meeting, January 21, _- 1979., _ . . . Mayor Hyder then asked the consent of the Council to take up a ( matter of personnel. He stated he had wanted to present the matter,, l± to they Council before it was made public but the news leaked out. There was no objection. Mayor Hyder informed the Council that Mrs . Margaret Christian, ;' City Clerk, had written a monthly check to herself, as M.L.Christia# from the Sewer Operation & Maintenance Fund, in the sum of $950.00 for each and every month from April, 1971 through December, 1978. ; � No one else in her office had access to tAose records ; these checks!( , were not payroll checks . These cancelled checks have all been ;! '' removed - all other cancelled checks were in the file for each month - except this one for $950.00. �f Mayor Hyder further stated he had called Mrs. Christian i Friday afternoon and asked for her resignation. She. said allright and she would confirm it in writing. Sometime later he was informed she she had evidently a change of mind and was not going to resign. He was asking the Council tonite for her discharge. The ;,City Council selected the Clerk and Mr. Graham and he had agreed that !'Clerk they can discharge her and select her successor, if the Council sees fit. The checks since April , 1975, all carried the stamped signature of the Mayor. The last two are the true checks , they had not been removed or disposed of. Mrs. Christian stated that Mayor Christy had approved the issuance of these checks . The Auditors stated that when previous audits were made and they attempted to audit the Sewer Funds , Mrs. Christian stated they�� need only be audited every five years and the audit was not due at that time, and persuaded the Auditors no audit was necessary at ji that time. ! Councilman Whitecotton stated that this Council was not passing ,judgment on Mrs. Christian, and made the motion that the Council discharge Mrs. Christian as she is not suitable to be i City Clerk. Councilman Brant requested an Executive Session and Councilmanil Rackers offered a Substitute Motion that the Council go into Executive Session, then come back into regular session and vote. j The Substitute Motion was seconded by Councilman Brant and passed �+ unanimously. i) EXECUTIVE SESSION After returning From Executive Session, Councilman Whitecotton made! the motion that Mrs . Christian be discharged, since she is not ; suitable to be City Clerk of the City. Motion seconded by Council- ' man Hartsfield and carried on the following vote: Councilmen voting Aye: Borgmeyer, Brant, Gordon, Hager, Harts- field, McDowell, Rackers , Robinson, Whitecotton and Wildhaber. Councilmen voting Nay: None. Councilmen absent: None. Mayor Hyder then referred to the appointment of an Acting City Clerk. Councilman Wildhaber moved the appointment of Miss Libby Tihe as Permanent City Clerk. Motion seconded by Councilman Hager and carried by the following vote: Councilmen voting Aye: Borgmeyer, Brant, Gordon, Hager, } Hartsfield, McDowell, Rackers, Robinson, Whitecotton and Wildhaber. Councilmen voting Nay: None. Councilmen absent: None. Councilwoman McDowell then moved that the Auditors proceed with a fraud audit on the City Collector's Office, the Park Board and the ( Future Jefferson City Library Board. Motion seconded by Councilman Audits. Borgmeyer. In discussion, it was stated they would like a running estimate from the Auditors about the cost of these audits, and thisil would be brought to the Council meeting on February 5th. Motion �� carried unanimously. F+ Councilman Borgmeyer stated that the County Court would like to Special have a meeting with the Computer Committee. After some discussion1$Meeting. it was agreed a Special Council Meeting will be held on Thursday, 1' February lst, 1979, 7:30 o'clock P.M. ,- j in the Council Chamber. - Councilman Hager moved the Council adjourn under the rules.
