Councilmen present: Barry, Borgmeyer, Brant, Gordon, Hager, Manes, " McDowell , Whitecotton and Wildhaber. Roll �lCouncilmen absent: " Robinson, absent with leave. '!Call A quorum was declared present. - - i jThe Special Meeting was called to receive bids for the collection, ilremoval and disposal of garbage and trash from premises within ;Jefferson City, and to pass an Ordinance authorizing the Mayor and ;Clerk to enter into a Grant Agreement with the Federal Aviation jAdministration for improvements at the Jefferson City Memorial Airport . - The following bid was received from Dispose-All Service, a Division ,' of Environmental Sanitation Management, Inc. . Opening Residential user shall be charged $7.00 per month for each of container or a charge not to exceed sixty cents per bag. Bids. The following alternates were also submitted: (see page 559) BID PROPOSAL TERMINOLOGY �! i GENERAL jI 1. "Non-Expiring Contract Term" means a contract without a specific date of termination. However the contract would be cancellable by either party for contract violations with a 30 day ( written notice. Non-Expiring Contract prices are quoted with the understanding ) that the rate would be increased annually at a percentage equal to 1the percentage increase in the U.S.consumer price index. 2. "Three-Year Contract Term" means a one-year contract with two one-year options . i MANDATORY 1. "Mandatory" service means that the City pays Contractor a flatl, monthlyy amount for servicing all residents . Nle number of cans or bags are not limited, but bulky items are not included. {r 2. "Plastic Bags" are to be provided by residents or by the City. ii Bags must be 30 gal. or less and sturdy enough to withstand the {J normal strain of loading the bag into the truck. 3. "Trash Cans" are 20 to 30 gal. in size, equipped with handles and lids, and of the type specifically designed for the storage of solid waste. UNIFORM VOLUNTARY 1. "Uniform Voluntary" service means the resident may choose whether or not to use the service, however, only one type service would be provided to everyone-no options. { The Contractor would be responsible for billing and bad debts . ! Volume limits would be 3 plastic bags or 2 trash cans per week. 2. "Plastic Ba�s'1 - same definition as in "Mandatory". '{ 3. "Trash Cana - same definition as in "Mandatory" . VOLUNTARY WITH OPTIONS 1. "Voluntary with Options" service means that two types of ser- vice may be chosen from the bid proposals , provided that both 1� options have the same collection frequency. Volume limit for "Trash Can" service is two cans per week. ') There is no limit on the "Plastic Bag" Service. 2. "Plastic Bags" means bags provided and sold by the Contractor.; Bags would be 30 gal . capacity, at least 2 mil , thickness , and `I 'marked in a distinguishable manner. IJ 3. "Trash Cans" -same definition as in "Mandatory". Councilman Borgmeyer moved that the Council reject all bids and I enter into negotiations with the Company for removal and disposal of solid waste. Bill No. 64, introduced by Councilman Wildhaber, entitled: { "An Ordinance of the City of Jefferson, Missouri, authorizing the Mayor and the Clerk of the City to enter into a Grant Agreement { with the Federal Aviation Administration for improvements at the j Jefferson City Memorial Airport." ;',Bill 64. Read first time at length, second time by title, and on motion !Grant of Councilman Wildhaber the rules were suspended and the Bill was !,Agreement - read the third time by title and placed on final passage and was 'Memorial passed by the following vote as Ordinance No. 8899: (Airport. Councilmen voting Aye: Barry, Borgmeyer, Brant , Gordon, Hager, Manes , McDowell, Whitecotton and Wildhaber. i Councilmen voting Nay: None. ' Councilmen absent: Robinson, absent with leave. '# Mayor H der asked if the Council Members would be interested in an I Executive Session in the near future to discuss the acquisition or it trade of City owned property for the old Pelster property located at the corner of Adams and McCarty Streets . Councilman Brant was of the opinion that the Council should :;Pelster discuss the matter. (Property Councilmen Borgmeyer and Wildhaber said that the purchase of �! the property had been discussed several years ago, but the owner j+ wanted too much money. Tom Benton, Planning Director, stated that he had interviewed ] the architects who are designing the new Police Facility and one factor which the Council should consider is ,that the old jail will k have to remain as it has been designated as an historic structure, but that the Council should decide fairly soon if they want a City Complex in the downtown area. The Executive Session was approved for September 30th, prior to the Finance Committee Meeting, by a vote of eight ayes and one nay. f Mayor Hyder said that he was attending a meeting with the Housing Housing Authority after the Special Council Meeting, in regard to the I�Authority - second high rise to be built eant of the present structure. The ";High plan has been accepted by HEW and asked if the Council would like �IRise. to endorse the construction and ask that the contractor use local It sub-contractors. !{ Councilman Borgmeyer moved that the Council endorse the new high rise, with the contractor using local sub-contractors .
