Councilman Gordon, Chairman of the Salary Study Committee, Salary `presented the following report: y ;Study ' The Salary Study Committee met on November 3, 8, December 1 , 7, :;Committee 113 and 19, 1977, to formulate the following report and Report . ,recommendations . i The Committee first obtained the computer salary statistics "` from the Missouri Municipal League for all cities with a population ,, iiof between 20,000 and 60,000. This list included the following: Blue Springs - Kirkwood - Cape Girardeau - Overland - Columbia - Raytown - Ferguson - St . Charles - Gladstone - �} Sedalia - Joplin - University City - Webster Groves . The second step was to select the comparable title position . from the Municipal League study for each of our employees . We then: computed the average of the "average range" to determine our 'median" salary for each employee. This median salary was origin- ally intended to be the middle step of a five step salary range. ? However, it was necessary to add a sixth step to each bracket to prevent the study from becoming outdated too quickly. The third step was to obtain the cost of living statistics which are as follows : September 1972 - 1973 - 7 .4% � ` 1973 - 1974 - 12.0% ?� 1974 - 1975 - 7. 8% 1975 - 1976 - 5 .5% 1976 - 1977 - 6 .6% The average cost of living was 7.8% per year. Therefore, The Committee based their salary range on a six step system with 7% ' increments. `€ No attempt was made to analyze the job responsibilities of i each position within'- the City structure. The proposed salary , ranges are based strictly on the Municipal League average range jstatistics and we did not attempt to justify individual changes 'with respect to salary range. The Committee recommends that a 1salary ordinance proposing the minimum-maximum range for each job classification be adopted. (Please refer to Attachment A) . The Committee did review the salary of each employee with ;respect to the proposed salary range and recommends salary Iincreases as outlined on Page 4. It is the Committee's recommenda- tion that the Police Chief no longer receive an auto allowance when !' 'he is granted the suggested raise in salary. The Committee recommends that a total of two (2%) per cent of j Ithe annual salary be allocated for merit raises . However, the ,l Salary money would be distributed on a basis of $205 per employee per . Study Department rather than a flat 2%. It is further recommended that ; Committee each Department Head must submit the suggested list- of salary !'Report . increases to the Council Committee on Accounts, Claims and Personnel. This Committee will approve, r=ct or alter the (proposal before it is finally approved by t e City Council. It is the intent to complete this process so that all new salaries can become effective by February 1, 1978. For a breakdown} fof merit cost by Department, please refer to Page 5 . The Committee recommends that all new employees be hired on a six (6) month probationary period and automatically receive a five (5%) per cent salary increase when they are placed on the permanentil ,payroll at the end of the probationary period. The City Clerk shall notify all Department Heads of this new policy. The Committee recommends that Department Heads should not receive Holiday Pay and further, that only the Police and Fire personnel who actually work a holiday shall be entitled to Holiday !! Pay. 1� The Committee recommends that the titles of "Fireman I" and `I 'Fireman II" be eliminated and all employees with these titles shall !; be referred to as "Fireman" . �! The Committee was surprised to learn that the City has paid a is total of $116,320 for overtime and holiday pay for fiscal year 1977.1; It is suggested that the Mayor appoint a special committee to meet I� with Department Heads to discuss the subject of overtime pay. We further suggest that a system be established to inform the Mayor an4� City Council of payment being made to employees and to insure that the overtime program is not being abused. 237. Regular Council Meeting, December 19,, - The Committee suggests that during the Budget proceedings the jjDeyartment Heads shall submit a list of overtime payments and holiday payments for each employee covering the preceding twelve ,months. This information should be furnished to the Finance ;Committee. The Committee has worked at an accelerated pace so that the '.proper Ordinance can be drafted and adopted as soon as possible. ; The Committee cannot over-emphasize the importance of accepting and ,: ;;adopting this report at the next Council meeting. Brant :►Councilman Gordon requested that the City Attorney have the j!necessary Ordinance prepared for the next Council meeting. - - - - - - - - - - ;,The following report of the Parking and Traffic Commission was ;;presented to the Council: The Parking and Traffic Commission meeting was held December 8, '1977, 7:30 a.m. , at the Police Station, with all members present. The Commission made the following recommendations : ;j) Mr. Gerling appeared representing St. Peter's School and Church, requesting a loading zone in the 300 block of West High. !!After some discussion a motion was made and carried to recommend q;;the installation of three short term parking meters just west of !1 :!.the school entrance on the north side of West High. This recommen- j! ;:dation was referred to the Parking Authority for comment. 2) Request to remove parking a distance of 150 feet along the 11south curb of East Miller Street cast of the east curb of 1! Lafayette Street was approved. i3) To install a Stop Sign on Scenic before entering Landwehr 'Mills Road. �A) Councilmen Gordon and Hartsfield appeared before the :(Commission requesting a traffic patrolman during the morning and ,jevening peak hours at West Main and Dix Road. Motion was approved ;ion a 60 day trial basis . The Commission denied the following requests: 1) Parking on the south side of Ellis Boulevard. ,i'2 Two spaces of hourly parking at Community Park Village. Parking ':Consideration of installing, parking meters on West Main west of the and ::Capitol Building and on the south side of Iligh Street from Traffic Broadway to Mulberry was held over. Commission '; Chief Patton pointed out he had received several calls Report. !concerning the establishing of snow routes for the CitK. After ;,considerable discussion, Councilman Hager moved that this question lbe held over for further study and that the remaining Council : be polled concerning the number of calls they have had ! regarding this issue. Wally Campbell and Bob Weidler from District 5,t Missouri State , Highway Department, appeared before the Commission o discuss "C".1problems at the intersection of Southwest Boulevard and Route I Mr. Campbell inf6rmed the Commission that the traffic volumes at Othe present time did not warrant signalization, but the District would take traffic counts in the area again prior to Christmas . I Mr. Campbell did say he felt the volumes would meet the require- wants in the very near future and at that time signals would be ( irotalled. 11 The Commission requested District- 5 's review of the intersec- 11tion to provide a temporary means of relief with the following .isuggestions being made: a) Consideration of a free right or a center turning lane from' the ,overpass to Route "C". b) ' Consideration of an access ramp from Jefferson Street i! 11south of McDonald's to tie with� Highway 54 South. - This would allow! 11southbound traffic to avoid the intersection at the overpass . The Commission also requested District 5 's review of the Rex M. Whitton Expressway at Cherry Street for the possibility of Ilinstalling a free right turn lane. #� Respectfully submitted, Isl Bill Dill, Chairman. , Councilman Hager moved that the report be approved. Councilman ; Wildhaber questioned Item No. 4, since traffic officers did not improve the situation several years ago. 118, -C-ounci-l-Meeting,.-_Dqqgmbqr Councilman Borgmeyer asked if elimination of the left turn, duringAdam peak hours was considered. Councilman Brant was of the opinion that the matter should be ireferred to the Committee of the Whole to study, and consideration lof other intersections . After considerable discussion as to overtime pay for the 1! traffic officer the motion failed to pass by a vote of four ayes and six nays. Councilman Wildhaber then moved that the report be approved, with the exception of Item No. 4. Motion passed. - - - - - - - - - - lThe following report of the Parking Authority was presented to the 1i Council: Ii The Parking Authority met at 7:30 a.m. , Thursday, December 15, 19770.'1 with Robert Schulte, Vincent Borgmeyer, F. E. Robinson, Charles t! 1Czarlinsky, James Thomas , Wilben Dill, Mike Bates, James Hartley, ! Roger Verslues ,, Bill Boes, Alan Pollock, and Bob Simon, present . 1. The Authority reviewed plans from the Housing Authority for development of a parking plan for the southside. Presently the IlParking Authority owns xmxs one parcel of land in the southside iland additional land would be purchased through Federal Community I lDevelo ment Funds . 2. TKeAuthority requested specifications for landscaping of 12 il city parking lots . A specific committee would prepare specifica- tions to be ready for spring planting. 3. The Authority reaffirmed its position regarding a request from the State of Missouri on a lot in millbottom. The State was asked to pay $3,500 for surfacing the lot and $5 .00 per month, per space 4. On a motion by Borgmeyer, and seconded by Robinson, the I following streets were recommended to be metered: A. 300 West High, southside (10 hr.) , 5 cents per hour B. 300 West High, northside 3 - 30 minute meters, 5 cents per half hour. C. 00 Broadway, westside (2 hr.) , 10 cents per hour. D. 300 West Main, north and southside (10 hr.) , 5 cents per hour. On a motion by Borgmeyer, and seconded by Bates, the Authority instructed the City Attorney to contact the bonding company for Linhardt Construction Company concerning the new upper level of they City Parking Garage. Continued problems with the application of an epoxy by the contractor prompted the Authorit y to take this action. The Authority has never accepted the upper level and the bonding company is obligated for one year after acceptance by the City. S. Roger Verslues made a progress report on the proposed parking garages in the downtown area. Meeting ith officials of the Missouri Power & Light Co. , the fire and police departments and property owners next to the proposed garages for access and safety will be the next order of business . A meeting in late January with the City Council is planned to review proposed sketches and cost estimates . At this time the Council and Authority will determine how many levels will be constructed on each site. 9. A request from Vic Buescher to purchase part of lot 5 was heldl over until Mike Bates could determine what, if any, use this parcel ! would be for parking. /a/ Robert C. " on Tuesday, December 13, 1977 . The following members were present Chairman Holliway, Members Busch and Frevert. Also present were ;;Thomas H. Benton, Director of Planning, and Kevin Roods, Planner. The following items of business were transacted: ; 1. The request from David Brydon, representing Williams , Keepers, `; ';Oliver, Payne and Rackers Trust , for a conditional use permit to ;'construct a three story office building on property located at the ,:southeast corner of Adams and State Streets was considered'. The request from Mrs , Margaret Noblin, the owner-director of Sunshine Child Development Center, 600 Ellis Boulevard, was ! ;, considered. Mrs . Noblin wishes to increase the number of enroll- ement from thirty (30) children to forty (40) children. On a motion by Mr. Busch with a second by Mr. Frevert, the request was `i approved, 15. The request from Richard Howerton, for permission to construct ;; ,houses on lots 48, 49, 50 and 51 of Kenborg Hills Subdivision, was I :' considered, Mr. Howerton wishes to face two houses on Kenborg `Hills with lots having frontage of seventy (70') feet. On a motion ;; 1by Mr. Frevert with a second by Mr. Busch, the request wasapproved. 6 . The request from Geneva Phillips for a home occupational use 11 ., permit to operate a one (1) chair beauty shop from 609 Ohio Street ;! was considered. Mrs . Phillips informed the Board that off-street parking was provided for two cars . On a motion by Mr. Busch with alp ' second by Mr. Frevert, the request was approved. 0. The request from Louis Vetter, representing Schanzmeyer ;! ;! Brothers , was considered. Permission was requested to construct !, ;! twenty-seven (27) four-plexes on one-half acre lots in the proposed 'j ';Oak Leaf Acres Subdivision which is located at Southridge Drive ands' '!Meadow Lake Drive. After review of the proposed plat , showing the ; location of the buildings , Mr. Frevert made a motion to approve the request. Mr. Busch seconded and the motion passed. Councilman Gordoh referred the matter of water running from a Public drainpipe and freezing at Airview Drive and Royal Air to the ;Works Director of Public Works . 'Department. Councilman Whitecotton said that' he had received a communication from the Northwest State University, requesting that Wm. R. Sweeny, Internship- Jr. , serve an internship with the Jefferson City Police Department . Police He said that it might be an asset to the Department, however, it Department. could ' incur some liabilitie8 . Mayor Hyder requested a recommendation from the Chief of Police. He said he was not in favor, as his biggest concern would be a liability to the City and he would have no control over the person. Mayor Hyder then requested that Councilman Whitecotton rejectk the offer, with regret, Chris Graham, City Attorney, informed the Council they would have Unemployment to make a decision. on payment of Unemployment Compensation. They 'Compensation. have a choice of reimbursement basis or 1.2% of payroll. In 1978-79 - A7. of taxable wages, which would amount to approximately $22,500 per year. In 1980 - 3.2% of taxable wages, which would cost $45 000 or more. If they decide on the reimbursement method, they could establish a reserve fund, since they would not be billed until after November of next year. Councilman Borgmeyer moved that the Council use the reimbursement method. Motion passed. Councilman Hager moved that the' Council' adjourn, under the rules. Adjournment. Motion passed.
