Mayor Pro t e m Brant presided. ` Prayer was offered by Mayor Pro tem Brant . !! `Councilmen present: Borgmeyer, Brant, Hartsfield, McDowell, fi Rackers , Robinson, Whitecotton and Wildhaber. 'Councilmen absent : Gordon and Hager. A quorum was declared present. ;!The Special Council Meeting as called to correct deficiencies in :; the Salary Ordinance. g jf - 'Councilman Wildhaber said that there were several deficiencies in +( ;; the Salary Ordinance (1) No increase in salary for those not having completed their probationary period. (2) Fire and Police !; Department were shortchanged in salary category and will need more ;money before the end of the fiscal year - .probably around !` ; $1500000.00. (3) The bookkeeper at the Fire Department was hired at a salary set at the going rate last month, so it would not be ;; fair to other employees to give her the 8%. Could be that one or .` two others would be affected. ,! Several Department Heads discussed their problems in hiring new ;; personnel. They said it was difficult since they could not be trpromised an increase in salary, and the City should have a ; consistent policy. They were informed that the new employee ; automatically receives a 5% increase at the end of their probation- !!. :! ary period. ` Councilman Whitecotton moved that the oosition of Forest Ranger be i1peferred to the Accounts , Claims and Personnel Committee for wage 11adjustment . The motion was seconded by Councilman Wildhaber and ;! passed. ' Bill No. 94, introduced by Councilmen Whitecotton, Hartsfield and ;! Wildhaber, entitled: !, !, "An Ordinance of the City of Jefferson, Missouri, fixing the jsalaries and expense accounts of city elective and appointive , officials and employees , and repealing Ordinances 9087, 9096, 9097 ;; and 9191 of the City of Jefferson, and all other ordinances or j Bill 94.1parts of ordinances in conflict herewith. " Salary ij Read first and second time by title and on motion of Ordinance.'; Councilman Whitecotton, the rules were suspended and the Bill was :. read the third time by title and placed on final passage and was I'I ;, passed by the following vote as Ordinance No. 9193: ; Councilmen voting Aye: Borgmeyer, Brant , Hartsfield Rackers , Robinson, Whitecotton and Wildhaber. ; Councilmen voting Nay: McDowell. ! Councilmen absent: Gordon and Hager. - - - - - - - - - - Bill 93.i, Bill No. 93, introduced by Councilmen Hartsfield, Whitecotton and Amending ij Wildhaber, entitled: Ord. No. "An Ordinance of the City of Jefferson, Missouri, amending ! 9183. �10rdinance No. 9183, relating to cost of living increase and merit increase in wagges of city employees . " Bill No. 93 was read the first time by title. Councilman Rackers moved that the Bill be amended at the end of Subsection 1 of Section 1, by striking the period ( .) after the word Employees, and inserting in lieu thereof a comma ( ,) and adding "as defined in ! Bill No. 94, Ordinance 9193." The motion was seconded by ,l Councilman Whitecotton and passed. Bill No. 93, as amended, was read the second time by title and on motion of Councilman Whitecotton the rules were suspended and I the Bill was read the third time by title and placed on final !( passage and was passed by the following vote as Ordinance No. 9194: Councilmen voting Aye: Borgmeyer, Brant, Hartsfield, McDowell, �i Rackers , Robinson, Whitecotton and if Wildhaber. ,i Councilmen voting Nay: None. _ IlCouncilmen absent : Gordon and Hager. - - - - - - - - - - 2% Merit !'!! The City Clerk asked for clarification of the 2% Merit Increase. Increase.IlShe was informed that it would be based on the new salaries.
