A Public Hearing was held on the rezoning of a proposed future

IMrs . Betty Jo DeLong and Sam Cook, Chairman and Vice Chairman of I'
the Environmental Quality Commission, stated that a successful
hearing had been held in which a modified proposal had been present-1
ed to the Commission and the Downtown Business Men's Association, I
and had been approved, with the two downtown banks providing for th
maintenance for three years , at a cost of $1,000.00 per year. i
Councilman Borgmeyer questioned who would maintain after the j

Two representatives from Skidmore, Owings and Merrill, George ,!
' Dickie and Roger Sykes , were introduced to the Council to explain �bowntown
the modification. eautification
The beautification plan encompasses a three block area, from Ian.
Adams Street to Jefferson Street , which is to be planted with broad ;
leaf trees with rest areas which would displace same pparking spaces.",
The introduction of trees in this area is for beaufification and to �j
modify temperatures . The project will be funded by the Community
Development Agency. The modified plan contains the basic principals
with a majority of the trees placed on sidewalks , minimizingislandsl
(four per block) , which was approved by the Downtown Business Men'sl
ssociation. Bob Herman, President of the Downtown Business Men's I'
Association, stated that the second plan was approved with the
condition of metered parking on lots within a one block area of
High Street .
Jim Thomas, Dr. Henry Guhleman, Mrs . Hollis Parson, Mrs. Betz,
Don Campbell and Tom Beetem endorsed the project.
W. J. Farris, District Manager, Missouri Power and Light
Company, asked for an early decision from the Council to implement
new lighting for the downtown area to coordinate with the beautifi- '
cation program.
Tom Riley and another citizen spoke in concern with the parking'
situation if parking lots are metered.

,,Councilman Whitecotton, Chairman of the Police Committee, presented
tithe following report:
The Police Committee met at the Jefferson City Police Department at
12:00 noon, June 30, 1976. Council Members present were Chairman
Whitecotton, Wildhaberg McDowell and Brant. Lawrence Patton, Chiefli
of Police, was also present .
The Police Committee reviewed and a� roved requests from the I
Chief of Police to obtain bids on the following items :
(1) Painting of the Police Building where needed, funds
available in current budget.
1(2) Repair roof on portion of building where needed, funds
i available in current budget.
'(3) Trade of motorcycles for two (2) new solo motorcycles ,
Police I difference in price to be appropriated from funds recently
Committees reimbursed to the Police Department from Federal/State
Report. Grants, approved by Finance Committee during budget hearings.
1-(4) Communication Equipment as approved by the City Council
on June 28 1976.
Chief of Police reported that the Missouri Division of Highway
`ISafety recently reimbursed the Police Department for the amount of
1$4,978.40. Reimbursement was received under the Black and Whit e
lPolice Car Project.
Committee reviewed and approved 1976-1977 Taxi Permit Renewals.1
Police Committee was brought up to date on the progress of
updating the Computer Terminal by replacing he resent IBM 2740
ith the IBM 3279u g
Video Display Station. Installation is scheduled
11for August 9, 1976. This project is funded by LEAC (Mid-Missouri
Council on Criminal Justice) and theCity of Jefferson, with current
budget funds .
Police Committee discussed and recommended that the City
Council take the necessary steps to obtain a Consulting Firm for
preliminary planning of the Police Building.

the following report:
The Street Committee met in the Council Chambers of City Hall at
7:15 P.M. , Tuesday, July 6, 1976, with all members present. Mr.
Rackers , Director of Public Works , was also present .
On motions duly made and seconded, the Committee:
pproved the discontinuance of the practice of removing trees and.
Street 1A brush from property beyond the City right of way, for the
Cbmmittee purpose of improving the view of the property owners .
Report. ,;Withheld action on the petition of the Executive Board of the
Missouri Baptist Convention to vacate certain property I
dedicated for public use in the undeveloped Spring Valley
Subdivision of Jefferson City.
Recommended the approval of the petition of the property owners on
Tomahawk Drive, Cochise Lane, Mohawk Road, and Leon Vanderfelt,
R.R.3, Algoa Road, to form a Sewer District to extend the City
sewers to serve the petitioners properties in the Indian Hills
Subdivision of Jefferson City.
pproved the employment of Herbert Huhman to fill a vacancy as
Equipment Operator, Street Department, at $4.11 per hour.
Recommended the referral of the annexation of a portion of the
Seven Hills road area to the Committee on Annexation.

Councilwoman McDowell, Chairman of the Public Utilities Committee, it
presented the following report:

The Public Utilities Committee met and referred the requests of a "Utilities
street light to be placed at the end of the 1900 block of Dora ommittee
Street, and a street light to be located at Holiday Lane, off Mesa �eport.
Street, to the Missouri Power and Light Company.
Councilwoman McDowell moved that the report be filed. Motion
passed.

The following report of the Parking Authority was presented to the
Council:
The Parking Authority met at 9:00 A.M. , July 2, 1976 , with James

Quality, presented two recommendations for the Parking Authority marking

Authority.

High Street in the future, and it does actually remove parking, theft
Authority will provide 1.5 parking spaces for every parking space
eliminated.
The motion also includes a reduced time limit on High Street
from Washington Street to Adams Street , the two hour meter will be
ichanged to a one hour meter.
In other action the Authority held over a bid to paint the
ramp areas in the City Garage for further discussion.

The following report of the Airport Commission was presented:
A meeting of the Airport Commission was held at 12 : 30 P.M. , June 22,1
1976, at the Jefferson City Memorial Airport. The following members
[were present: Chairman Hendren, Members Gordon, Oschner, Munzell ,
1Ott, Manes and Miller. Also present were J . Stauffer, News Tribune,
W. Ward, New Jefferson City Flying Service, J . Ditch, Station KWOS,
W. Asel, Trans-Mo. Airlines , A. Pollock, Central Missouri Profession-
al Services Inc. , J . Kramer, City Engineer, and T. Rackers , New Airport

I The minutes of the May 25 , 1976 , meeting were presented. There Report.
[being no objections or corrections, Mr. Ott made the motion to
accept the minutes as read. Seconded by Mr. Munzell and unanimousl
adopted.
Financial report for June, 1976, was presented, after discus-
sion, Mr. Oschner made a motion to approve the report. Seconded by
Dr. Miller and unanimously approved.
Mr. Allan Pollock of the Central Missouri Professional Serviced
Inc. , reported that he had not received the soil tests from Layne
Western Co. , but expected them shortly. He also reported that he
was in contact with the KATY Railroad and the Missouri State Highwayl
Department regarding the levee plans to cross both of these areas.
Both parties were making a study of the plans for the crossings and
would report to them shortly.
Mr. Randolph reported that the ADAP funding bill had again come
out of the joint committee, allocating 65 million dollars for gen-
eral aviation airports , which is the designation of the Jefferson
City Memorial Airport. The bill increased the Federal participatiori
for general aviation airports to 90% with 10% local articipation.
He also stated that it was uncertain whether or not goth houses
would leave in the 90% participation and further he had no idea whe
both houses will approve or disapprove the ADAP funding bill.
Mr. Ott reported that the building and ground committee had
studied the Cafe wall relocation and were prepared to make a recom-
mendation that the wall be moved with bid advertising to include the
oving of the wall only, and that the carpet also be bid separately. 1

! In the following discussion it was pointed out that there had not
I! been a resolution passed by the Airport Commission to approve the
relocation of the wall . After discussion, Mr. Manes made a motion
.!that the Airport Commission recommend the relocation of the wall . �
;'Seconded by Dr. Miller and adopted by a four to three vote. Those f
l�voting for the relocation were Mr. Oschner, Mr. Ott, Mr. Manes and f!
fDr. Miller. Those opposing the relocation were Mr. Munzell, !I
yMr. Gordon and Mr. Hendren. (}
After further discussion, Mr. Ott made a motion that the
IlCommission go on record of relocating the wall and recarpoting the;,Cafe area, with both pro�ecta to be bid separately, and further to
: get the approval of the City Council to use money now in the Y-9
;,account to pay for the projects. Seconded by Dr. Miller and y
;`unanimously adopted.
!� Mr. Randolph presented an application for Mr. Don Schulte to
lbe hired as an airport maintenance man at $3.00 per hour for the
,usual 6 months probationary period. Mr. Schulte came recommended #
Iby Mr. E. Rackers , Mr. Larry Bates and Mr. Ed Pope. After discus
'lsion, Mr. Oschner made a motion to approve the hiring of Donald
' Schulte as an Airport Maintenance man for the usual 6 months
; probationary period, at the rate of $3 .00 per hour, starting
I;June 25, 1976, seconded by Mr. Manes and unanimously adopted. it
Mr. Randolph read a letter from Mr. Thomas E. Whitecotton,
iPres. Pro Tem of the City Council , requesting a meeting of all
;! Department heads on July 8th, regarding personnel policies , such asp!
!!vacation, sick leave, health insurance, etc. He then read a letter �j
he had composed to Mr. Whitecotton, with a cony to Mr. Wildhaber,
,outlining the Airport Commission position on these matters (copy ofj
.4Mr. Randolph's letter attached to these minutes) . After discussion !!
�Mr. Manes made a motion directing Mr. Randolph to mail the above
(mentioned letter to Mr. Whitecotton and Mr. Wildhaber per the
!instructions in Mr. Whitecotton's letter, seconded by Mr. Munzell
and unanimously adopted. �!
�( Mr. Randolph reported that several years ago he had proposed
;! putting paper towels in the rest rooms in the terminal lobby but atl
;! that time was turned down by the Commission. Since that time there !
';have been numerous complaints about the electric hand dryers now in
Muse and was again renewing his request that paper towels be
,iinstalled in both rest rooms . After discussion, Dr. Miller made a
emotion that paper towels dispensers be installed in both rest rooms ;;
,and that the electric dryers still be left in place. Seconded by
Mr. Munzell and unanimously adoppted.
Airport Mr. Hendren reported that he had sent a prepared lease to the
Commission ,Missouri Conservation at the same terms and conditions as the other ,
Report. ! leases on the airport . The Conservation Commission ground lease is !
; the last lease on the airport under the old terms and conditions. �I
+ Mr. Randolph then reported that Mr. David Hurlbut was in the airpottl
Ioffiae that morning and discussed several of the items re the ��
�finsurance clause and buy back provision. Mr. Randolph informed Mr. i(
jHurlbut that those were standard paragraphs in all the airport ;!
leases and that he might contact Mr. Ring of the Highway Department
1who was responsible for the wording in the leases that the State
( agencies have on the airport. j!
I Mr. Hendren reported that an ordinance was introduced in the 1
City Council, at its meeting on June 21, 1976, to approve a lease
between the City and Public Water Supply District # of Callaway
County, Mo. He stated that he had approved the agreement as it didij
, not bind the City to build the line unless the Missouri National 'i
!; Guard built their proposed facility on the northeast side of the !
;! airport. It does , however, bind the City to pay for the preliminary!
it engineering and legal fees incurred by the Water District, if the
;'National Guard failed to build their proposed facility. After
;; discussion, Dr. Miller made a motion to recommend to the City
;, Council that the agreement be approved so that preliminary work I
icould start as soon as possible.

Commission. The matter was referred to the Planning and Zoning Commission.
City Councilman Gordon requested the City Attorney to check the Cable TV
Attorney. Ordinance in regard to the regulation of rates .
IA communication was received from R. L. Woody, 2407 Bluebird Drive,
Park requesting that the lagoons which are no longer in use, in the
Board. Idlewood Subdivision, be filed and leveled and converted into
play areas for the neighborhood children.
The matter was referred to the Park Board.
