Mayor Hyder presented a communication from Congressman Litton, Revenue
informing him that the House had passed the Revenue Sharing Bill, Sharing.
which would mean an estimated $672,890 for the City of Jefferson.

The Accounts , Claims and Personnel Committee met July 19th, with ,Committee
Councilmen Wildhaber, Hager, Manes and Borgmeyer present. ;'Report.On motion of Councilman Hager, seconded r�y Councilman
Wildhaber, a 3% merit increase was granted for the following
employees: Carletta Wilbers , Betty Treese Mike Bates , Jerry
Heckerman, David Schrimpf. Motion passed for - Manes against.

Councilman Whitecotton, Chairman of the Street Committee, presentedl
the following report:
The Street Committee met at 7: 15 P.M. , Council Chambers, Monday,
1July 19th, with Councilmen Barry, Borgmeyer, Wildhaber and '(Street
Whitecotton present. Also present was Mr. Rackers . Committee
The Committee approved the application to vacate streets in 1114eport.
the Spring Valley Sub-Division, as requested by the Missouri
Baptist Convention which owns such property.
The Committee held over the matter presented by the Housing
Authority - the $5.00 per foot street charge in the Riverside and
Hough Park area. The motion, made by Councilman Borgmeyer,
seconded by Wildhaber, prevailed.

The following report of the Parking Authority was presented to the
Council:

The Parking Authority met at 9: 30 A.M. , July 8, 1976, with Wilben
Dill attending another meeting. This meeting was called in refer- ii

ence to the top deck of the City Parking Garage being closed Monday;;
morning for repairs by Linhardt Construction Co. It was reported
that only a small portion of the top deck was being repaired by the;!
contractor.

i( Disagreement between Mike Riley, the attorney for the
contractor, and the engineering firm for the project, came up
;{ during the meeting.
Roger Verslues , engineer on the project , wanted the contractor
.,to perform light sandblasting of the total floor area to remove anyl
`and all scaled concrete. The contractor would then apply a
;'neressary thickness of approved latex, or apoxy cement material, to ;'.
;delete ponding and improve surface where excessive spalling has
11 occured.
i The contractor has agreed only to sandblast the areas that are !E
s ailing, which is approximately 50% of the top deck. He would i
+then apply epoxy cement.
Parking Test taken by ANCO Testing Laboratory, Inc. , Northbrook, Ill. , i
Authority;;showed the cause of the surface deterioration is attributed to a
Report . :;marginal airvoid system and improper finishing over the entire top
;'deck. Therefore, the contractor would be gambling on repairing
; Just a portion of the deck.
It was agreed that the contractor would repair only the !!
spelled areas and would be responsible for any other areas spelled
'within one year after acceptance by the City.
It was also agreed to open the top deck and use only areas
that were not being worked on.

The Commission made the following recommendations: i
1 Denied the request for a 4-way stop at Jackson and Miller.
2� Denied the request for a painted "walking lane" line on the
south side of Union Street , and suggested the School Board �!
construct sidewalks in lieu of the painted lane.
13) The Chairman appointed a Committee, consisting of Councilman
.; Hager, Capt. Duncan and Ed Rackers , to investigate parking il
problems at the Senior High School .
j� 4) Denied request for Stop Sign at Elm and Washington Streets . I
i� 5 Held over for further study the problem of sight distance i
at intersections .
16) Recommended a Yield be installed on a 90-day trial basis on
Hutton Lane before entering Expressview Drive. i}
117) Recommended the following parking meters be installed:
2-Hour Meters be installed on both sides of 200 block of
West High and the east side of 200 and 300 blocks of Broadway
(suggested rate of lot per hour) .
10-Hour Meters be installed on both sides of 100, 200 and ,
!� 300 blocks of West McCarty Street (suggested rate of 25e,
per 10 hours) .
10-Hour Meters be installed on both sides of 400 block of
Monroe and west side of 300 block of Broadway (suggested
rate of 50 per hour) .

Councilman Robinson questioned the City Attorney as to the status
of the codification of the City Ordinances and also reminded him
that the three year contract would expire in August of this year.
He said that he had been informed by Michie Publishing Company that
the City Attorney still had the galley proofs . Mr. Dalton informed Codification
Councilman Robinson that he did have the galley proofs which he had of
sent to each Department to review. The biggest problem is in the City
area of Public Works and Inspection Department, Tom Benton will Ordinances.
