AWARDING BID FOR THE NJDEP ONFIR GRANT RIVER WALK PHASE HA
NORTHERN SECTION
WHEREAS, the Borough has publicly advertised for the receipt of bids for the NJDEP ONRR Grant River
Walk Phase BA —Northern Section Project•, and
WHEREAS, the Borough has solicited and received nine (9) bid proposals for the NJDEP. ONRR Grant
River Walk Phase IIA —Northern Section Project as follows:
Base Bid
1. Epic Management, Inc. $2,769,110.00
2. Capela Construction $3,297,650.00
3. Agate Construction $3,520,148.50
4. Bird Construction $3,522,243.30
5. Sparwick Contracting - $3,680,345.00
6. Grade Construction $3,681,335.82
7. JRCruz Corp. $3,790,000.00
8. Flanagan's Contracting $4,211,258.00
9. Marble, Inc. $4,717,117.00
WHEREAS, Epic Management, Inc., of Piscataway, NJ has submitted the lowest bid for said contract as
evidenced by the response on file with the Borough's Purchasing Department and with the Borough
Engineer; and
WHEREAS, the Borough Engineer has reviewed the above bid proposals and has recommended the award
of a contract to Epic Management, Inc., in a total amount not to exceed $2,768,110.00, per attached award
letter; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose.

NOW THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of Carteret as
follows;
1. That the appropriate Borough Officials are hereby authorized to enter into a contract
with Epic Management, Inc., of Piscataway, NJ for the Project for the slim of
$2,768,110.00 in accordance in all respects with the request for proposals and bid on
same.
2. 'Find a copy of this Resolution shall be forwarded to the Borough's Purchasing
Department, the Borough's Consulting Engineers Colliers Engineering & Design and
the Borough's Director of Engineering.
3. That the aforementioned award of bid is contingent upon formal approval from the
New Jersey Department of Labor, Division of Wage and Hour Compliance.
4. That the aforementioned award of bid is contingent upon review and approval of the
bid documents by the Borough Attorney, NJDEP ONRR, NJDEP Green Acres and
the availability of funds.

On Tuesday, November 29, 2022 at 11:00 am, bids were received for the Borough's River Walk Phase
IIA - Northern Section, A total of nine (9) bids were received and the results are summarized below.
We have reviewed the bids and found them to be in order. A detailed bid tabulation is attached.

Our office has worked with the apparent low bidder recently, and their work has been found to be
acceptable. Based upon our review of the above referenced bid, it is our recommendation that the
contract be awarded to Epic Management, Inc., 136 Eleventh Street, Piscataway, NJ 08854 for the
total base bid amount of $2,768,110.00.
