r'I) The Commission recommended parking be prohibited along the
ii south side of Woodlawn from Monroe to Oak Street.
;i2) The Commission recommended that no action be taken at this !;
time on the Dixon Drive-Greenberry Road intersection. ;I
±3) The Commission recommended that two-way traffic remain in
effect in the 300 and 400 block of Locust Street. The
Department of Public Works will investigate the possibility
of relocating utility poles and realigning the alley to allow
one-way traffic at some time in the future. �!

The minutes of the Board of Adjustment were presented to the Council',
The regular monthly meeting of the Board of Adjustment was held at
the office of Planning and Code Enforcement, 911 East Miller Street ;
on Wednesday, January 12, 1977. The following members were
) present: . Chairman Holliway; Members Busch and Capps . Mr. Bodine
( was unable to attend.
The following business was transacted:
1. The request from Wendell E. Koerner, President of Ker-Mac,
Inc. , requesting a conditional use permit for the constructionli
of a church tentatively located on property designated as
Schellridge South Subdivision, presently owned by Gene
Schenewerk. The Board granted the conditional use permit after
the motion was made by Mr. Capps and seconded by Mr. Busch.
2. The request of Ruth Surface, 102 South Johnson Street , for a i
conditional use permit to operate a Day Care Center at her ;f
residence. Motion was made by Mr. Busch and seconded by Mr
Capps that the conditional use permit be granted. The motion
was approved unanimously.
3. The request of Mildred Kemple, 101 Vista Road, for a condition-h
al use permit to operate a Day Care Center at her residence.
Motion was made by Mr. Busch and seconded by Mr. Capps that
the request be granted, Motion passed unanimously.
4. The request of Mrs . Lucetta Hendrix, 1940 Hayselton Drive,
for a conditional use permit to operate a Day Care Center at ji
her residence. Motion was made by Mr. Busch and seconded by 11
Mr. Capps that the request be granted, The motion was passed 1;
unanimously.
5. The request of Eastlanders , Inc . , for a variance in building
set-back on property owned by them on the east side of
Eastland Drive located between Wooded Lane Road and Timber
Road. The request for variance was granted and the developer f(
will be required to maintain a fifteen (15) foot set-back on
Eastland Drive for the property mentioned above.
6. The request of Central Missouri Professional Services, Inc. , ' Board of
for conditional use permits to construct four-plexes in an 'Adjustment
area behind Tanner Bridge Road which is known as Christy Inc, , ;
,lReport.
Acres Subdivision. After considerable discussion, it was
decided that conditional approval be granted but that final
approval be withheld until the February meeting, at which timell
we can designate a specific list of conditions which must be
abided by during the construction of the four-plexes .
7. Conditional approval was granted to the Housing Authority of 1!,
the City of Jefferson, Missouri, to construct a one hundred
twenty (120) unit Hi-Rise Apartment building east of the i1i
existing Dulle Tower. The permission was granted allowing for"
an exception in the density requirements as well as off-street ,
parking requirements of the Zoning Ordinance. Formal approval ;!
will be granted for this request at the February meeting.
There being no further business, the meeting was adjourned.

NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
O JEFFERSON, MISSOURI:
1. That the areas described above are, except as public and
private action taken under the Community Development Program, Urbanj
Renewal Program, or Neighborhood Development Program has or is
correcting deficiencies , insanitary, blighted or deteriorating and
said areas are appropriate for development of the character contemJ
1plated by the Housing and Community Development Act of 1974. 11
2. That the financial assistance available under the Housing
land Community Development Act of 1974 is needed to enable the City
o f Jefferson, Missouri, to finance the undertaking of the proposed
development projects .
3. That the one year detailed Community Development program
1 and the three year general program for Community Development
presented to this body by the Housing Authority of the City of ij
iJefferson, the agency heretofore designated as the Community
, )evelopment Agency to carry out Community Development programs
within this City, are approved, and the Community Development
Agency of the City of Jefferson is authorized to file and to incur it

costs in the preparation of an application for financial, assistance 's
under the Housing and Community Development Act of 1974. f
4. The Community Development Agency Director is authorized to I
carry out All functions under the Housing and Redevelopment Act of
I11974 and to sign for and on behalf of the City of Jefferson all
certifications required by said Act (or to present to the Mayor, the'
City Attorney or the Legal Counsel for the Community Development
Agency, as may be appropriate, all such documents for signature) .
If any portion of the authority herein approved or granted ;;
should be held to be invalid, such holding shall not invalidate they;
remaining portions of this Resolution.
6. Neither this Resolution nor Community Development
activities hereby approved shall in any way affect Progress Urban 1,
Renewal Project, Mo. R-45, except improvements specifically
designated in the Community Development Plan for inclusion therein.

RESOLUTION APPROVING THE PAYMENT OF 50% OF THE COST OF HIGH STREET 1,Street
LIGHTING USING REVENUE SHARING FUNDS. !;Lighting.
WHEREAS, the Board of Commissioners of the Housing Authority
has determined that the street lighting on High Street from Adams
to Washington Streets should be upgraded as a part of the Progress
Urban Renewal Project; and
WHEREAS, it is the desire of this Council to participate in
this improvement through work to be done by the Department of
Public Works and through a financial contribution. ii
NOW THEREFORE BE IT RESOLVED by the City Council of the City
of Jefferson, Missouri, as follows :
1. The Director of Public Works is instructed to take
whatever steps are necessary to, using Revenue Sharing
Funds, reimburse the Housing Authority for 50% of the
cost of 52 street lights to be placed on High Street in
accordance with a site plan prepared by Skidmore, Owings
and Merrill and the Missouri Power and Light Company and
now estimated to cost , in total , $42 ,000.

City Attorney Dalton advised the Council that on recent bids for a : City
truck, The Truck Equipment Company had bid $2,228.00 for supplying :'! Attorney-
s truck to the City. They then notified the Department of Public ;! Truck
Works that they would have to withdraw their bid, due to an error. 1); Bid.
They submitted an alternate proposal to supply the truck at
invoice cost, which he thought was a fair proposal . jj
Councilman Borgmeyer moved that the City accept the proposal iR
