A quorum was declared present . - _ 'IThe Special Council Meeting was called a progress report on ;'the audit now being conducted by Roger Hickey. Also to consider `,Bills No. 167 and No. 168. ai ----------------------------------- 'Mayor Hyder asked if there was any objection to accepting the report Transit ,, from the Transit Authority, considering the new busses. There was Authority ;ono objection. Bid for ,!Mr. Gillock advised they approved the low bid, that of General Radios ,;Electric Company of $11 , 071 . 00, and Columbia Electronics of $1 , 860. 20, ,; installation charges , for a total. of $12 , 931. 20. The City will pay twenty per cent of this cost . Councilman Hartsfield moved that we accept these bids. Motion seconded by Councilman Borgmeyer and ;passed, with Councilman Robinsonabstaining� - _ ^-_______ ' Bill No. 167, introduced by Councilman Rackers, entitled : I "An Ordinance of the City of Jefferson , Missouri , authorizing and ! permitting, the Missouri. State Highway Department the use of Bill 167. :, available federal aid urban program funds for thv City of Jefferson, Federal Aid in conjunction with the relocation of existing utilities, for the Urban Program , construction of Route 179. Councilmen absent : Brant and Wildhaber. ---------------------------------_ 11Mayor Hyder then-brought-up the matter of the current or "fraud" !! audit that is being made by Roger Hickey and requested Mr. Hickey to give the Council. a status report of the audit at the present time. Mr. Hickey stated that the audit of the Park Board was completed and progress the had the report ready for distribution. Going on to the other �JDepartments, he noted the ones he was working on and their status. Re p ort I' Mr. Bill Rootes. xplained a situation which needs correction. City Audlt � In December, Ck9AA� the amount of $3,647. 15 transferred from General Revenue to Sewer ,Funds, probably for expenses during 1967 and 1968. The General Revenue Fund has never been reimbursed for this amount . ; I a6q Page 35. It was to be repaid $162 ,500. (!0 from the 1973-74 budget and $162 , 500. 00 from the 1974-75 budget . The first payment was made but not the second. We need a determination as to whether you desire to transfer the second Progress . $162,500. 00 or if you wish to amend your Resolution in some manner. Report lAfter discussion, Councilman Rackers made the motion that we City Audit reaffirm our commitment in the Resolution, for the present , and repayment be made either duringthis fiscal year or next, for the amount of $162, 500. 00, from Sewer Construction to )General Revenue. Regarding the amount of $3,647. 15 - that we eliminate the obligatior of the Sewer Constructi Fund back to Ge eral Revenue Fund for this amount Motion seco�ddd 1,y Councilman Borgme(�e7aid passed. Mr. Hickey stated that he had discussed the matter of the audit with the State Auditor and it was their intention to come in and review the work papers, so we are attempting to make them suitable for them. We hope to have this completed by April 30th. Total cost will not exceed $135,000. 00. Councilman Hager moved that we continue the audit and approve the payment of $9,426. 75. Motion seconded by Councilman Robinson and I passed. - ------------------------------- Mike Bates, Dire;torofPublicWorks, requesteda raise in salary Marc for Marc Thornsberry - at the present time he his making Thorneberry approximately $15,600.00 annually and is asking this be increased t( Increase $18,500.00. After some discussion Councilman Robinson made the motion that the increase to $18, 500. 00 be allowed, effective May 1st.
