Councilmen absent : None A quorum was declared present. The Minutes of the meetings of January 15th and 21st were approved as received. ------------------ The following bids were received for a Ticket Spitter for use at thol City Parking Garage: Automatic Parking Devices, Inc. $ 4 , 125. 00 'tOpening American Door Corporation 3 , 868. 00 of Gate Security Systems, Inc. 3 , 750. 00 aids. Councilman Borgmeyer suggested they be turned over to the Parking Authority so they can check into the matter and report back to the Council at the next meeting. The Council had previously approved payment of $574. 00 for Resusci-Ann and Resusci-Baby, but since that time the cost has increased to ?urchase $693. 50 and the Chief was requesting approval on the additional Fire payment. Dept. Councilman Hager moved that we allow the additional payment . iftnikens. Othe County; if aid is requested by any Fire Department with which l !we have mutual aid, the request will be honored. Motion seconded by Councilman Wildhaber and passed. Councilman Hager also read a letter advising that the Television , Set at #3 Station had burned the day before and they were informed ] lit would cost more to repair the eleven year old set than to !! �1purchase a new one. The request was unanimously approved after motion was made by �Mr. Hager and seconded by Mr. Whitecotton. !7 Mike Bates then presented a request for merit increases of j $17. 50 per month for Randy Koestner and $17. 50 per month for Danny Gelven. fie further stated that this would deplete the merit t, increase account for the Engineering Division of Public Works. � Mr. Hartsfield moved that the merit increases be granted. It was pointed out that Mr. Taylor, as a department head, must be recommended for a merit increase by Mayor Hyder. ir On the subject of approval of now Htreet lights, Mike Bates ? suggested the following procedure: All petitions for new street lights will be submitted to the receptionist in the Public Works Department who will i log the request and send it on to Missouri Power and Light. Missouri Power and Light will review the request and notify the receptionist of their recommendation. After approval by MPL, the receptionist will submit the appropriate resolution to the City Clerk' s office for approval by the City Council. Dr. Brant made a motion to approve the above procedure. This was seconded by Mr. kartsfield and passed unanimously. The salary schedule for the Health Department , Parking I Authority and Police Department will be reviewed at the next Accounts, Claims and Personnel Committee meeting to be held on Monday, January 29, 1979, at 7: 30 p.m. , in the Council Chambers. �) Tom Benton was instructed to contact LAEGERS and submit a list(± of all cities in Missouri that participate in the retirement program at the 1f% level . Committee was Claims ,held on January 29, 1979, at 7: 30 p.m. , in the Council Chambers of and ,the City Hall. Those members in attendance were Chairman Vincent ersonneli'Borgmeyer, Dr. Brant , Harvey Hager, George Hartsfield and Ken m i� Comittee�Wildhaber. Also present were Councilmen Rackers and Whitecotton , i Reporti;Jim Hartley, Chester McKinney , Lawrence Patton and Tom Benton. lThe first item of business was the request from Mayor Hyder fo +salary increases for the employees of the City Clerk's office. Dr. Brant moved that the salary of Libby Tihen be raised to $13, 800. 00 per year. This motion was seconded by Mr. Hager and passed unanimously. { Mr. Hager moved that Betty Abernathy be granted a $50. 00 per ( month increase provided that no additional employees are hired in li the Clerk' s office. Dr . Brant seconded and the motion was approved " unanimously. ;{ Mr. Wildhaber moved that Faye Varney be granted a $75. 00 per j�month increase provided that no additional employees are hired in the Clerk' s office. Seconded by Mr. Hartsfield and passed �(unanimously. �! i' '`James Hartley then presented the Committee with proposed new salaryl; changes that were based on a 1975 Municipal Parking Salary Study. !� A motion was made by Mr. Hartsfield with a second by Mr. Hager that the salary range for the Director of the Parking Authority be set at $15, 000 minimum to $21, 000 maximum and that Air. Hartley's salary be increased to $17,500 per year. Motion passed. On a (motion made by Dr. Brant with a second by Mr. Hartsfield, the salary range of the Manager-Parkin; Garage was set at $11 ,000 minimum to $15,400 maximum. Motion carried. Motion carried. 1 The next item of business wits the consideration of salary increases for the Itealth Department. Chester McKinney presented the request and answered questions from the Committee. On a motion by Dr. Brant with a second by Mr. Wildhaber, the salary range for the Director Chester McKinney was set at $15, 000 minimum to $21 , 000 maximum with Air. McKinney' s salary to be increased to $15, 865 per year. Motion carried. i Mr. Wildhaber then moved that all salary increases for the �fHealth Department , as proposed by Mr. McKinney, be approved with the exception of Lois Dickenson' s salary which is to be set at $8 , 598. 1' This motion was seconded by Mr. Hager and carried. This motion was seconded by Mr. Wildhaber and carried. Dr. Brant moved that the salary range for Sanitarian I be set at $10, 500 minimum to $14 , 700 maximum. Dr. Brant moved that the salary range for the Animal Control Super- !( vide the second and the motion passed. Dr. Brant moved that the sor be set at $10,000 minimum to $14, O00 maximum. Mr. Wildhaber ma ' �salpry rangefor the Animal Control Officer be set at $9,000 minimum ;; to $12 ,600 maximum. Mr. Hager made the second and the motion passed'. Mr. Hartsfield moved that the salary range for Administrative Secretary be the same as the position in other departments, $8,597. 88 minimum to $12, 059. 28 maximum. Dr. Brant made the second and the if motion passed. Mr. McKinney asked the Committee if he had the authority to purchase, needed uniforms while the matter was still in Committee. It was thy` general consensus that Mr. McKinney proceed with uniform purchases, if; necessary, and if he had funds in his budget for it. f Chief Patton was requested to present his request for adjusted "+ salary ranges at the next Committee meeting. j There being no further business, the meeting adjourned. The raises approved in these reports effective February 1, 1979. _ }� Councilman Whitecotton, Chairman-of-the-Police Department Committee{ presented the following report : The Police Department Committee met at Police Headquarters at 11 7 P.M. , Wednesday, January 24, 1979, with all members present with t' the exception of Dr. Brant having been excused. } Chief Patton, Mr. Tom Benton and Mr. Arthur Jablonski were if also present. On motion of Mr. Wildhaber seconded by Mr. Hartsfield the application for a taxicab operators permit submitted by MOIiAMAD MORAD NICKARZ of Jefferson City was approved. Following a review of Change Order No. 1 , relating to the +� Police Building, Mr. Hartsfield moved the approval of the change f' order and the motion seconded by Mr. Wildhaber was adopted. The contractors request for an extension of six (6) weeks on the completion of the Police Building project was denied on motion ;'Poliet� of Miss McDowell seconded by Mr. Hartsfield. On motion of Miss McDowell seconded by Mr. Wildhaber the low ttCommitteo bid of $50,228. 00 on the communication consoles submitted by KUSTOM! R°port SIGNALS INC. , of Chanute, Kansas was approved. The request of Chief Patton to authorize Sergeant Bob Luck to rt attend the KREONITE SCHOOL on photographic equipment at Wichita, i Kansas for a .five day period beginning on February 19, 1979, at the approximate cost of $240. 00 was approved. Action on the bids for the furniture for the new Police Building was postponed until 7 P.M. , Monday, February 5, prior to the council meeting. Dr. Brant moved to accept a bid of $31, 239. 50 submitted by 1i SAMCO. Motion seconded by Mr. Hartsfield and was passed unanimously. It was understood that the furniture being purchased will be stored by SAMCO until the Department moves '+ into the new building. Councilman Hager seconded the motion and it passed unanimously. --------------------- 'I Councilman Borgmeyer presented the following report of the Airport Commission: The meeting of the Airport Commission was held at 12: 30 p.m. , Tuesday, January 23, 1979, in the Conference Room at the Jefferson City Memorial Airport. 4} The meeting was chaired by Mr. John Randolph, Vice Chairman. i Members present were Mr. Wildhaber, Mr. Ott, Dr. Miller, Mr. Borgme er, Mr. Rackers, Mr. Bates and Mr. Hartsfield. Also present were ' Mr. Erle A. Taylor, Airport Manager, Mr. John Drainer, Tower Chief , ` Mr. Bill Ward, Mr. Terry Rackers and Linda Little. Ininutes was made by Dr. Miller, seconded by Mr. Ott and unan man passed. �i The financial statements for December and January were presentee, :!Mr. Taylor explained that we have already overspent our budget for i ;Field Maintenance on snow removal . After discussion Mr. Wildhaber (made the motion that a small notation be made beside each company Ii 1! 11name on the payment requisitions to show what each expenditure is Airport 'Ifor. The motion was seconded by Dr. Miller and carried unanimously.= Commission Mr. Wildhaber made the motion that $3, 500. 00 be transferred Report !from the Miscellaneous Fund #629 to the Field Maintenance Fund #501.1 jil)r. Miller seconded the motion and it was unanimously approved. ii Dr. Miller made the motion to accept the Financial Statements, it was seconded by Mr. Ott and unanimously approved. Mr. Taylor reported that the Localizer had been completed and :IFlight Tested by Wilcox, but it has not been certified. The only ,'tthing left to be done for certification is the Flight Testing by ' the FAA. Once this is done then the Localizer will be commissioned.!' 1Ilt was explained that we want to get the runway extension completed 'i Jn order to get the glide slope and then we will have a completed !!system. A letter received from Engert Aviation Services, Inc. was ;discussed by Mr. Taylor. Because of the new rules and regulations JMr. Engert is reevaluationg his position. He doesn ' t feel he wants ! to start service until the rules of operation are In effect . We 11have the contracts but they are not signed. Also, due to the ii 1weather it is not feasible for him to begin. Mr. Bates stated that the Capital City Water Company had a 1crew out to check the pressure at the fire hydrant across from the airport . The pressure is good, however, on checking the main meteril and valve in front of the airport it was discovered that the valve is either frozen or defective. Turning the valve either way made no difference in the pressure at the terminal building. Mr. Bates suggested that we got it plumber out to check and replace the valve. i ,(Mr. Randolph directed Mr. Taylor to get a plumber to do this job. It was reported by Mr. Taylor that we are in the process of operator, Mr. Tom Barrale, and asked that we ! approve:1losing another tower it monthly starting rate for tower trainees. After discuSsi n !! Mr. Borgmeyer made the motion 'that the commission approve the hirin of tower operator trainees at the rate of $520. 00 it month -for an 8 hour day-40 hour week. The mot on was seconded by Mr. Ilartsfiold and unanimously approvod. Mr. Taylor reported on his trip 'to Kansas City on the 11th of ( January. He went to the FAA Office and the now CAB Office in the iold courthouse. Ile stated that it will be much easier to got back , and forth with the Civil Aeronautics Board now as it won' t require a trip to Washington. Mr. Taylor told the commission that he took the pre-ap to FAA for the 1.000 foot runway extension and was told that there aren ' t any funds available until next October. The money was allotted to Iowa and Nebraska. We should get the money i1during their next fiscal year which begins the lst of October. We have to complete the Master Plan, advertise for 30 days, hold a hearing if necessary, then it goes back to FAA, then to all agencie ! , State and Federal for approval by each of them, which will take 3-4 months after the hearings. I The man at the new Kansas City Civil Aeronautics Board Office I is Tom O' Leary. Mr. O' Leary told Mr. Taylor that what we should do,1 in his opinion, to justify good commuter service is to get a consultant to put everything together because it is so complex. (Refer to attachment #2) . Mr. Taylor told the commission that he took the liberty of contacting Mr. Diekemper of Diemler and Diekemper, Inc. Attached is a copy of their reply. After discussion Dr. Miller made the motion that we employ an Air Carrier Consultant of Mr. Diekempers caliber to make this study, the amount not to exceed $6, 000. 00 for Task I as outlined. The motion was seconded by Mr. Rackers and unanimously passed. At this time Mr. Randolph said that he would entertain a motiol to approve authority for Mr. Taylor to attend the Civil Aeronautics Board hearings in Chicago.
