The meeting was called to adopt the Budget, allocate Revenue Shari ]Funds, presentation from Chamber of Commerce involving an industri ', site, and opening of bids for the trade of service revolvers for juse of the Police Department. !:Mayor Hyder stated that he had a request from the Chamber of ,,Commerce in regard to the means of acquiring an industrial site. Industriat7he City could acquire the tract, with an agreement by which the Site. :1:!Council could recover money plus interest. The funds which have !I ;been set aside for the Capitol West Project could be used for the ,.Purchase of the site since they probably will not be needed until metime in the 19801s . He then presented Joe DeLong to advise the ,. .I ;,Council on possibilities of development. Mr. DeLong explained that the Chamber of Commerce has no cash ;flow. They have plants which are leased to McGraw Edison and ;;mortgaged in the amount of $500,000. One plant pays off in about 11h years . There is a land problem in the Jefferson City Area. The ; Aonly areas available with rail service are Cole Junction and Algoa !iReformatory. The Chamber has an option on a tract of land 100-105 1: -ac res, located between the Moreau River and Algoa Gate, @ 2 500 1per acre, which expires November lat. One prospect spent 000 ,!surveying, test boring, digging well, etc. The Chamber is proposing that the City buy the land and hold 3h years, at which time the Chamber could put a first mortgage II ( on Plant "A" and reimburse the City. After considerable discussion,j lCouncilman Robinson moved that the City purchase the land and be !reimbursed in four years or less , plus interest of 6r/,. Motion 1,was seconded by Councilman Gordon. Councilman Hartsfield said he had some reservations on the ,;ability of the Chamber to repay in four years . Taxpayers pay for 11service instead of ventures and tax money should only be used for public service. j, Mr. DeLong said that creating industrial sites or parks is a '(function of most cities and the City would benefit from the lincreased employment. Councilman Brant said that he favored the proposal and ,requested that the Council have more input with the Industrial , Committee. Councilman Wildhaber requested more security for the City. II Mr.DeLong said the City could request a second mortgage on , their two buildings, which are valued at $1,125,000.00. Councilman Wildhaber then moved that the motion be amended to include the collateral. The motion of Councilman Robinson passed by the following vote. Councilmen voting Aye: Brant, Gordon, Hager, McDowell, Rackers, Robinson and Wildhaber. lCouncilmen voting Nay: Borgmeyer and Hartsfield. !Councilmen absent: Whitecotton, absent with leave. Councilmen voting Nay: Robinson. iCouncilmen absent: Whitecotton, absent with leave. .Opening ( The following bid was received for the trade of service revolvers II of 11for use of the Police Department: 4 Bids . ! Don Streicher Guns, Inc. 65 Smith and Wesson revolvers Model 67's for 65 Model 15 's I in trade. The difference guns for gun per each item would be $73.50 each,, freight prepaid. Councilman Brant moved that-the-bid-be rejected . Motion passed. 202. __._. ... Special Council, Meeting, .October 27,, 1977. l4Councilman Wildhaber, Chairman of the Finance Committee, presented 11the following recommendations and motions . He said that the City ;,has a total budget of $5,224,025 .44 with a $140,000 cushion, and possibly an additional $200,000: MOTIONS Councilman Brant made the motion for Councilwoman McDowell to I!!'get the estimated cost of a City wide letter head and have a , proposed sample to be used. She is-to report back her findings by , the end of the budget hearings . Motion carried. Councilman Borgmeyer made the motion to check into hiring a ;;Finance .;janitor/messenger combination when present ,janitorial services Committee "expire. Motion carried. ,Report ii Councilman Hager made the motion to tentatively approve hiring ,;an Assistant Animal Control Officer, Jacqueline Johnson, as recommended by Mr. McKinney, until the regular Council meeting. ,Motion carried. Councilman Hager made the motion to grant a 6% increase in ;!salary to all Departments . Brant second. Councilman Hager agreed fto a substitute motion by Councilman Hartsfield to grant high ?; option insurance coverage and a 6% salary increase to all 1±Departments . Councilman Rackers second, motion carried. �( Councilman Hager made the motion to postpone the merit increase ,until the report is received from the Salary Committee, with a time ' ;limit of 90 days . Mayor Hyder Second. Motion carried, b i Councilman Rackers moved the exception be made and a 6/a ! increase in salary,' plus $75 be added to Chief Patton's salary, to compensate the loss of his car allowance, Motion carried. j Councilman Whitecotton made the motion to raise the patrolmen Ito $800 after the 6% salary increase. Motion carried. RECOMMENDATIONS That all Department Heads come before the Council and request an appropriation for any category where additional funds are needed .: before all funds are expended. All furniture requests are to be brought before the Furniture ACommittee and all requests to attend conferences , training, etc. , are to be brought before the appropriate Committee for each Department before attending. �' HEALTH DEPARTMENT: E Gat the Weed Ordinance to the Health Committee for possible ; revision concerning additional cost incurred by the City to be +passed on to the land owner on mowing lots that are bid out . Check out the possibility of getting another telephone lino ;'added to present system. !� Check out the possibility of getting a less expensive beeper ;service. FIRE DEPARTMENT: Chief Willmeno is to check with the City Attorney concerning Finance ! roof repair. 'Committee Recommend the Street Department and Fire Department submit Report . ,;truck bids together for best possible bids . Any requested additional personnel be referred to the Council Claims and Personnel Committee. ! Mileage was not allowed for the License Inspector and he had ;requested that it be added on his salary as was done for the Chief Hof Police. Councilman Hartsfield moved that these two remain as before ! the budget hearings, to be reviewed at a future date. Motion was seconded by Councilman Robinson. Motion passed. Councilman Rackers moved that expense accounts be corrected within 90 days and the City should not furnish automobiles plus an i allowance. Motion seconded by Councilman Wildhaber. Motion passed. Councilman Wildhaber moved that the budget be adopted, as amended. Motion passed. j - - - - - - - - - - The City Assessor appeared in regard to his request for additional Assessor. help. He said that he needed someone in the office at all times to ' answer the phone, and that the County is doing a lot of clerical work for the City. Councilman Wildhaber moved that the Council allow full-time ,person in the Assessor's Office at a salary of $6,048.00 and strike part-time help. On motion of Councilman Borgmeyer, seconded by Councilman Rackers, the request was approved. Motion passed. jCouncilman Hartsfield stated that the Finance Committee Meeting ( held on Monday, October 24th, was unbecoming and less than business ( like. Adjournment.
