The meeting was called to consider recommendations of the Parking jAuthority with respect to the construction of additional parking facilities , and to take any agreed action on such recommendations , and to authorize the execution of a contract with the Department of ! The building would be attached to the existing Parking Garage. He recommended a resident site engineer during the construction program. There would be . 10-12 compact spaces for the entire four levels . The lower level would have a single entrance and exit to Capitol Avenue, Second level - enter and exit from the alley, with the third and fourth levels entering and exit- ing from the existing Parking Garage. Construction would probably be started in the spring, since there is heavier use of the parking facilities during legislature, however, the footings could be started earlier. As a result of borings , the west side of the lot did not have sub-surface rock, which will require a deeper depth to the rock grade surface. In addition to belling the piers , will yI have to grout ten feet below bell, which will cost an additional Parking $5000.00. This will be a post-tension structure. (Authority Fire protection has been included since the facility will be so close to existing structures facing High Street and the Jefferson Building. Two fire hydrants will be located on each level of the Garage using a dry system. Two small parcels of land approximately 10' x 60' and 10' x 30' , should be purchased. Access for fire trucks would be the lower level of the Garage, since there is not sufficient access between the proposed garage and High Street buildings. The structure will be built up to the Jefferson Building, with , the first two levels south of the alley, starting at the third level, it will be over the alley with a 16' vertical clearance at the lowest level, with a maximum of 22 ' to 231 . Businesses on High Street could have access to the Garage by walkways to ramps. There will be 20 compact spaces located in the Garage. Entrance and Exits from the lower level would be the alley, other levels - all enter and exit from Jefferson Street. Increase in the traffic flow on Jefferson Street was discussed. Several methods have been discussed; all right turns for exiting, making I alley one way going east with right turn on .Madison Street if progressive signals are used it would be very difficult to leave Garage. One signal could be retimed to help the flow of traffic, the matter will have to be investigated after usage of the Garage I' is decided. Bob Schulte, Chairman of the Parking Authority, said that the Authority has taken no action as to their recommendations to the Council. The general feeling was favorable to the Riley Lot ; many questions have been raised as to the Jefferson Street Lot. Motion passed. Councilman Brant requested that the Parking Authority investi- gate the following; (1) Traffic on Jefferson Street; (2) Effect on downtown shoppers with outlying shoppingg areas ; (3) Percent and number of parking spaces available now; (4) Discuss with the State on parking facilities in the Truman Building. - - - - - - - - - - 382. �—_ S-e-r,–al Council Meeting.,_ J 1 24 1978. Chief Patton informed the Council that due to excavation problems, the existing Police Station should be removed, The Schmutzler Police roperty is available for use. It would cost between $4,500 and Station. 5,000 to make the building usable. Mr. Prost, the contractor, said that the south end of the Police Station is not stable and more demolition should take place; he has assume the responsibility of the cost of relocation of the Police Offices or the demolition , of the old structure. After more discussion as to what portion of ; the building would be demolished, Councilman Hager moves? that Mr. Prost pay for moving the Police Facilities to 316 East McCarty„ which would not resolve all rights of the City, with demolition to ! be left for future determination wMotion passed. Councilman Borgmeyer informed the Council that the Housing jTrees Authority had billed the Parking Authority for approximately Parking $7,000 for trees which were planted around the Parking Garage.
