The minutes of the meeting of September 19th and the Special ;: Meeting of September 26th were approved as received. - - _ - - - _ _ ; A Public Hearing was held on the rezoning of Lot No. 1, South 'Public Subdivision in the City of Jefferson, which is located off South Hearing. ; Ten Mile Drive, from RS-1 (single family) to RD (duplex) . Bill Graham, 3234 South Ten Mile Drive, filed a petition in ;: protest to the rezoning. All signers own land adjoining or across ,; the street from the area to be rezoned . Tom Benton, Director of Planning, said there was an error on r the zoning map of the four lot subdivision and he assumed that the subdivision was located across from the filling station. fie lsuggested that the request be referred back to the Planning and ;I Zoning Commission. 11 Councilman Hager moved that the request be referred to the ;, Planning and Zoning Commission. Motion passed. A Public Hearing was held on the rezoning of all that part of Public ! Lots 300, 289, 288 and 253, and all of Lot 301, of said La.ndwehr Hearing. ; Hills Subdivision, Section 8, and all that part of Lots 216, 217 and 230, and all of Lot 218 of said Landwehr Hills Subdivision, , Section 6, from RS-2 (single family) to RD (duplex) . They are the Charles ,;; Kuensting property located at 1301 Monroe and the Roman Renkemeyer ,; roperty located at 308 Russell Street. The latest offer of !I ,:�M,000 and $22,200 respectively was made last month. They !" City ',requested that the Council approve condemnation of these properties.jj Attorney., Mayor Hyder requested that the City Attorney prepare the ,,appropriate Ordinance of condemnation. - - � Civil ;,Mayor Hyder requested that the Council approve C. September 29, 1977. ;Dear Mr. Mayor: We, the undersigned, request that the City Council 's Finance �! ':Committee give serious consideration to the elimination of City E Finance �'Automobile licenses (i.e. , auto stickers) . Committee ;, This particular form of taxation is an inconvenience to both !!the city and the taxpayer. It is not a major source of revenue foril !!the city government. In addition, there are costs involved with !'the purchase, issuance and enforcement of these "stickers". Our city finances have been enhanced by several new and �! ,lincreased sources of revenue since the enactment of the city I ;;automobile license ordinance. Since it represents a nuisance to !both the city and the people , we encourage its elimination prior ,C Ilto July 1, 1978. That all fire fighters presently with five (5) 'Accounts, years of service or more shall receive in addi- itlaims tion to salary proposal increases of base pay, lind one (1) per cent as a reward for continuous I?ersonnel ; service, which shall continue as one (1) percentI,,Committee each year thereafter, on their respective i'Report. anniversary date. Proposal I is of most importance for the men, they have not asked i1for parity with the Police Department but have used the maximum as starting salary for each position. :Proposal II - if enacted, the first years cost to the City would bel less than $6,000.00. The members of the Fire Department would like ;; Ito gain benefits for staying with the Department . Average years of Iservice is 10.66 with only four employees under 5 years service. i! Chief Willmeno told the Committee that it was his feeling that �� ! the most equal way to figure salaries for the Fire Department wouldi! ; figure be 12% below the Police Department, He said he had arrived at thatl based on take-home pay, since the Police have to pay both cial Security and LAGERS, however,, the Firemen are going to have ; to go from 3% to 5% out of salaries for retirement. After considerable discussion, Mr. Borgmeyer informed Mr. Brandt that a copy of the minutes and salary proposal would be sent to him in writing. Mr. Chatfield stated that this is a one-sided affair if ! finalized without further consideration and requested that they be able to plead their case before the Budget Committee. Mr. Wildhaber advised Mr. Chatfield that the negotiation had i Ibeen referred to the Accounts, Claims and Personnel Committee and Jt would be up to Mr. Borgme or, Chairman of the Committee, to call 11 his Committee again for further negotiations . Mr. Borgmeyer informed Mr. Chatfield that as soon as the ti Committee makes a decision, the information would be forwarded to him. The next matter of business was the Fire Chiefs proposed which had been questioned, since a Police Lieutenant ' s Maximum Salary is $17,469 - Fire Chief $17,250. II Mr. finger moved that the salary of the Fire Chief be adjusted t within 12% of the Chief of Police with a Minimum of $15,000 ; Maximum $20 175. Councilman Gordon thought it was unfair for a Captain on the Fire Department who has worked for about fifteen years, to make less than a beginning Policeman, Councilman Brant suggested that a Committee be appointed to ! make an in depth salary comparison. Councilman Rackers thought it would be logical to make all I before passing the Bill. Councilman Hartsfield moved that the word "step" be removed i Section 2. Motion passed. Install one (1) 6800 lumen mercury vapor light at the intersection of Minnesota Street and Bellvue Street. 2. Install one (1) 6800 lumen Light on the pole between 2021 and 2025 Tanner Bridge Road. 3. Install one (1) 6800 lumen light with metal pole at the northeast corner of the intersection of Woodridge Drive and Midway Street (underground facilities) . Adopted: October 3, 1977 /s/ Robert L.
