Motion passed. i1july, - - - - - - - - - - 1'Mayor Hyder informed the Council that he was notiffed last Thursday :1 ((that the Conservation Commission has purchased the Dulle Tract, of ;'Route 1 the City would need access for the extension of Route 179. :#179. He had talked with Carl Noren, Director, who did not deny the City laccess but told him that his Bioligist and others were not in favor ;': Tas they wanted to use the land for Nature Trails and a road would he out of character. Public Hearings have been held to extend the Route to Route 50 East and any other location would upset plans for ;: interchange. He hopes that the Conservation Commission will consic* all of the work that has gone into the plan before making a decision. Councilman Rackers questioned as to how recent the purchase of the land was made, since they were aware for three or four years that the extension would necessitate access to the land. On motion of Mr. Wildhaber, seconded by Miss McDowell, the Committee authorized Chief Patton to advertise for bids on a i! I vehicle and the necessary equipment to replace the wrecked vehicle.;' 112. On motion of Mr. Hartsfield, seconded by Miss McDowell, Chief Patton was authorized to employ five (5) additional Police Officers and the purchase of one additional police vehicle. (Two of these additional Officers are now in training with salary paid under the ' CETA Pro ram) . We believe that most of the additional funds needed .� Dare available in the present budget. Council Meeting, June 20, 1977, --.--- �10) To amend Section 10. 110, sub -section 2 , paragraph (10) of I� ! Ordinance 8177 to, read as follows : "On the north half of Miller Street between Adams Street and Jackson Street on any day school is held at Simonsen Junior High School ." `,The Commission held the following items over for further I !'consideration: I 1) Request for "No Parking" on one side of 100 block McKinley, 200 block N. Taylor and 1200 black E. Water Streets, !2) Request for elimination of 2 hour parking restriction in j 100 block of Jackson Street. 3) Request for Stop sign on Crestmere at Westwood and Glenwood Parking ii at Crestmere. and ;14) Sight distance .problem at Capitol and Jackson Streets , i Traffic 5 Request to remove parking on one side of Washington Street Commission from Fillmore to Atchison. The Commission is requesting Report . that the property owners present petitions stating which side they want the parking removed from. 'The Director of Public Works was instructed to contact the owner of Schulte's on the Southwest Plaza and pursue the widening of their !!drive at the west entrance onto Southwest Boulevard. Mr. Nelson Perry appeared before the Commission with a request ,+ , for the relocation of utilities aloeg the east side of Dix Road 1Inorth of Industrial Drive and was in that the utilities wouldE ;be relocated as a part of the signal improvement at Dix Road- !!Industrial Drive. j Mr. Perry also requested the widening of the free right turn !; from Industrial Drive onto Dix Road and was informed that the !� !; Department of Public Works would be in touch with the United i) :;Missouri Bank and if they were agreeable to granting additional right-of-way, it would be incorporated in the signal project. !! Aim that Gene Knipp would maintain the remainingg part of the road !as a private road. Councilman Rackers thought it had been dedicated, Mayor Hyder asked that the Director of Public Works look into the matter. Mayor Hyder questioned the third from last paragraph, since : they had limited access . Councilman Borgmeyer stated that there �! :; should be a longer left turn, since: it causes a back-up in traffic. Councilman Whitecotton moved that the report be filed . The following report of the Parking Authority was presented to the , Council: 1 ;The Parking Authority met at 7:00 A.M. , Tuesday , June 14, 1977, ! with Robert Schulte, Vincent Borgmeyer, Charles Czarlinsky, James Thomas, Mike Bates , Roger Verslues, Bill Dill, Karon Krcmar, and ; James Hartley present. F. E. Robinson was absent . 1 . On a motion by Borgmeyer, and seconded by Czarlinsky, denied a request from Karon Krcmar for rental of the garage on Sunday ! to hold an auto flee market . !12. On a motion by Borgmeyer, and seconded by Czarlinsky, denied ' a request to hold a dog show in the parking garage, 3. On a' motion by Thomas , seconded by Dill, denied a request from �. G. A. Fischer Co. to install 30 minute meters on the corner of j! 100 E. High Street, 14. On a motion by Borgmeyer, seconded by Dill, two separate bids , one for materials only and one for the complete sealing of the first floor in the parking garage, would be taken. This is !t part of the maintenance program recommended by Roger Verslues } to maintain the garage in- its present condition. $14,000 was estimated annually. ` 5. On a motion by Thomas , and seconded by Czarlinsky, a straight 15er per hour for the first five hours would be charged and 10t !! for each additional hour in the City Parking Garage,- Additional information on proposed capital improvements , maintenance, and budget costs , would be provided before the Authority formally presents this to the City Council. i The vote was 3 to 2 in favor of the increase. Councilman .Wildhaber stated that he must file a minority report . soft '� Mayor Hyder said that he had received a report from the , Division of Construction, recommending the construction of a State .':.Parking Garage. He said that the City is receiving enough revenue to construct a four-story building. Councilman Borgmeyer stated that it should be located in the Jefferson Street area in close ;'proximity to the Jefferson Building and the State Highway Building, '; Councilman Hartsfield said that he had been informed by merchants Parking along the north side of High Street that the Housing Authority had Authority �Iwaived use of ten feet behind the buildings for access to their Report. ''buildings. Mayor Hyder said that he had been talking to Legislators and thought they would pass legislation to permanently lease the !two lower floors of the proposed Parking Garage. Councilman !Whitecotton said that he thought it was imperative that the City add additional parking south of the Jefferson Building. Councilman Robinson questioned Item No. 4, recommending 1; $14,000 annually for the maintenance program for the Parking Garage, : and moved that recommendations be received from more than Roger iVerslues. Motion ' passed. - - - - - - - - - - JThe following report of the Planning and Zoning Commission was ,;presented: i :'The Jefferson City Planning and Zoning Commission met on June 15, '; 1977, in the Council Chambers of City Hall, with the following ;;members present: Chairman Dominique; Members Mike Bates, Fred Bode;; ;; Charles Dudenhoeffer, Jr. , Seth Evans , Gale Hackman, Bert Koester, ,f ; Carolyn McDowell, Obie Munzell and F. E. "Buck" Robinson. Members absent were Dick Caplinger and Fred Rost , Jr. Also present was 'Thomas H. Benton, Director of Planning. The following items of business were transacted: . 1 . The application from Richard Groner to rezone fifteen (15) acres of land from RS-1 (single family) to RA (multiple dwelling) which is located east of Ladue Road and west of Von Hoffman Press between Industrial Drive and Highway 50 West. Persons speaking in opposition to this request were Robert Major, J. Raymond Brummet and Robert Clark. After considerable discussion, a motion was made by Seth Evans , with the second by Mike Bates, to amend the application by reducin the class;' fication from RA (multiple dwelling) to RD (duplex. The ;i motion was defeated by the following vote: Members voting Aye: Bates , Evans and McDowell Members voting Nay: Bode, Dudenhoeffer, Hackman, 'Planning Koester and Robinson. and Members abstaining: Munzell ' Zoning i "Buck" Robinson moved to deny the request for rezoning. I 4. The application from Thomas Vetter representing Thomas T . Stewart to rezone ten (10) acres of land from C-4 (planned commercial) to C-2 (general commercial) was continued until :! the next meeting. It was requested that Ted Stewart submit a f( written statement to the Commission prior to the July meeting, explaining the problem incurred in developing this tract of land with a C-4 (planned commercial) classification. Colonel Patton, Chief of Police, ap cared before the Council­in­_­_,_____ regard to the Blue Cross Plan which the City purchased for the . employees. He said that the Police Department had Blue Cross ;;Insurance since 1959 and over the years they had improved the plan. ; Prior to November of 1976 they paid $62. 50 per month for the family .; ;; plan. He had met with representatives of Blue Cross and they ,,assured him that the insurance they would provide (Low Option - :Blue Cross- Municipal League) was better than their plan, consequently he had !;Blue Shield firequested that the Council approve the plan. He has since found :City I i out that the coverage is not equal to their old policy and feels !;Attorney. ' that he has personally burdened members of his Department. He was ;' informed to make a list of items not covered and the matter was !1referred to the City Attorney to resolve . - - - - - - - - - - Mayor Hyder said that no funds had been budgeted for an overlay ;; program this year which the Council had approved early in March. :,Overlay ) He wondered if the Council desired to proceed with the program to ;Program. 11be refunded from Revenue Sharing.
