:: The Special Council Meeting was called to discuss theCable TV problem with {
i International Telemeter and to make a decision with respect to the relocation
;!of the Old Jail, adjacent to the Police Station.

Old Jail. a Dave Brydon, President of the Cole County Historical Society, appeared before
the Council in regard to the disposition of the Old Jail and presented the following
resolution passed by the Society:
RESOLUTION
WHER EAS, The Cole County Historical Society is dedicated to the collection,
preservation and dissemination of the history of Cole County, Missouri, and to
a policy of preserving andprotecting historical monuments and structures
i therein; and

WHEREAS, the City of Jefferson owns anc�has for a long period of time owned a
building commonly known as the "Old Jail ' which is located within the present i
City Police Department facilities; and
WHEREAS, the City needs and has decided to build a new facility for its Police
Department which would affect the future of the Old Jail; and
y WHEREAS, the Old Jail was erected in 1842 and is one of the oldest buildings i
!j in Jefferson City, Missouri; and
I. WIIEREAS, said building is still structrually and historically intact; and
WIIEltEAS, the Old Jail has been placed on the National Register of Historic '
!� Sites and Places and to direct relocation cat• ;substantial destruction would in all �
probability prevent the City's use of federal i'unds for the construction of the jl
new Police Department facility; and !i
WHE''li lIAS, one of the functions of the City of Jefferson has been the preservation
and restoration of historically significant sites rand buildings either by itself �
or under cooperation of other tagencimi, public andprivate, for the culturral
stli-nulation and enjoyment of its citizens; and i

outstanding opportunity for the establishment of a historical museum by the Citt
in conjunction with its Police Department facility;

" that the Society ernestly requests and urges the City of Jefferson to preserve
protect and restore the building known as the "Old Jail" and urges that said
building not be destroyed or moved arid that said restoration be done in
consultation with public and private agencies so that it will be restored and
ultimately used and enjoyed so as to provide a maximum benefit for the people
of the City of Jefferson and the State of Missouri. I�
He stated that he had worked with the Council for about ten years in regard to
j preservation of historical structures. Everyone agrees that the Police Depart-
� ment needs a new facility, but the Historical Society is committed to the !�
j preservation of the Old Jail, moving it would be an acceptable alternative, but

attract tourists and could be restored at little cost. �(

Councilman Borgmeyer asked if the City gave the Society the building would the��
be willing to pay for nxiving it to the Bolivar Street area for historic buildings. 1`

their funds are limited and it would not be practical. !�
If Councilman Robinson questioned if they could use the building if left at the presont
' location. He was told that they could, since they are running out of space at
J their facility on Madison Street.
Carolyn Ashford, Director of the Department of Natural Resources and State
Historic Preservation Officer, appeared before the Council and requested that '

�i the building should be preserved on its original site giving it consideration when;
designing the new police building.

Charlotte Watchinski, Executive Director, Missouri Heritage Trust Inc. ,
appeared to inform the Council that the board voted unanimously to actively
oppose demolition of the old jail building. They also urge the Council to
approach destruction of an historic site with prudent and precise knowledge of
federal regulations and the ramifications of violation.
Col. E. I. Hockaday appeared and stated that he would like to see the building
preserved. The Police Department would have a golden opportunity to prepare
an educational exhibit for visitors and young people in the community, which
would be good for public relations.
Councilman Robinson asked Mr. Jablonsky if either design for the new Police
Facility would take in the old jail. He was told that the new building is an el
shape at this time, which would surround the old building.
Councilman Brant said that he was familiar with the stand of the Police Committee,
and the other members of the Council should hear the other side of the question,
so that it could be concluded at this meeting.

Patrick Healey, System Manager of International Telemeter Corporation, CATV.
i appeared before the Council to explain the request for a rate increase of . 80�
for one outlet and $1. 25 for each additional outlet. He had submitted a list of

il persons who have not received connections and a financial statement of the
1i company. fie advised the Council that if the rate Increase was approved, the
company would be able to serve all of those within 5001 within six months,
improved channel selection, additional new services to the subscriber and the
introduction of Pay-TV.
Mayor Hyder commented that the financial statement reflected that the company',
is receiving excellent returni..i.
Mr. Healey replied that thiti statement just shows International Telemeter of
Jefferfion City, a 1. 20/'o return is not rtcccptrabic for the company. The plant is
fifteen yeart4 old and much of the- equipment is In need of replacement.
Councilman flartsfield wallted to know the annual return for the holding company.

Council would be notifted prior to the incrva:w and they would have the power to
refune the increase.
Mayor Hyder iiald that lie had been informed that the company had been offered
11 $250 per connection In January, which would be in excess of $2, 000, 000, and
wondered why they did not accept the offer. lie was told that the offer was not
reasonable - $500 per connection would be considered it reasonable offer.
Councilman Brant said that he could riot vote for a rate increase until the
people on the list have been hooked tip and requested that the City Attorney
advise the company that the subscribers be hooked tip or the cornpany's franchise
:1 would be revoked.
Councilman Hartsfield said that the basic issue is that the company has not liven
up to their franchise and moved that no rate increase be granted until franchise :
ordinance has been fully complied with and basic questions answered. Motion
passed unanimously.

In regard to the disposition of the Old Jail Building, Councilman Whitecotton ,Old Jail.
said that as Chairman of the Police Committee, it was his opinion that it
should be removed from its present location and reconstructed on another lot.
Tom Benton, Director of Planning and Code Enforcement, informed the
Council that the location of tile old building, with the new facility built around
it, would detract from the new building. If the old structure remains, extensive
work would have to be done to rehabilitate it and it would be very difficult
and costly to move to another location.
Councilman Robinson was of the opinion that due to the size of the structure
(181 x 351) it should remain in its present location for the Historical Society to
renovate.
Mayor Hyder stated that it would cost a considerable amount of money to
j! preserve or move the building and one alternative would be to have it withdrawl
from the historical list.

Councilman Hartsfield, as a member of the Police Committee, moved that the
old jail be dismantled in a manner so it could be resurrected and proceed with
the new police facility. Motion was seconded by Councilman Whitecotton. Y
Councilman Hager stated that it would cost approximately $75, 000 to move the
i building, which he thought would be a little far fetched. !
Councilman Borgmeyer said that the Council should make a decision and
suggested that the building be given to the Historical Society and for them to
seek funds for removal.
Councilman Hartsfield's motion was then put to vote end failed to pass with four
councilmen voting Aye and five Nay.
Councilman Borgmeyer then moved that the city offer the building to the Histori al
Society and they come back to the Council, within six months, with recommend
tions, subject to approval of the Council. Motion passed,
Councilwoman McDowell said that the city should have a preservation board or
committee and that we could get grants to preserve the building.
B - 341. Mayor Hyder informed the Council that HB-341 states that public drunkeness is
no longer a public offense. This is in conflict with our present ordinances and
it will be necessary to enact legislation to comply with the State Statutes.

passed.
