HomeMy Public PortalAbout02-24-2014 COW MinutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on February 24, 2014 In the Boardroom Trustee Fay called the meeting to order at 7:01 p.m. Present were: Trustee Lamb, Trustee Rippy, Trustee Bonuchi, and Trustee Fay. Board absent: Mayor Collins, Trustee Peck, and Trustee Racich. Others present: Brian Murphy, Administrator; Michelle Gib as, Village Clerk; Allen Persons, Public Works Director; Michael Garrigan, Planning Supervisor; Dean Marquez, Building Supervisor; and John Konopek, Chief of Police. There were approximately 4 persons in the audience. Trustee Fay moved to appoint Truste e Rippy as Temporary Chair for this evening’s meeting. Second by Trustee Bonuchi . Vote by roll call. Lamb, yes; Peck, absent ; Racich, absent ; Rippy, yes ; Bonuchi, yes; Fay, yes . 4 yes, 0 no , 2 absent . Motion carried. Trustee Fay moved to approve the Minutes of the Committee of the Whole Workshop held on January 27, 2014. Seconded by Trustee Lamb . Voice Vote. All in favor, 0 Opposed. PRESIDENTIAL COMMENTS Trustee Rippy: • Stated that the Village Board and staff are aware of the issues with trains and are continuing to work with CN and have reached out to elected officials in Washington. • Wished Mayor Collins a Happy Birthday. TRUSTEES COMMENTS Trustee Fay stated that the Village was part of the process when CN was approved and we need to revisit it. Trustee Bonuchi stated that in regards to CN, the Village attended several hearings and gave testimony that fell on deaf ears. She expressed concern regarding idle trains as well as dangerous materials that might be on the trains. Trustee Bonuchi stated that she has contacted Congressman Hultgren’s Office. Trustee Lamb stated that it would be worthwhile to reactivate the past effort with CN. PUBLIC COMMENTS None WORKSHOP MEETING #1 RESIDENTIAL DESIGN STANDARDS Mr. Garrigan stated that pursuant to th e Village Board direction from the Design Workshop held on January 18, 2014, staff has attempted to incorporate the suggestions into a series of new standards for single -family homes. Mr. Michael Garrigan reviewed the proposed residential design standar ds including: Materials, roofline variation, window fenestration, window trim, exterior trim, garage location, garage door design, key and through lots, and landscaping. Village of Plainfield Meeting Minutes – February 24, 2014 Page 2 Trustee Bonuchi inquired about the standard for glass rating. Mr. Dean Marquez st ated that staff is in the process of updating the building codes and will be increasing the glass rating. Trustee Lamb suggested making the standards very clear and use definitions and pictures. Trustee Fay suggested using and interactive website for pu blic feedback on the design standards. Trustee Rippy inquired about the costs for the proposed standards. Mr. Garrigan stated the costs are minimal and he contacted builders to make sure the changes are doable. Mr. Garrigan stated that staff will bring back the Residential Design Standards to a future meeting for formal adoption. Trustee Rippy thanked staff for the presentation and read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Lamb . Voice Vote. All in favor, 0 Opposed. The meeting adjourned at 7:45 p.m. Michelle Gibas, Village Clerk
