Motion made by Mr. Hager to approve, and seconded by Mr. Borgmeyer. Motion carried. Councilman Gordon moved that the report be approved. April 5, 1976, with Councilmen Wildhaber, McDowell and Whitecotton present. On motion of Miss McDowell, seconded by Mr. Wildhaber, the Committee approved the following promotions and appointments, land recommends concurrence by the Council : To be Lieutenant - - Stephen K. Motion passed. V3 , The following report of the Parking and Traffic Commission was presented to the Council: i1 a, 478. The Parking and Traffic~ Commission meeting was held April 8, 1976, Fiat the Police Department, with all members present except Mr. Jim Whaley. The Commission made the following recommendations: 1) That parking be prohibited on the south side of St. Mary's �! Boulevard for 75 feet west of Ohio Street. (2 spaces) 2) Recommended that parking meters be removed on both sides in the north one-half of the 100 block of Jefferson Street, and the 100 blocks of East and West Water Street. ' 3) Approved the request for re-installation of parking meters on Parking the east side of Madison between the alley by the Telephone and Company and the driveway north of the Public Finance Building Traffic in the 300 block. i Report. ;; 4) Recommended parking be prohibited on east side of Jackson i Street between the driveways leading into the Nichols il Vocational School parking lot and the drive leading into Thorpe Gordon School. Pierre Dominique, iDarrel Gordon, Bert Koester, Ed Rackers , Jr. , and Obie Munzell. j Members absent were James Barry, Phil DeLong, Hadley Irwin, Fred ' Rost, Jr. , and Tony Weber. i The following items of business were considered: i! 1. Request from Jeff-Cole Quarries to rezone 1.09 acres located at the southeast corner of Route "C" and Idlewood Road from Planning; RS-1 to M-1. James Swearenger was present to represent the �� and 1 owner but was not familiar enough with the proposal to present Zoning ;' the case. it was moved and seconded to hold this item of i! A motion was ii made by Mr. Caplinger with a second by Mr. Koester to approve {� the plat with the following provision: a. A quorum was declared present . - - - - - - - - - - . Councilman Hager moved that Councilman Whitecotton be nominated for Election the office of President Pro Tem of the Council. President Councilman Hager moved that nominations cease and that Pro Tem. Councilman Whitecotton be elected by acclamation. Motion passed. Following the election, Judge Wilson administered the oath of office to Councilman Whitecotton. - - - - - - - - - - Appointment Mayor Hyder appointed Larry Bates as Acting Street Commissioner to Acting , replace Ed Pope, resigned. Street Judge Wilson administered the oath of office. Commissioner. - - - - - - - - - - ' Mayor Hyder informed the Council that the Standing Committees Standing would be forwarded to them sometime this week. Committees . - - - - - - - - - - : Petitions were received opposing the pro osed rezoning of 18. 5 acres of land lying west of Sue Drive from RS-3 to RD. Rezoning Otis Baker, 803 Kaylyn Drive, and George White, 2904 Sue Westwood Drive, appeared favoring the rezoning. Ridge Bob Schulte, 619 Sue Drive, appeared representing residents Subdivision. ,, op osing the rezoning. They are concerned about the following: ,, (a� Traffic problem. (b) Change from single family to rental iwould downgrade property value. (c) Health problem - sewers . I (d) Decrease in value of property presently owned. (e) Spot I; zoning. (f) Question of proposed connecting street . Bob Fair, 519 Sue Drive, also appeared and was concerned about ,,' the traffic problem. Ed Rackers, Director of Public Works , stated that a trunkline .. sewer has been extended and the proposed construction of a pumping : station would eliminate the lagoon. The connector street would have a minimum width of 32 ' but nothing has been finalized . Mayor Hyder advised the concerned persons that nothing would be finalized until next meeting when the Ordinance is placed on ;; final passage. - - - - - - - - - - Planning ;:An application for rezoning property located at 1305 Southwest and Boulevard, from RS-2 to C-1, was referred to the Planning and Zoning ;!Zoning Commission.
