' The Minutes of the meeting of April 4th were approved as received.

!A Public Hearing was held on the rezoning of part of Outlot No. 72, Public
from RS-4 (single family) to RA (Multiple Dwelling) . Property Hearing
`located in the 1300 block of East High Street.
There was no opposition.

I!A Public Hearing was held on rezoning of Lots 9, 10 and 11 of Public
'Volff's Subdivision from RD (Duplex) to M-2 (Industrial) . Hearing

lA Public Hearing was held on rezoning parts of Crader Addition from
;;RS-2 (single family) to C-1 (neighborhood commercial) , RA (multiple
,!dwelling) , RD (duplex) , and C-2 (general commercial) .
i Petitions of residents residing on Sun Valley Drive and Crader;
!Drive, protesting the rezoning of their holdings from RS-2 ('single
Ifamily) to RA (multiple dwelling) .
ii Tom Benton, Planning Director, stated that he had checked the
;,petitions and would like to talk about a counter proposal which Public
.;would probably not be so objectionable. The multi-change was Nearing
ilinitiated by Buell Baclesse, requesting rezoning of the first five
(lots on Crader Drive. The Planning and zoning Commission thought
that the request was ,justified. Due to the adjacent commercial
zoning the Commission decided that the rezoning should be more
extensive than the request , which would encompass the entire area
' to Sun Valley Drive. The counter proposal would reduce area to be
rezoned as it would stop buck of lots which .front on Crader.
Buell Baclesse and Mrs . Crader appeared in favor of the
rezoning since the terrain is suitable only for multiple housin
Mark Stutte, 1815 Sun Valley Drive, Helen Adams and Mrs . Eba
+; Roark appeared in opposition to the rezoning. Mr. Stutte informed
;,the Council that he was opposed to any type of rezoning„ and Mrs .
1,,Adams and Mrs . Roark were concerned with increased traffic .

A request was received from Nelson Vincent to vacate five (5 ') feet '
on the north right-of-way of McCarty Street , starting at the east Street
} right-of-way line of Benton Street and extending 180 feet east . Committee
, The necessary check of $100.00 was enclosed.
The request was referred tothe Street Committee .

A petition was received from property owners abutting on Flora
Drive, between Christy and Tanner Bridge Road, requesting that said'
street be improved under the Sales Tax Capital Improvement Program Street
, at a maximum cost of $5.00 per front foot. jCommittee
The petition was referred to the Street Committee.

Applications were received from Ronald J. Jeffery and Robert E. ;Applications
Francis for the position of bus drivers . !Bus
On motion of Councilman Borgmeyer, seconded by Councilman ;Drivers.
Whitecotton, the applicants were approved for employment . Motion
was approved.
, Councilman Hager, Chairman of the Public Health Committee, reported "Public
$ that the Committee had approved the appointment of Peggy Koelling `;Health
i; as Assistant Animal Control Officer, at a salary of $671.00 per :Committee
;month under the CETA Program, and George Edward Mason as a part-thuel, Report.

Councilman Hager moved that the report be approved. Motion

!' Councilwoman McDowell, Chairperson of the Public Utilities
! Committee, presented the following report:
The Public Utilities Committee met and approved the following public
11recommendations of the Missouri Power & Light Company: 'Utilities
ii (1) Install one 6800 Lumen Mercury Vapor light with metal pole on "Committee
the east side of Fox Creek Road at the beginning curve of the { Report .

,The Parking and Traffic Commission meeting was held April 7, 19779 11
j17: 30 A.M. , at the Police Station, with all members present except
itBill Dill , with an excused absence.
! The Commission made the following recommendations : i
ill) To remove parking on the south side of East Miller Street, it
75 feet west of the west curb of Clark Avenue.
112) Install Yield sign on Schellridge East, westbound at Jaycee
Drive.
f3) Remove parking on both sides of Jefferson Street , 240 feet ;f
' south of the south curb of Water Stre?t. '
4) Install "No Parking" on both sides of Jefferson Street from
Swifts Highway to Stadium Boulevard. i!
i�The Commission denied the following requests:
� 1) Request to increase speed limit on Jefferson Street from
s Stadium to Ellis Boulevard. `
2) Request to reduce speed limit on Missouri Boulevard from
Dad's Derby to Kentucky Fried Chicken.
� 3) Request for a limited time loading zone in 200 block of Monroe
f4)) The sight distance problem at Jefferson and Ashley will be
! taken care of by the Street Department .
' 5) Traffic hazard problem in 900 block Broadway has been dropped !,
due to action taken at a previous Parking & Traffic meeting.
The following items have been held over for further study: f!
1 Request to permit parking at 1830 Greenberry Road.
�y2� Request for "No Parking" on one side of 100 block McKinley ,
i1 200 block North Taylor and 1200 block East Water Streets . +j
Will discuBB with Councilman Robinson to decide which aide of

4) Request for removal of parking on West McCarty from Fulkerson

115) Request to consider establishing a lot to be signed "tour bus I
Parking I parking only" for visitor parking at Capitol.
and 16) Request for elimination of 2 hour parking restriction in the
Traffic { 100 block of Jackson Street.
Commission'II`7) Motion made that the Department of Public Works discuss with

111977, in the Council Chambers of City Hall with the following

BPhil DeLong, Darrel Gordon, Bert Koester, Obie Munzell, and Fred
I'Rost, Jr. , and Mike Bates , Director of Public Works. Members
�labsent were: Fred Bode, Gale Hackman and Tony Weber. Also present
,was Thomas H. Benton, Director of Planning.

following items business were transacted:
The application from Larry Brickey and Louis Vetter, to rezone
a 2.8 acre tract of land from RS-3 (single family) to RA
(multiple dwelling) which is located south of East McCarty
Street and east of Vetters Lane, was approved with the motion
being made by Mr. Caplinger and a second by Mr. Rost.
2. An aulication from Robert Anderson, to rezone Lots 42, 43
440 and all except the westerly five (5 ') feet of Lot 463,
of Mount Hope Heights Subdivision, was held over until the
next meeting as the owner was not present. Planning
13. A request to construct Arris Restaurant in the Southridge `- and

Mall area which is presently zoned C-4 (planned commercial) Zoning
was unanimously approved. The motion to approve this request :Commission
was made by Mr. Gordon and the second by Mrs . Munzell .
1114. The request to construct a model resort cabin and a model
garage building on property located in the Southridge Mall
area which is zoned C-4 (planned commercial) was approved by
the following vote:
Members voting Aye: Caplinger, DeLong, Gordon,
Koester and Rost
Members voting Nay: Bates and Munzell.
5. The request to construct a Kinder Care Learning Center in the
Southridge Mall area which is zoned C-4 (planned commercial) ,
was approved with Mr. Caplinger making the motion and the
second by Mr. Gordon.
116. The request to approve the final plat of Lahr Subdivision,
Section One, was approved subject to providing right-of-way to :,
Theresa Street . The motion to approve the above was made by
Mr. Caplinger and the second by Mrs . Munzell.
"17. The request for approval of the final plat of Westwoodridge
Subdivision, Section Five, Section Six, and Section Seven, was
approved subject to final review and recommendations of the
Department of Public Works . The motion to approve this requese,

the office of Planning and Code Enforcement, 9 1 East Miller Street,!;
on Tuesday, April 12, 1977. The following members were present:
Chairman Holliway; Members Bodine, Busch and Frevert . Mr. Capps
was unable to attend this meeting.
The following business was transacted.
.11. The request of Collegiate Enterprises , Inc. , for a conditional

use permit to construct and operate a Racquet Club and apart- d
ment complex in the 500 block of Ellis Boulevard, was approved
subject to parking, landscaping and surface drainage require-
ments conforming to City Ordinances, This approval was granted
with the motion being made by Mr. Bodine and seconded by
Mr. Busch.
2. The request for a variance in side yard set-back requirements it
from ten (10') feet to a five (5') foot set-back at 2410
Hillsdale Drive, was approved with the stipulation that
construction be no closer than the existing stake which
designates the northeast corner of the proposed residence and
is located twenty-two (221) feet west of the Leary residence
The motion to approve this request was made by Mr. Bodine and
the second by Mr. Busch.
3. The request of Mr. Dan Gordon, on behalf of prospective client
for a Montessori School to be located at 604 Conrad Street, was',
denied as the Board felt the existing building was deficient
in safety requirements (exitways) and sanitation facilities ;
and that the
(3roperty did not provide adequate open space for
twenty-five 5) children, The motion to deny this request wad,
made by Mr. Bodine and a second by Mr. Frevert.
4. The request ofGeneva Phillips for a conditional use permit to
operate a Beauty Shop from her home located at 215 Rear West
Ashley Street, was approved with the condition the Beauty Shop
have one (1) c hair only. The motion to approve this request
was made by Mr. Busch and the second by Mr. Bodine.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, 3!
THAT the aforementioned roadways , in the City of Jefferson,
Missouri, shall be graded and paved, including curb and gutters ;
and that allthe above described work is necessary to be done. That '
the cost of said improvement, including street intersections and
drainage facilities , shall be charged against the lots and tracts
of land, fronting or abutting on the street .so improved along the
distance improved, in proportion to the number of fronting or
abutting feet, and shall be paid for by Special Tax Bills issued ;Resolution
against the property fronting or abutting on any of said improve- Paving
-
ments with a maximum charge of $5.00 per front foot , and the Council; 1976
hereby declares the aforesaid paving necessary to be done; and ;'Community
RESOLVED, that the plans and specifications and estimates of 'Development.

introduced the following Resolution:
BE IT HEREBY RESOLVED by the City Council, City of Jefferson,
Missouri, that the Missouri Power and Light Company make the
following installations in accordance with recommendations
presented to the City Council by its Committee on Public Utilities
and adopted by said City Council on April 19, 1977.
� a. Install one 6800 Lumen Mercury Vapor light with metal pole
on the east side of Fox Creek Road at the beginning curve of
the cul-de-sac, on the north side of 311 Fox Creek Road .
b. Replace an existing 6800 Lumen light with a 21000 Lumen light , '
now located along the south side and close to the back of the .Resolution
News Tribune Building. Street
, c. Install one (1) new 21000 Lumen light on an existing pole Lights
located in the parking lot at the rear of Saffee 's Store.

We, the people of the Richmond Hill area do hereby petition the !'Billiards
Mayor and City Council of Jefferson City, Missouri, to cause the and
closing, moving, revocation of license, or otherwise eliminate .Fussball.
"Capitol Billiards and Fussball" and adjoining 3.2% bar, located
at 711 West Main Street.
The place causes disturbance of peace squeeling tires , of
hot rod cars and motorcycles , screaming, hollering and horn honking"
all hours of the day and night , loud profane language and music,
11bottle throwing and fighting, urinating in gutters , indecent
exposure and littering of private and public property and streets .
We have no peace; this goes on 7 days a week - especially on
ISunday. ;
Thirty-six signatures . Property owners .
Ray Bartow, Mrs . Eleanor Walther and Mrs . Jett appeared before the
Council on behalf of the petitioners , regarding the situation at
the Capitol Billiards and Fussball. The front door is never closed;'
and it is a very disturbing situation. They were informed that the.'
Housing Authority had acquired the property, but they must relocate
the business .
Thomas Wilson, Attorney for Capitol Billiards, stated that the;
disturbances happen outside of the establishment . His clients have;;
no place to move at this time and their lease has 2k years to run.

was informed by the Mayor that if this is true, they are in
violation of the liquor ordinance. He also informed them that the

Parking Councilman Gordon inquired of Chester McKinney as to the situation i
Lot- at the McGraw-Edison Parking Lot, since they had been given until
McGraw May lst to comply with their Sppecial Permit. Mr. McKinney said that

the next Council Meeting.

Wildhaber, the appointments were referred to the Accounts, Claims
and Personnel Committee, for consideration, and to report back to

Councilman Borgmeyer requested that the City Clerk contact the
International Telemeter Corporation as to how soon residents in the
newly annexed area could expect Cable T V hookup. (Particularly Cable
homes in the Hidden Woods area, Randy Lane, Satinwood and Wildwood IT V.
Apartments.)
