There was no opposition. i� earing. - - A Public Hearing was held on rezoning property owned by Robert G. Anderson and Ronald E. Eicholz, located in Mt. Hope Heights Subdi- vision, from RS-2 to C-2. Tom Vetter, Attorney representing residents opposing the rezoning, presented a petition in opposition. He showed photograp of the land in question and said that theWoods ' home is the last ITublic piece of property in the C-2 Zone. All of the other property is ;;Hearing. zoned RS-2, with the exception of Daisy Delight, which came in with ', annexation. He said that this is an unfair example of zoning, and I requested that the Council deny the request. Chris Graham, Attorney representing the proponents , said that the Zoning Commission had approved the request which is merely an extension of C-2 Zoning. Mr. Eicholz operates the Overhead Door Company and plans to construct a Butler Type Building 50 ' x 70' for ' expansion. He requested that the Council act favorably for the proposed zoning. A Public Hearing was held on rezoning land located in Southwood Public Hills Addition, part of the tract to be rezoned from RS-2 to RD !Hearing. (duplex) and a portion to be rezoned from RS-2 to C-2 (general commercial) . Mrs. Paul Beck appeared representing neighbors on Tanner Brid !Road to see if Council approved the zoning as recommended by the Planning and Zoning Commission. Louis Vetter showed a Preliminary Plat of the area in question. There was no opposition tothe request. - - The following bids were received for ten (10) automobiles for the f�Opening Police Department: of Capitol City Ford, Inc. $ 38,121 .85 Bids. Jefferson City Dodge, Inc. 41,840.00 Councilwoman McDowell moved that the bids be referred to the Police Committee, with power to act. Benton, Director of liPlanning and Code Enforcement: if iPleaso be advised that the Jefferson City Electrical Board met on !, Friday, October 22 , 1976, to interview two (2) applicants for the ' position of Electrical Inspector. After considerable discussion ' the Board recommends the following: Appointment 1. That Mr. Glennon J. Green be appointed Electrical Glennon Inspector. J.Green. 2. lie is to start work on Monday, December 1, 1976. 3. His salary will be $10,800 per annum ($900 per month) 4. He will be required, to move within a ten (10) mile radius of Jefferson City as stigulated in Ordinance No. 8308 as amended. His move will e contingent on the sale of Ais present property. 5. That Mr. M. C. Wheeler remain on the City payroll until i January 31, 1977. As Director of the Department of Planning and Code Enforcement, I respectfully request approval of the above appointment. This is the purpose of the meeting tonight, to go into the working agreements with Public Service Employees Local Union # 45. Mr. Francis Jacobs, Representative of Laborers ' International Union, appeared and read the following letter, dated November 4, 1; 1976: The officers and members of Public Service Employees Union ;,i Local No. 45 respectfully apologize to the Mayor, City CounciV and the Citizen of Jefferson City, for any inconvenience we have caused by our recent work stoppage. In an effort to build harmony and to restore the services " provided by the City, the Union hereby offers to return all the employees to work on November 5, 1976. It is understood that such employees will be treated as new employees and will serve a sixty (60) day probationary period. Meeting, November 16, 1976. Mr. Jacobs then discuased some matters and answered queations from Members of the Committee. It was determined there are sixty-one r 1 (61) employees involved, Mr. Jacobs made the statement that the :Ordinance (#8914) was taken as a rejection of their statements in "Intent and Purpose". fi Councilman Wildhaber made the motion that the Committee stand hby the first decision of the Council - we hire employees back on anl. , individual basis - they must all file application and they will lose '; seniority. The applications will be filed with Department Heads 11and presented to the City Council . Motion seconded by Councilman ji - Hager and passed unanimously. i Mr. Jacobs asked permission to call a caucus of his men, and '' } the Chair approved. When they returned to the Chamber, Mr. Jacobs j! Accounts,;; introduced Mr. Neil Thursby , Assistant Regional Manager for the Claims;lLaborers ' International Union, with residence at Camdenton, 1, and Missouri. He represents the Members of the Union and negotiates Personnel;; contracts . Committee;! Mr. Thursby distributed various pieces of material and discuss-`: Report. ;jed matters which the Committee did not think had any bearing on the ; ! document "Intent and Purpose" . ;E Chairman Borgmeyer informed Mr. Thursby to discuss the document involved and if he did not he would be escorted out of the ;!, imeeting. Again the Chair requested Mr. Thursby to make his ! ipresentation on the document "Intent and Purpose" and after the third request, and Mr. Thursby did not heed, Chairman Borgmeyer 1' requested Chief Patton to escort Mr. Thursby from the Chambers; !this action was taken. j Councilman Wildhaber moved that another meeting be set up between the Committee and the Union # 45 - we are still willing to a : negotiate - to discuss the "Intent and Purpose" which was presented ;' ito the Committee at their September 27, 1976 meeting. Motion 3 seconded by Dr. Brant and passed unanimously. Councilman Wildhaber moved that the Department Heads be r Unstructed to use their discretion and they have the authority to i hire new employees or re-hire the employees previously fired. Councilman Brant amended the motion to include M the employees' who are being re-hired may be reinstated at the salary they were toll ireceive November lst, and the new employees would start in the steps suggested by the Department Head. The Department Heads should use ( their discretion in the matter. !� The amendment to the motion carried unanimously, and the emotion, as amended, was seconded by Councilman Manes , and passed , i�unanimously. 4' After general discussion it was agreed to hold another meeting !' f�with the Union on Tuesday, November 16th, 1976, same time and same a� place, and roper notification, signed by all members of the I! The following report of the Planning and Zoning Commission was presented to the Council: The Jefferson City Planning and Zoning Commission met on November 10, 1976, in the Council Chambers of City Hall with the following members present: Chairman Dominique; Members Fred Bode, Dick Caplinger, Phil DeLong, Gale Hackman, Bert Koester, Obie Munzell, Ed Rackers, and Tony Weber. Members absent were James Barry , Darrel Gordon, Fred Rost, Jr. , and Mayor Hyder. Thomas Benton, Director of Planning, was also present . The following items of business were considered: 1. A request from Paul and Bernice Rich to rezone a 70 foot by 140 foot lot located at 1336 East High Street , from RS-4 (single famii. ) to RD (duplex) . This request was held over from the October meeting. Mr. Rich presented his proposal while Agnes Hentgee and Mrs. Conrad Creach appeared in opposition. Mr. Caplinger moved that the request be denied because it constituted spot zoning. Mr. DeLong made the second and the motion carried unanimously. 2. An application from Thomas A. Vetter representing Mr. and Mrs . Planning Kenneth Wood, requesting Lot # 47 and pparts of Lots 46 through and 48, of Mount Hope Heights Subdivision be rezoned from C-2 Zoning (general commercial) to RS-2 (single family) . On motion by !f Commission Mr. Caplinger with a second by Mr. Koester, it was unanimously Report. approved that the petition be held over for the December meeting. The Commission wishes to delay consideration on this matter until after the City Council takes action on the adjoining Anderson request. 3. An application from C. A. and Helen Hemmel requesting certain property be rezoned from RS-2 (single family) to C-2 (general commercial) . This property adjoins the Daisy Delight on the west. On motion by Mr. Koester with a second by Mrs . Munzell, it was unanimously approved that the petition be held over for the December meeting. The Commission wishes to delay consider, ation on this matter until after the City Council takes action on the Anderson request. 4. An application from Donald and Mary Sue Mueller requesting certain property be rezoned from RS-2 (single family) to RA (multiple dwelling) . This property is in the Mount Hope Heights Subdivision located east of Troop F Highway Patrol and behind the Randazzo property. Mr. Rackers moved that the request be approved. The motion was seconded by Mr. DeLong and carried unanimously. 5. The final plat of Hickory Nut Acres Subdivision was presented { by Harold Krieger. Motion was made by Mr. Koester with a l second by Mr. DeLong that the plat be approved subject to technical review by the Department of Public Works. Motion passed unanimously. Regular Council Meeting, November .16,. 1976. ___......_ ;;The following report of the Parking and Traffic Commission was ipresented to the Council : The Parking and Traffic Commission meeting was held November 4, 19769 7:30 A.M. , at the Police Department, with all members present ;' except Councilman Hager and Mr. Jim Whaley. The Commission made the following recommendations : 1 . That parking be prohibited on both sides of Expressview Drive. ' 2. That the 300 block of Locust Street be designated one-way only';, northbound and the 400 block be designated one-way only southbound. 3. The Commission tabled the parking problem at the Governor's Mansion. 4. That parking be prohibited 7:00 A.M. -5:00 P.M. on the north side of Swifts Highway extending 300 feet west of Myrtle ' Avenue.
