(, Councilmen absent: Wildhaber, absent with leave. !.'The minutes of the meeting of December 15th, 1975, were approved as ;; received. NA Public Hearing was held on the rezoning of all property north of Public -,West Main Street , in the 1100 block, from RA Multiple Dwelling to 'Hearing �, !iRS-1 . There was no opposition. Herb Taylor appeared in favor of I! the rezoning. - - - - - - - - - - ;'A letter from Mrs . Lucille Whitaker, complaining about the danger Street i. at the intersection of Algoa Road, Indian Hills , and Business Route Committee. 11 1, 50 East, was referred to the Street Committee. ,, Letters were read from Chief of Police Lawrence C. Gove, appointed to the rank of Sergeant, Ij effective immediately. if Councilman Whitecotton moved that the letters be referred to the IPolice Committee, with power to act . Motion passed. Mr. G. M. Threlkeld - - - - - - - - - - . , it Chairman of the Cole County Dental and Eye Cole i lBoard, appeared and requested that the Council continue the County ; monthly payment of 125.00 for the next year. He explained that Dental & ,I $ " the main contributors are the County Court , Board of Education, Eye ,,' United Way and City of Jefferson; he also explained the type of Program. children who are helped by the Program. Councilman Hager moved that the request be approved. Motion pass ed. - - - - - - - - - - ; Councilman Whitecotton, Chairman of the Police Committee, presented the following report : 1IThe Police Department Committee met at Police Headquarters at 11. 11 :30 A.M. Thursday, December 18, 1975. Members McDowell Brant, ' Wildhaber and Whitecotton were present . Also present was McDowell, i 11 IPatton. IPolice On motion of Mr. Wildhaber, seconded by Miss McDowell , the !Department Committee approved the issuance of a Taxicab operators Permit to 'Committee Ray R. Borton and Gerold E. Barrett. Report. The Committee interviewed four candidates for membership in the City Police Department that Col . Patton had selected from a list of eligibles certified to ,: the Mayor by the Police Personnel Board. Following the interview, Dr. Brant moved that the Committee recommend the appointment of Boyd Lindsey Harlan, Gary 11I Keith Huffman, Phillip Gregory Prenger and Robert Leon Rackers ,, as Probationary Police Officers , and that the Council concur in the ppointments as provided in Section 7, Ordinance 7804. The motion,; ! seconded by Mr. Wildhaber, prevailed. Ii Col . Patton informed the Committee that the LEAC had funded a ,' program providing for an eight weeks police recruit training at the' IjUniverstity of Missouri at Columbia. Following a discussion on the kvarious aspects of the program, Dr. Brant moved the approval of the! ! training for the four recruits, following ap ointment" with daily expense allowance not to exceed three ($3.00 dollars for one meal leach per day during the training period. Councilman Gordon, Chairman of the Fire Committee, presented the ; following report: j The Council's Fire Committee met at 9:00 P.M. , Monday, y December 15, 1975, at City Hall Building. Present for this meeting were Councilwoman McDowell, Councilmen Barry, Gordon and Hager. Also present - Fire Chief Willmeno. Fire Unanimous approval was given for Committeei Promoting Assistant Fire Chief Eugene Austeel Report to Deputy Fire Chief. Promoting Captain Charles Loveall to Fire Inspector. Both ratings to be effective January 1, 1976. Respectfully submitted, Is Darrel Gordon, Chairman. ,Councilman Gordon moved that-the report be filed. Motion passed. Councilman Ortmeyer, Chairman of the Public Buildings Committee, City advised the Council that the plumbing in the City Hall building Hall :was in very bad shape, that he was having it checked and perhaps Plumbing repairs would have to be let on bids . -The following report of the Parking Authority was presented: {The Parking Authority met at 7: 30 A.M. , Friday, December 19, 1975, ;;with Councilman Ortmeyer absent. 1. Plans were advanced for the landscaping of Lot No. 3 and the walkway from 200 East High Street. Mrs. Betty Jo DeLong, Chairman of the City Environmental Quality Commission, met with the Parking Authority to outline the plans for the project, which will be let for bids in January, 1976. X12. On a motion by Czarlinsky, seconded by Borgmeyer, a rate of $5.00 per month will be charged for the lot on 400 W.High St. � 3. On a motion by Thomas , seconded by Czarlinsky, an air-condi- tioner heat combination unit will be purchased for the new j, office. The cost - $350.00. A. A low bid of $280.00 submitted by Ken Schroeder for four trees' to be planted on Lot No. 8, in the 300 block of Jefferson St. , was approved. 5. An increase in the hourly wage of two part-tame employees, Parking ' Darrell Stroppe and Charles Oberkrom, from $2.50 to $2.85, was Authority : recommended by the Authority. Report. ,6. The Authority will wait and see concerning the new level on the City Parking Garage. Cracks are appearing in the repair work and on other sections of the entire top level where j cracks had not appeared before. Councilman Gordon requested some additional equipment for the Fire ; Fire Department. He was requested to write a letter stating the exact Department furniture needed. Councilman Hager advised there would be a meeting of the Health '; Health Committee next Tuesday evening, January 13th, to discuss several Committee matters . Mr. Robert Simonds, Mid-Missouri Regional Planning Commission, ': Flood mentioned the matter of flood insurance and stated that so far as �� Insurance. he knew there were only two flood claim maps available - he had one and Mr. Rackers, Director of Public Works , had the other - '! these maps are dated November 21, 1975. ; ' Councilman Hager moved that theCouncil adjourn, under the rules . jAdjournment.
