At the budget hearing of the City Council held on October 18,
;19779 I was requested by members of that Council to obtain the
resignation of Mr. 0. T. Ely, Sanitarian. It was felt that as he io,
well over the retirement age, we should thus comply with the regular!
, tions of the Ordinance of the City.
I regret losing the services of Mr. Ely, who has served the
City in this Department for many years , but the City Code is quite
Specific in this matter. Consequently, I am asking Mr. Ely to
submit his resignation to be effective the 31st of March, 1978.

11) Tom Benton presented a request to increase staff for the
Department of Planning and Code Enforcement. The new positions
would include a Planner, which was approved during the past budget
hearings, and a Supervisor of Building Regulations, which would be. :!
a newly titled position. A motion was made and approved to refer
the request for the new position to the Accounts, Claims and
( Personnel Committee: A separate motion was made and approved to I'
hire Kevin Roods for the position of Planner, effective immediately,t
, at a salary of $900.00 a month. I�
2) A petition was received from the residents of Maywood for the i(
$5.00 curb and gutter program. The petition was referred to the ,
' Department of Public Works to determine the city's share of ;s
jparticipation.
Those present were Councilmen Brant, Borgmeyer, Robinson
Hager and Chairman Gordon, Also present were Larry Bates , Street
Commissioner, Tome Benton, Director of Planning, and Mike Bates, !

The Police Department Committee met with Chief Patton at Police !
Headquarters at 7:30 P.M. , Tuesday, November 1, 1977. Present were,
Members Hartsfield, Wildhaber and Whitecotton. Members McDowell j}
and Brant were absent with leave. Miss McDowell, however, appeared"iPolice
later in the evening. :1 Committee Also present were Mr. Tom Benton, Director of Planning and
Code Enforcement, Mr. Jablonski and Mr. Brzuchalski, of the Report.

Following a discussion the Committee adopted a motion by Mr.
Wildhaber, seconded by Mr. Hartsfield, for the preliminary approval]
! of the tentative plan of the proposed Police Building, as presentedl�

On motion of Mr. Hartsfield, seconded by Mr. Wildhaber, the }�
Committee approved Col. Patton's request to purchase a Microfilm f}
Cartridge Cabinet at the cost of $493,00. This item is supplied
by the 3 M Company only, On motion of Mr. Hartsfield, seconded by

Mr. Wildhaber, the Committee authorized the purchase of a cabinet 11
for the Master Criminal Record File Cards . To be obtained locally
at a cost of $330.00. ?;
The Committee approved the purchase of the 1978 supply
(25,000) Complaint File Cards, at the cost of $495,00 from a local f
i� supplier. The motion for approval was made by Mr. Wildhaber and iI
seconded by Miss McDowell.

Committee adopted a motion by Mr. Wildhaber, seconded by Mr. !
Hartsfield, authorizing the advertising, for bids on thirteen (13)
Police Motor Vehicles , using the same specifications as used in the
purchase of the Police vehicles to be replaced.
The Committee reviewed three applications for taxicab !�

, MEMORANDUM OF UNDERSTANDING between DEPARTMENT OF HIGHWAYS,
DEPARTMENT OF CONSERVATION and CITY OF JEFFERSON CITY, i
October 28, 1977.
1. The Department of Conservation concurs in location of an {
extension of State Highway 179 through a portion of land owned by
Right : the Department of Conservation, known as the Dulle Tract, along an i
of ': alignment shown as Alternate Route "B", (Station 39+00 to Station
Way 63+45) on a Highway Department map identified as the Final Stripf
Route ,, Map, Station 12+60 to Station 13+86, Route 179, Cole County, dated
179. June 15, 1977.
! 2. The Department of Highways affirms that the Route 179 extensia#1
ishall be at the alignment described above, It further affirms that!
' it will furnish (provide right-of-way, grade and pave) direct
' access from Route 179 onto lands owned by the Department of Conser-!I
! vation at sites mutually agreed upon which will include a public
! access to the Interpretive Center between Station 50+00 and
1Station 60+00; will permit the Department of Conservation to land-
{ scape the highway right-of-way consistent with highway safety as
; approved by the Highway Department (if the landscape plan produces
excessive maintenance, the Department of Conservation will share
;1 the maintenance services) ; and affirms that the right-of-way
i� purchase generally will be a strip 150 feet wide, and temporary i.
ileasements for drainage channel realignment will be held to a
;+ minimum. !
3. The City of Jefferson City affirms its intent to proceed
; within one year with purchase of right-of-way for the extension of
;; Route 179 as described above at a price of $5,000 per acre. The ;{
; City also affirms its willingness to purchase the. severed portion
of the Department of Conservation property lying to the southeast
;; of the above described location of Route 179 at the same price per
!iacre price, but it is understood that this last committment is

Councilman Borgmeyer moved that the Council proceed with acquiring I
right-of-way from 'the Conservation Commission and purchase the
1I'necessary property, which they require, at the purchase price of if
$5,000 per acre. Motion passed.

The Planning and Zoning Commission met on October 20, 1977, in the �1

Council Chambers of City Hall with the following members present: 14
Chairman Pierre Dominique, presiding; Members Mike Bates , Fred Bode.;
Dick Caplinger, Charles Dudenhoeffer, Jr. , Seth Evans, Gale Hackmanvil
Carolyn McDowell, Obie Munzell and Fred Rost. Members present were-":
F.E."Buck" Robinson. Also present was Thomas H. Benton, Director 11

The following items of business were transacted: and
il. The application of Mr. and Mrs . Terry Schlemeier, represented !Zoning
by Mr. L. H. Wilbers, to rezone Lot #1 of South Subdivision, was Commission
discussed. Mr. Bill Graham, 3234 South Ten Mile drive, appeared in ,Report .
opposition to this request. After considerable discussion, Carolyn
McDowell made a motion the request be withdrawn and the filing fee
of $50.00 be refunded. This motion was seconded by Mr. Dick
1Caplinger and passed unanimously.
2. The request of Mr. Richard Groner for approval of the -
preliminary plat of Fox Creek Subdivision, Section 2, was approved ;I
with the motion made by Mr. Caplinger and the second by Mrs . Munzell.
Mr. Groner will be instructed to proceed with submission of the
final plat.
3. The preliminary plat of Windsor Investment Corporation was
Iconsidered. A motion to approve this plat was made by Mr. Duden-
hoeffer with the second by Mrs . Munzell.
This plat was approved
subject to alignment of the streets in said subdivision. The
applicant will be instructed to proceed with the submission of the
final plat.
14. The application from Windsor Investment Corporation to rezone
iproperty located south of Buehrle Drive from RS-2 (single family)
Ito RD (duplex) was held over until the November meeting due to
insufficient information.
15. The preliminary plat of Early American Subdivision presented
I by H. J. Noutzler was approved with the motion made by Mr. Caplin&mr!
and the second by Mr. Rost. Mr. Neutzler will be instructed to iI
I' proceed with the submission of the final plat .
6. Theapflication from Michael P. and Winifred R. Riley to
rezone L o t 12L and 13M of Crader Addition from RS-1 (singiefamily) .l
ito RD (duplex) was considered. A motion was made by Mr. Dudenhoefet
land seconded by Mrs. Munzell to approve the rezoning for Lot 12L !I'
and 13M from RS-1 (single family) to RD (duplex) . This motion 1i
passed by the following vote:
Members Voting Aye: Bates , Bode, Dudenhoeffer, Evans ,
Hackman, Munzell and Rost.
Members Voting Nay:: Caplinger and McDowell.
Another motion was made by Mr. Rost and the second by Mr.
Evans to rezone Lots 10J and 11K, and the corner lot of Crader
Addition from RS-1 (single family) to RD (duple;k) . This mbtion, was .
approved by the following vote: -
Members Voting Aye: Bates, Bode, Caplinger, Dudenhoeffer,
Evans, Hackman and Rost.
Members Voting-,Nay: : McDowell and Munzell.
7. The application from Patrick, Gilbert and Bernard Schanzmeeri I
to rezone property located between Sun Meadow Lane and 'Route "C ' , 11
from RS-3 (single family) and C-4 (planned commercial) to C-2
(general commercial) was considered. Mr. Fred Seaman appeared in
opposition to this request and presented a petition station
opposition. After considerable discussion, this request was denied !,
Iwith the motion made by Mr. Caplinger and seconded by Mr.
Dudenhoeffer.
Mr. Scott Cantine of Harland-Bartholomew and Associates
appeared before the Commission and presented preliminary studies
which are being prepared for the updating of the Comprehensive Plan "
for the Jefferson City area. A general discussion was held
relative to the planning functions of the City.
The next meeting of the Planning and Zoning Commission was
scheduled for November 10, 1977.
There being no further business at this time, the meeting
adjourned.

A meeting of the Airport Commission was held at 12: 30 p.m. , Tuesday,;
October 25, 1977 at the Jefferson City Memorial Airport. Those
jpresent were: CAairman Hendren; Members present were: Hartsfield, f!
00chsner, Borgmeyer, Miller, Whitecotton, Rackers and Bates. Also
;; present were: J. Stauffer, News Tribune; S. Elton, Station KWOS,
!! E. Taylor and J. Randolph, Airpport Manager.
The minutes of the Septembev 29, 1977, meeting were presented. i
; There being no objections or corrections , Mr. Rackers made a motion;!!
'ito ap rove the minutes as presented. The motion was seconded by
Airport Air ?!Mr.
p itecotton and unanimously adopted.
Commission' The financial report for October, 1977, was presented. After
Report.�fdiscussion Mr. Ochsner made a motion to approve the report. The
emotion was seconded by Mr. Hartsfield and unanimously adopted.
Mr. Randolph reported that the hot water heater had sprung a
;ileak. One plumbing company suggested that a new heater was needed. '
HAnother plumbing company was .called and they reported that by
, installing new gaskets, felt that the condition would be cured. He;;
, reported that he authorized the second company to go ahead with the ;
,: installation of the gaskets .
A letter from Mr. Kenneth H. Wilson was read wherein he
drequested permission to erect a steel T Hangar immediately to the
I! rear of the Airport Maintenance Building. Mr. Randolph said that
�ithat was the area designated for T Hangar construction and he
, recommended that Mr. Wilson's request be granted. After discussion;;
' Mr. Borgmeyer made a motion authorizing the Airport Manager to
I� negotiate a lease with Mr. Wilson at the going rate of 10�. per '!
; square foot per year. The motion was seconded by Mr. Rackers and i
rwas unanimously approved.
Mr. Randolph reported that the 12/30 Runway Overlay Project
land the Lighting Project for runway 8/26 were completed and that {
'fall cost had been paid, including construction, engineering and i!
!" testing. Application for the reimbursement from the FAA would be j;
; made immediately.
Authority toadvertise for the construction of a water line andjl
sewer line to the new Airport Maintenance Building was requested.
Mr. Randolph said that the moneyy was in the budget for these pro-
jects . After discussion Mr. Ochsner made a motion to authorize thee,
4ublic Works Department to advertise the bids for these projects .
Seconded by Mr. Borgmeyer and unanimously adopted.
Mr. Randolph reported that there had been a number of
; complaints regarding the new limousing service. Principally, most
; of the time a telephone call had to be made to get a limousine or
taxi to come to the airport to meet incoming passengers . Mr.
Whitecotton said that he would take this question up with the {j
: Police Committee at their next meeting, and would see what action
could be taken to alleviate this condition. {
{, In a final report to the Commission, Mr. Randolph reported as I
`�' of September 25, there is $221 ,010.98 in the Airport Fund, He also'
stated that it appears that the purchase of the Rost Property for a�
' transfer to the Lincoln University was close, which would mean an 11
;( expenditure from the Airport Fund of approximately $86,000. The I�
remaining funds in the fund would be needed to match the city
funding necessary for the proposed 12/30 runway extension. He also
!4rep rte d that 90 per cent of the $86,000 would be reimbursable from
the FAA as soon as the Environmental Impact Statement and a public
{1hearing on the said impact statement were approved by the FAA. He
{ then said that all the projects that had been in the original
�1three-year plan had been completed. He then thanked -the Airport
' Commission members for their work that year and cooperation during
his tenure as Airport Manager of the Jefferson City Airport.

be covered by the Missouri Employment Security Law and should be Emplymt. am
No. 1 on the Agenda for the next Council Meeting. i'Security
Mayor Hyder informed him that it is under study by the City Law.
Attorney and he will make recommendations to the Council.

Councilman Robinson said that he had received complaints in regard
to littering on parking lots parking garage, and the beautifica-
tion pro ect. He wondered U the City has an Ordinance prohibiting'
persons Irom leaving places of business with a beer can, bottle of kittering.

Councilman Hager informed him that the City Attorney is
preparing an Ordinance at this time.
