Mayor Hyder presided,

ii The minutes of the meeting of December 20th were approved as It
received.

: Councilman Whitecotton moved that the bids be referred to Colonel

Councilman Whitecotton moved that the bids be referred to the
Environmental Quality Commission with their recommendations to be
submitted to the Council. !'
Councilman Robinson moved that the motion be amended by having!
the Environmental Quality Commission send their recommendations to
the Committee of the Whole before being submitted to the Council.

Earl Antweiler appeared before the Council , requesting that the
I City pay for half the cost of a bridge located in recently annexed i
I land in Callaway County, the estimated cost is $521000.00.
Councilman Hager requested the opinion of the Director of !'
IPublic Works. He said that the bridge is not located in Jefferson
Street City, but one end is in the City Limits .
Committed Councilman Whitecotton said that he had seen the bridge and
the condition is dangerous .
Councilman Borgmeyer moved that the Street Committee meet with!;
j the Road District Members at the site and make recommendations to

IjCouncilman Whitecotton requested that action be postponed until the
ii Committee of the Whole makes their recommendations .
Mayor Hyder referred the Proposal to the Committee of the Whole,
i;A communication was received from the Employment Security as a
'! reminder that the present Public Service Employment contract will
i� expire on January 31 , 1977 . This would effect three employees . P. S.E.
Councilman Whitecotton moved that since they had served well, Contract.
'Itheir employment should not be terminated . Motion passed.

j,The following was received from McCormick V. Wilson, Police Judge:
I was very much surprised to learn from Mrs . Mary Robinson, the
, Court Clerk, that she will be 65 in March of 1977.
i With her consent , I hereby request that you and the Council Extension
;' extend her eligibility under Section 9 (a) of Ordinance 8914. of
If you have any questions about this please call her or me. Employment.
She is a valued employee , very capable and quite competent to
, continue in her present position past the normal retirement date .

interest in a business operation.
I have enjoyed the association with the City and the progress
the City realized over the last 13 years .
I wish to express my heartfelt appreciation to the Mayors , all
!the City Councils , department heads , and fellow City employees I
have had the opportunity to work with through the years .
I, I also wish to express my appreciation to the citizens of
IJefferson City for their patience and understanding, and for giving

ijMayor Hyder read the following veto message to the Council : Veto
I Message
it I am returning herewith Bill No, 56 , which I have vetoed. Bill 56 ,
Many of the residents of Dulle Tower have called me to complain.
�ithat the increase in rates would work a hardship upon them, as each
occupant was paying the full rate. I had conferred with counsel
for the International Telemeter Company and understood that he was
to receive a letter that service in the Tower would be converted to .'
a "bulk" basis and the payment of each occupant reduced to
approximately $2,00. The letter received from the Company wholly
failed to make such commitment, and insufficient time remains within',
, which I may act upon the Bill to arrive at a final solution.
Secondly, I was furnished with correspondence from the CATV
. Company indicating that they had rejected an offer of $250.00 per
11connection for the plant in Jefferson City and the same price for
, the one at Moberly, The reply to the offer clearly indicates the
, Company to believe the value of its plant here to be far in excess
11of that stated in its financial statement upon which the request
, for increase was granted, and such increased value is a considers tion in rate charges for all utilities .
I am also enclosing the original application indicating that
112 channels would be carried, including one for programs of local
! origin, the latter being non-existent at the present, according to
i!my understanding.
One proposed user with 141 connections advises me that he has
been waiting three years for a connection across Highway 50 and was '
advised that the rate increase must come first .
For all of the above reasons , I have vetoed the Bill and
irecommend the establishment of a means of closer contact with the
jCoinpany so that there may be full compliance with the Company
, commitments and the existing Ordinance.

': Councilman Whitecotton, Chairman of the Police Committee, presented ;
fim the following report :

The Police Department Committee met in the Council Chamber
December 20th, 1976, following adjournment of the City Council .
'Members McDowell, Brant and Whitecotton were present. Chief of
Police Lawrence Patton was also present .
Following a review of the two bids to furnish three pieces of
1warning equipment for Police motor vehicles , Dr. Brant moved the
. acceptance of the low bid of $1 , 771 . 92 submitted by Law Enforcement
; Equipment Company of Kansas City, Mo. The motion seconded by
;Miss McDowell was approved.
Police; The City Clerk was so notified .
Committee There being no further business the Committee adjourned,

Councilman Wildhaber, Chairman of the Building and Grounds
Committee, presented the following report:
Building
and The Building and Grounds Committee met December 20, 1976 , in the
Grounds ! Council Chambers , after Council meeting, with all members present,
Committee also Mayor Ryder and Robert and Allen Herman.
Report . ,, Meeting was called to discuss the Lease Contract of the
1; Basement and First Floor of the City Hall Building.
It was recommended that an Ordinance be adopted that will go
;! into effect when the present Lease expires , that will place the
,:monthly rent charge at $1100.00 for the first five years , and at
iithat time the rent be readjusted in accord with price index for the '
! next five years , giving a total of a ten-year lease. And, if
Auring this ten years the City, for some reason, decides to sell
;the City Hall Building, that Herman 's be given first option to buy
jsaid building. All other restrictions would remain the same as in
;!the present Contract .

The following Resolution was introduced by Councilwoman McDowell:
BE IT HEREBY RESOLVED by the City Council, City of Jefferson, Resolution
Missouri, that the Missouri Power and Light Company make the Street
following installations in accordance with recommendations flights .
presented to the City Council by its Committee on Public Utilities,
and adopted by said City Council on January 3, 1977:
1. Install one 6800 lumen mercury vapor street light with metal
pole, said light to be installed on the north side of Theresa
Street , across from and approximately in line with the east
curb of Stephan Street.
2. Install two (2) 6800 lumen mercury vapor lights on existing
poles in the parking lot located east of the 300 block of
Adams Street south of the alley between East High and East
McCarty Street.
3. Install two (2) 6800 lumen lights on existing poles in the
lot located on the west side of the 300 block Adams Street
south of the alley between E. High and E. McCarty.
4. Install one (1) 6800 lumen mercury vapor light on the pole
on the east side of the parking lot located in the rear of
Tolson's Drug Store - 200 block of Wall Street .

Ways Mayor Hyder requested that the Ways and Means Committee meet with
