The Special Meeting was called for the following: if Consideration of appointments of the Mayor. if ± The City Budget. ; Contract with Environmental Sanitation Management, Inc. Conveyances to County Court and State Highway Commission. _ I - Bill 71.1fBill No. 71, introduced by Councilman Hager, entitled: Contract "An Ordinance of the City of Jefferson, Missouri, authorizing the with ;,Mayor and City Clerk to enter into a contract with the Environmental. ;' Environmental ' Sanitation Management , Inc. , for the collection and removal. of Sanitationtrash and garbage, within the City Limits ." Management,;; Bill No. 71 was read first and second time by title. Inc. Councilwoman McDowell requested that compactor bags be included in the contract. Councilman Hager moved that the following be inserted in ; Section 7, Paragraph (a) "Residential users may purchase compactor, ;, bags (10 or 12 Mg bag) from contractor at 70c per bag with price iindex to apply." Motion passed. j Councilman Hager also questioned Paragraph (b) in Section 7, by not designating that commercial users should have containers �Icovered; he said that the Health Department has had problems with ;; this situation. Chester McKinney, Director of Health, said that this causes a ++ fly and bee problem, with uncovered garbage and water in tires 11causes a mosquito problem, and would like lids on all containers . Councilman Hager moved that Commercial Users have separate , containers for disposal of garbage and they must be covered. ; Motion passed. Michael P. Riley Attorney for Mrs. Gertrude Stein, stated . that this is a monopoly situation with only one landfill, and there'd 'fare no rates listed in the proposed Ordinance for dumping at the �( ; landfill, and no posted rates at the landfill . {I Mr. Nichols, owner of Environmental. Sanitation Manpgement, If Inc. , stated that the rates are posted at the entrance of the 1, landfill. (i Mayor Hyder said that the City has no right to regulate rates outside of the City at the landfill, Councilman Hager moved that the discussion be terminated i , and 1 jjbr ing up the Bill at a later date. Motion passed. I, Amended Bill No. 69, as amended, entitled-"An-Ordinance of the City of Bill 69. � Jefferson, Missouri, setting forth the provisions relating to Personnel conduct, safety, vacation leave, sick leave, emergency leave, Code holiday leave, accumulated leave, and retirement of all City !� Employees, and further providing for record keepirg, and the j adoption of rules and regulations by Department Heads" was held 1 over until the next regular meeting, as Councilmen had not received! the amended copy. - - - - - - - - - { Councilman Wildhaber, Chairman of the Finance Committee, }resented #� the following report : ! Recommendation to check on the rate on the Saffee Lot with the Mo. Power & Light representative. i Motion made and carried to order stationery for all Depart- ?; ments with a common head (to be ordered by Margaret Christian and designed by Mayor Hyder) and instructions be given all Department Heads not to reorder separate stationery. Motion made and carried to have Mr. Randolph contact Mrs . Joe DeLong, Commission on Environmental Quality, for landscaping of 1; Airport. Motion made and carried to have the Mayor appoint a Committee to look into whether or not to retain the Police Court. Motion made and carried to add $3,900.00 to Capitol Improve- ments for use by Fire Department new building as itemized in budget.;; Recommendation by Council for Mr. McKinney to check with Finance Mr. Randolph on purchase of chemicals . ;Committee Recommendation by Council that a system for mailing to Council 'Report. , members be made in the City Clerk's office. j The Street Committee is to check on fencing the lagoons and it report. i Ed Rackers is to bring comparison prices on laying new pipe compared to cost of monthly flushing. Recommendation by Council that City name is to be painted on cones in Street Department use in hopes of retaining longer. !' Mr. Barry made the motion to (1) provide the low option Health !; Care plan as sponsored by the Mo. Municipal League, with the City paying 100% of the premium for the employee, and (2) to allocate tot the Department Heads an amount of money for salary increase to be p distributed among their employees , subject to approval of the Council on October 25th. Said amount is to equal 6% of present salaries of each Department; however, the increase for an individual shall not exceed $100.00 per month. Seconded and carried. Motion made and carried to transfer the Cemetery Fund to General Revenue Fund # 104. i Items to be referred to Council Claims and Personnel Committee,: 1. Proposed step plans as proposed by Department Heads . I` 2. Increases in salaries for elected officials . 3. Special requests for extra personnel. ! Councilman Wildhaber moved that the report be adopted. "An Ordinance of the City of Jefferson repealing Section 240, 11Relating to Revised Ordinances City of Jefferson, 1956, relating to the i�Cemetery establishment of tie Cemetery Fund, and providing for such moneys !iFund. to be credited to the General Revenue Fund." Special Council Meeting, October 28,. 1976 . 0 THE MAYOR and MEMBERS OF THE FINANCE COMMITTEE: +! ji You will notice several changes in the total budget figures on !` 'the copies you received, which differ from final budget proposed at the last Finance Committee meeting, namely, Administrative Budget, ;;Sewer Budget , Parking Authority, Parking Garage, Capital Improvement And Airport. These changes are due to the approximate costs of the Health Insurance. There is also a change in the Collector's Budget, which reflects cemetery operation, as transferred into that Budget at the last Finance Committee meeting. Also, an increase of $2 ,997. 24 in the Health Department Budget, ' due to a mistake Faye and I made while estimating salary increase for that Department, where one person was added to that Department Budget 'during mid-year and was overlooked. Message. ; You will notice a revised estimate in Income for 1976-1977. 'This is a result of a conference between the Collector and myself, fusing actual Sales Tax income for 1975 and 1976, with the thought , that no decrease in retail sales will result in the coming year. I strongly feel the amount of interest gained on surplus :monies set aside for certain projects should never be used as a ;miscellaneous income for General Revenue, because the increase in jconstruction costs of these projects will more than offset the ilinterest accumulated. Taking the above into consideration I feel this Budget is ;;within our means and we will be able to live within it so long as the amount of special appropriations for the coming year is held to , "a minimum. Mayor Hyder said that he is tired of hearing of our surplus funds , (Surplus which have been committed (out of General Revenue Fund for the .!Funds . improvement of Wears Creek) and for the secondary treatment facility} He suggested that the money be placed in two specific funds and { invested, with the interest accruing for the two projects. Councilman Borgmeyer moved that letters be sent to each of the �j banking institutions in the City asking for highest rate of �{ interest on six months, one year and two year basis . The following was presented to the Council by Mayor Hyder: I am pleased to submit the following appointments to City Boards ; and Commissions: City Board of Adjustment - Harold Busch, for a term expiring September 1, 1980. Commission on Environmental Quality - A.B.Jackson, Jr, for a term expiring October 1, 1961. Parking and Traffic Commission - Rael Amos for a term expirin April 1, 1978. James Whaley, for a term expiring April 1, 1979. Planning and Zoning Commission _ Bert Koester, for a term expiring April 1, 1979 for a Mayor's term eexpiring Aril 1, 1979. Appointments . Richard E.
