Councilmen present: Barry, Borgmeyer, Brant, Gordon, McDowell, Robinson, Whitecotton and Wildhaber. !:Councilmen absent : Hager and Manes . Councilman Manes absent with !i leave. A quorum was declared present . - - - - - - - - - - The Special Council Meeting was called for the purpose of discussing, involved voting machines . RCouncilman Brant , Chairman of the Ways and Means Committee, stated hat their Committee had met with the County Court on January 20th, I in regard to the rental of punch type voting devices to be used ljointly by the City and County. It was decided, after some discussion, to rent 150 machines, 20 demonstrators, carriers, pneumatic crimper and computor for , $9,000.00 for both elections , with Councilwoman McDowell moving ' that the City pay $6 ,000.00 of the $9,000.00 total, with the County , ! paying the balance, After additional investigation, it was the opinion of the ;Committee that the City could get by with 85 units , which would ; comprise quite a savings . The rental would be applied toward the purchase of the machines . After the trial the Ways and Means Committee would meet with the County Court at the end of the year ,to decide whether or not to purchase. Mayor Hyder informed the Council that he had talked to Tom Worley, St. Louis County, they are now using the punch type machines , but it is impossible to get a quick count. The Mayor al had the feeling that the machines were rather frail. Judge Schleer, County Court , stated that they had gone to ! Columbia last year to watch the performance of the punch type ! machines , but were disappointed in the way that the election was i loperated. They were having trouble that the voters did not punch Jall the way through the card. They were more impressed with the ; type of machine that had been shown to the Council. Councilman Borgmeyer moved that the City rent 85 units , with ! additional supplies , with one-third of the cost to be paid by the , County and two-thirds to be paid by the City. The motion passed by the following vote: Councilman voting Aye: Barry, Borgmeyer, Brant, Gordon, McDowell, Robinson, Whitecotton and Wildhaber. lCouncilmen voting Nay: None. !Councilmen absent : Hager and Manes , absent with leave. - - - - - - - - - - IMayor Hyder asked if the Council would offer support of the Medium , Security Prison being located at the Church Farm. There was no , objection and he was asked to contact Legislators in regard to the matter. Councilman Whitecotton stated that he thought it would be much better to locate the facility in a rural area. fi Mayor Hyder said that he had been informed by Federal Environmental Officials that they have been trying since February, 11976, to get answers from Horner & Shifrin to approve the secondary ' treatment plant. If not completed by July 1st of this year, our Grant to qualify for 90% in matching federal funds will expire. He said that he had informed a member of the firm that if this happens the City would sue them for the $4.5 million needed to construct the facility. Mayor Hyder also recommended that an Engineering Consulting Firm be hired to work on plans for the five remaining sewer districts . He said that he had been told that plans are being completed, but has found out that nothing has been done on St. Lou l, lRoad and Southridge Drive. He also proposed that a consulting firmi lbe hired to finish plans for the extension of Russell Street since the Highway Department had informed him that the City is behind, the plans must be ready for the City to receive a federal grant of $4650000.00. Mayor Hyder reported that he has received several applicationsi from registered engineers for the position of Director of Public lWorks , and suggested that a time be given, within the next 30 days, ! ! for the Council to review applications and question applicants . Me applicants have been told that the City is looking for a working type engineer. 16. � Qeeti, Januaz ,�127.Z� Capitol Project West - City Officials are trying to pprevent a restudy being made which would delay the project. TFIe Army Corps of Engineers and HUD are ready to start on the $58,000,000.00 i project. Mayor Hyder then asked that the Council take bids in the near future to raise approximately 7 acres of land at the Airport, for flood protection for the National Guard. He requested that the bids be let before LaCrosse Company finishes with the highway project. Councilman Wildhaber, Member of the Executive Board of Human Development Corporation, requested permission to sign application for a Grant to establish foster homes for a few children. Councilman Whitecotton moved that the request be granted. Motion passed. - - - - - - - - - - - - - - Councilman Wildhaber moved that the Council adjourn, under the rules . Motion passed.
