The Minutes of the meeting of November 21st were approved as II received. - - - - - - - - - - Resignation ` A letter of resignation was received from John B. Haslag, Electrical Electrical ;' Inspector, effective December 15, 1977. Inspector. The communication was ordered filed. ! - _ :! The following was received from Fred F. Rost, Jr. , Frank Twehous Zoning ;! and Seth. T. Evans , et al : Request . ; Dear Mayor and Members of the Council: This is our official notification of intent to withdraw the zoning request on the property owned by Twehous , Rost and Evans , ,! et al. We are withdrawing this request to further study the property and upon completion of the study, we will re-submit our iizoning request and revised plan to the Planning and Zoning �lCommission for their consideration. Motion passed . 11 Councilman Borgmeyer presented the-following report : 'iThe Police Department Committee met at Police Headquarters at 7:00 !J.M. , Tuesday, November 22, 1977, with members McDowell, Brant, , Wildhaber and Whitecotton present. Mr. Hartsfield had been excused ' Also present were Chief Patton, Captain Duncan, J.C.P.D. , and Mr. Police iJablonski and Mr. Brzuchalski of the Archit6ctural Firm of Committee ,! Jablonski and Associates . Report. I The proposed Police Building plans and specifications were again reviewed with questions and suggestions by Committee members .. I The Committee adopted a motion by Dr. Brant, seconded by Miss ii McDowell, to refer the proposed police building plans and specifi- I cations to the Committee of the Whole with approval and recommenda-: Lions of the Police Committee subject to some minor changes under consideration. !; These possible changes related to the number of windows ; the kitchen in the lounge; the coffee service in the class room or nearby; the excavation under the class room; however, no official action was taken by the Committee on these items. ! On motion of Miss McDowell, seconded by Mr. Wildhaber, the I� Committee rejected the bid submitted by Capital City Ford to furnish thirteen police vehicles . j Mr. Wildhaber moved that the Police Department be authorized to advertise for bids to furnish 13 police vehicles with trade-in, ' �+ and an alternate bid without trade-in, using the same specifica- tions as used previously. The motion seconded by Dr. Brant carried, Miss McDowell moved the acceptance of the bid submitted by the Law Enforcement Equipment Co. , to furnish sixty eight (68) police 1+ side arms at the cost of three thousand seven hundred forty-four dollars and eight cents ($3,744.08) with trade-in of present side i arms. The motion seconded by Dr. Brant was adopted. The Committee agreed on a suggestion by Mr.Wildhaber that the Committee of the Whole consider an exchange of the City owned lot i at Adams and McCarty for the lot south of the police station now held by the Housing Authority for future public parking. 229, Regular Council Meeting,.�December 5, 1977. Also 1' ..present was Mayor Robert Hyder, Chief L. E. Patton, Thomas H. j ;Benton and Mr. Art Jablonsky. ?; Mr. Whitecotton made a motion with the second by Mr. Wildhaber ; to accept the Police Committee report. The motion passed . Mayor Hyder asked if the exterior was expensive, Mr.Jablonskyi i: Report. indicated he did not think it was excessive. 2. Mr. Borgmeyer asked the square footage of this building and Mr. Jablonsky stated it would be 34,000 square feet . 3. Mayor Hyder inquired about the fascia. Mr. Jablonsky indicate' there would be 900 square feet of fascia. Also, Mr. Jablonskyil has sent off requesting samples of metal fascia. ! 114. Mr. Borgmeyer asked why metal was to be used for the fascia. Mr. Jablonsky replied it would be maintenance free, light 1 weight material , durable and economical. $ 5. Mr. Gordon asked if columns would interfere with room !j spacing and Mr. Jablonsky said it would not . Also stated there was one in the Record Room. ? 6. Mayor Hyder said we have had little response from the = Historical Society. They wish to take ppictures . ' i7. Mr. Wildhaber asked what savings would be realized if the ' basement under the classroom was eliminated. An estimate of $70,000 was given to him. Mr. Hartsfield made a motion to approve the preliminary plans and : authorize the architect to proceed with working drawings . This ;motion was seconded by Dr. Brant and motion was approved with no . dissenting votes . Bids should be let by early summer. Further work shall be taken to the Committee of the Whole. Membersil Commission1present were: Chairman Hendren, Munzell , Ochsner, Miller, Ott , Report.! Bates, Gordon, Whitecotton and Hartsfield. Also present were � B. Baysinger, News Tribune; J . Randolph, Airport Consultant; and j E. Taylor, Airport Manager. E The minutes of the October 25, 1977, meeting were presented. Ij ; Being no objection or corrections , Mr. Whitecotton made a motion ! Zito approve the minutes as presented. Motion seconded by Dr. ', Miller and unanimously adopted. ` The financial report for November, 1977, was presented. After;; ;' discussion, Mr. Ochsner made a motion to approve the report. The motion was seconded by Mr. Borgmeyer and unanimously adopted. ; It Mr. Ott presented- the report of the Building and Grounds !! , Committee on the selection of an engineer for the extension of the (` runwa The selection was R.F.Verslues and Associates. (copy ! he attacd) After some discussion, Mr. Ott made a motion to approve i! the recommendation. The motion was seconded by Mr. Borgmeyer and 1; unanimously adopted. Mr, Taylor reported on the request of Missouri Power to '! , replace three power poles with one large pole beside the Central ; Trust Bank Hangar. The new pole site is not acceptable to the 1 ; airport nor to the owners of the hangar. Mr. Taylor discussed thejE situation with Mr. Cook of CTB and it wasithe opinion of both that �j j; the entire pole line should be removed and the power lines should �r i+ 'j 230. After discussion, Mr. Whitecotton moved 11 that the matter be referred to the Building and Grounds Committee . for further study and negotiations. Motion was seconded by 1Dr. Miller and unanimously passed. Mr. Taylor reported that the newest tower controller had 'received notice from the F.A.A. and that there was strong possibil I;ity he would be leaving in two to six months . The airport recently ;: ireceived a hand delivered application from a controller who had Just recently completed his tour of military tower duty in Sicily. Mr. Taylor recommended that the new applicant be hired on a part time basis (20 hours per week @ $3.00 per hr.) . This would provide . the airport with a ready trained controller to take the place of (one of the present controllers moving to a new position. After Airport discussion, Dr. Miller made a motion to accept the reommendation. Commission ,lMr. Ochsner seconded the motion and it was unanimously adopted. Report. Mr. Taylor reported that he and Mr. Randolph had met with �iCol. Finney, Missouri National Guard, and the Guard plans to begin i�their fill construction program in the spring and construction on their building in the fall. Chairman Hendren instructed Mr. Taylor to obtain the letter of agreement between the City of Jefferson and the Guard on the amount ; and cost of the fill . Airport funds are not to be used for these I�purposes. �( Mr. Taylor reported on a telephone conversation between Mr. 'Randolph and Mayor Hyder, regarding the property under purchase to be traded for the Lincoln Property. The deed for the property . should be available in one or two weeks . Mr. Taylor reported that the carpet in the conference room and 'l the tower had come apart at the seams and was badly deteriorated. I cannot be further glued or sewn together. He recommended that ( the carpet be replaced. After discussion, the Commission instructed ( Mr. Taylor to get estimates on the job and to use the same carpet specifications used for the restaurant. Mr. Taylor told the Commission that having only one pay phone in the Terminal was a great handicap because of high usage, ! especially at flight time. Commission asked Mr. Hartsfield if he 11would look into the matter. I� Mr. Taylor asked the permission of the Commission to close the "control tower on Christmas Day, December 25, 1977, and New Years ,!Day, January 1 , 1973. Proper notams will be filed. Mr. Borgmeyer ;made the motion to approve the request, seconded by Mr, Munzell and : :,unanimously adopted. Chairman Hendren noted that in the past the Airport Commission !' , did not meet in December, and recommended the same be followed in j1977. The recommendation was unanimously passed. This cost recovery system shall EPA Grant , comply with the requirements of P. L. 92.500 and all regulations and guidelines pertaining thereto. In the interim, the City shall submit an annual certification affirming the non-existence of industrial discharges to this facility and shall maintain such records and documents as necessary to substantiate the certification. Adopted: December 5, 1977. /s/ Robert L. Hyder, Mayor. Councilman Robinson moved that the Resolution be adopted. Motion passed. Deppt. of Councilman Gordon referred a request for a street light on Rock 1jpublic Hill Road to the Department of Public Works . ;,Works . ~ Councilman Gordon said that there is a real traffic problem at the Dix Road and West Main intersection and suggested that a policeman 'Parking and be put there to facilitate traffic movement . Traffic Councilman Borgmeyer was opposed, since there are a lot of bad Commission. iintersections . The Director of Public Works said that a traffic �icount has been made but the traffic does not warrant signals . !, Improvements of some kind will be made, also at Clark Avenue and ' East McCarty Streets . Councilman Gordon then referred the matter to the Parking and ' Traffic Commission. Marvin Gillock Chairman of the Transit Authority, nformed the Council that the Resolution which they adopted in September was not!' ; acceptable to the Department of Transportation, since the Union is ( still certified by the State Board of Mediation. The petition to !' Dave Autry, State Department of Transportation, said that the ,. ',Department of Labor still considers the employees to be represented l{' I�by the Union and the Grant will not be approved unless the Council 1I (adopts this Resolution. • it Mayor Hyder stated that in his opinion the employees were no �! i,longer represented by the Union, since they had petitioned to be side-certified. Councilman Hartsfield then moved that the Resolution in Transit question be adopted. There was no second to the motion, so Mayor Authority !Hyder ruled that the motion died in want of a second . Resolution; Mayor Hyder recommended that all wording that has anything to do with the Union be stricken from the Resolution and a new 1IResolution would be considered at the next Council Meeting. !j - - - - - - - - - - ':;Mayor Hyder stated that he and the City Attorney had been discussing ; the Ordinance for Cable T V. They are not sure what amount is ';being paid for International Telemeter. The proposed purchaser of ''the System is borrowing $8,000,000 from a bank and $1,700,000 from Ithe present System, there is no actual Corporation. He requested Cable IMr. W. R. Brazeal, Executive Vice President, Community T V. jTele-Communications , Inc. , to provide this information with a 'request for a transfer of Franchise to the Council.. Mr. Brazeal said that the Corporation was organized , September 27, 1977. They have had an evaluation made by an independent consultant and would provide the requested information to the Council . Mr. Brazeal said that he desperately needed written proof that , ! the Council would approve the transfer before the end of the year, I �1so as to facilitate their loan. ,t The City Attorney interrogated Mr. Brazeal in regard to their assets of the Company and the fact that the parent company holds " approximately 42% of the stock of Athena Corporation, which is the ; owner of International Telemeter, i tI Councilman Hager moved that a certified copy of the Minutes ofl !; the meeting of November 219t, in which a motion was passed to appprove the transfer of the Franchise, contingent on the Company ,making extensions of service to those on list by the end of the ! year, and a copy of the proposed Ordinance, be sent to Mr. Brazeal. j Motion passed. Councilman Brant again requested a list of persons who had ;,applied for Cable T V• - Transit ; Councilman Brant stated that there are not enough buses to Authority,ltransport students safely at Immaculate Conception, East and South Schools . He referred the matter to the TransitAuthority to come up ;;with some suggestions . - - - - - - - - - - Police lCouncilman Borgmeyer moved that the Council authorize Jablonsky and Facility.FAssociates to proceed with the drawings of the new police facility. !
