Hyder 1,Mayor, City of Jefferson Re: Proposed Rezoning of Newly Annexed Area. jn the latter part of this last week, a conference was held betweenil 11 certain representatives of General Growth and the Westside Residen- 11 tial Association to see if some accomodations might be reached to alleviate some of the problems and disputes', including the matter 11 o the rezoning in the area of the property of General Growth. • If Following that meeting, Mr. Prenger submitted a written 1proposal for consideration of the area residents . This •has been disseminated over the weekend to various of the residents , and they . i,are now •in the process of considering it . We- have •requested Mr. Prenger,a position concerning a deferral !, lof debate in action by the City Council on August 1, of the matter !I of rezoning so that' an opportunity can be had for the residents of 1! the area to fully consider the new proposal of General Growth. We Auggested that such debate in action might be deferred until the next meeting of the Council. Mr. Prenger has advised me. that he ; has no objection to such procedure, and therefore we would if respectfully request that debate in action on the proposed rezoning ; be deferred until the next Council mooting. Councilman Hager moved that the Council hold off action on the zoning until the next Council meeting. Councilman Robinson amended the motion by adding that the members of the Council view the area. Stadium 'Mayor Hyder informed the Council that the Director of Public Works Blvd. had met with the Jefferson City School Board to confirm an agreement:' Extension for the extending of Stadium Blvd. , across Public School Property. If The School Board wants a responsible adjustment for the approach toy the bridge near the football field and for the relocation of the ! watering system. Commission was presented to I1the Council: A meeting of the Airport Commission was held at 12: 30 p.m. , Tuesday, ;;July 26, 1977, at the Jefferson City Memorial Airport. Those ;present were: Mr. Hugo Ochsner, Vice Chairman; members present :were: Wildhaber, Munzell, Hartsfield, Miller, Borgmeyer, White- ?;cotton, Ott, Rackers and Bates . Also present were J. Drainer, .'Control Tower Chief; L. Mansur, News Tribune, T. Rackers , New 'Jefferson City Flying Service; W. Ward, New Jefferson City Flying 'Service; and J. Randolph, Airport Manager. The minutes of the June 28, 1977, meeting were presented and ��!there being no objections or corrections , Mr. Wildhaber made a 'motion to accept the minutes as presented. The motion was seconded by Mr. Munzell and unanimously adopted. Airport The financial report for July, 1977, was presented. After Commission discussion Mr. Rackers made a motion to approve the report . The Report. ;motion was seconded by Mr. Hartsfield and unanimously adopted. Fcr information purposes, Mr. Randolph read a letter from Col. Finney of the Missouri National Guard to Mayor Hyder, regarding ',the Guard's intention of construction of their new facility on the Airport. A copy of the letter is attached . Mr. Bates, Director of Public Works , reported that the plots Ito be exchanged between Lincoln University and Fred Rost, et al. , had been prepared and were in the hands of Lincoln University for their approval as to the transfer. As soon as the approvals are ;obtained, contracts will be drawn for the sale and exchange of `these properties . An application will be made to the FAA for fed- 6ral participation in the cost of the acquisition. Mr. Bates reported that he was obtaining bids for the ramp in . front of the maintenance building and the repair of the terminal building roof. He would have them available for action by the Commission at the next meeting on August 23 , 1977. Mr. Randolph reported that the overlay project on runway 30/12 .had been completed with the exception of some miscellaneous painting and the shoulder grading. He expected this work to be completed this week and was asking for a final expection by the ,FAA as soon as possible. A letter from Congressman Ichord was read to the Commission ! wherein he enclosed a letter from Mr. Craig M. Smith, Regional Director of the Rconomic Development Administration, wherein he :.stated that Jefferson City's application for funds to construct a ;levee around the Airport would not be considered because both !Callaway and Cole County unemployment rate was below the state average. During discussion, Mr. Wildhaber pointed out that perhaps - ! the Mid-Mo. Council of Governments might be able to help us with .,this application inasmuch as counties other than Cole and Callaway `would a involved in any construction in the Jefferson City area. � Mr. Randolph was instructed to mail a copy of both Congressman It Ichord and Regional Director, Mr. Smith's , to Mr. Bob Simon who is "the Executive Director of the Mid-Mo. of Council of Governments to ,!see if there was some action that their council could offer any dhelp in acquiring the grant for the levee. A letter from Mr. Erle Taylor, former Director of Aviation of ;;Las Vegas, Nevada, was read, wherein he said he would accept the ;; appointment as Manager of the Jefferson City Airport on November 1, ,19977, and asking if the Commission would pay his moving expenses to ;; `(Jefferson City. After discussion Dr. Miller made a motion that lithe Commission approve Mr. Taylor;s application as Airport Manager ; of the Jefferson City Airport, and that Mr. Taylor would be ::reimbursed for moving expenses in an amount not to exceed .$3,000. ;;The motion was seconded by Mr. Whitecotton and unanimously adopted. The plans for the new hangar for the New Jefferson City Flying , , Service were presented to the Commission. Mr. Ott, Chairman of the " ;'Building and Grounds Committee, recommended that the plans be submitted to the proper City authorities for a building permit . After discussion, Mr. Hartsfield made a motion to accept the plans :'with the provisal that the contractor present the plans to the ;' proper authorities and to get a city building permit before the ;; construction starts. The motion was seconded by Mr. Borgmeyer and ,. unanimously adopted. Mr. Randolph reported that the new obstruction beacon to be ;; located on the bluff overlooking the Airport had arrived and that '`he had been in contact with the Callaway County Electric Company 11and Mr. Russell Sexton regarding the location of the new beacon. " As soon as a location is approved the new beacon will be installed. ", 1� 141, ___._...._.,._...._.. Regular Council Meeting, August 1, 1977. Mr. Clarence Wehmeyer appeared before the Commission' to report ,that the Johnsen grass had been growing in profusion in the corn- field next to his residence and that there were some mulberry trees on the Airport property that should be cut down as they attract the ..birds that cause the spreading of these mulberry trees . Mr. Randolph was instructed to cut the trees on the Airport property and to be sure and include in the new farming lease a provision that the Lessee shall take whatever steps necessary to eliminate the Johnson grass in the farming area. In regard to Lincoln University, Mayor Hyder stated that the documents had been forwarded to them for approval and if satisfac- tory the transaction will be closed immediately. Some discussion was had on the fill for the National Guard Helioport . Mayor Hyder stated that he favored that the City pay a flat sum for the fill. Councilman Robinson moved that the Public Works Department : contact other firms as to the cost of pumping sand for the fill so as to determine the cost. Motion passed. Councilwoman McDowell questioned the salary and moving expense$ of the new Airport Manager. Councilman Borgmeyer replied that the ' salary had been set up in the salary schedule. Councilman Borgmeyer moved that the report be filed. Motion passed. Council .Mayor Hyder appointed Councilmen Borgmeyer, Wildhaber and Committee Hartsfield to meet with the County Court to study the feasibility Computor of joint City-County participation in a computor program. They went over possible alternates, but the consensus of opinion was that there is no feasible alternate and they may recommend that the project be dropped. It would be advantageous if the Councilmen would contact members of the Conservation Commission Councilman Robinson moved that the Council adopt Resolution endorsing the proposal as initially planned.
