There was no action taken. - - - - - - - - - - Community Ted Herron, Director of the Housing Authority, appeared before the Development Council to explain the two Resolutions necessary for Council Program adoption. Resolution No. 1 approves applying for $642,000 in Community Development Block Grant Entitlement Funds . Construction activities (streets , etc.) in Community Develop- . ment will be confined to Southside and Moreau/Atchison areas, and : home rehabilitation loans will be available in those areas . Planning in the general Southside Business District will be complet+il .� ed to assure Corps cooperation with City desires. Proposal of an ,, overall plan for the Eastside. That the areas described above are, except as public and !j private action taken under the Community Development Program, Urban' Renewal Program, or Neighborhood Development Program has or is i� Resolution correcting deficiencies, insanitary, blighted, deteriorated, ear I' No. 1 dam , or deteriorating and these are appropriate for development of the character contemplated by the Housing and Community Development Act of 1974. ' 2. That the financial assistance available under the Housing and Community Development Act of 1974 is needed to enable the City of Jefferson, Missouri, to finance the undertaking of the proposed development projects . 3. That the one year detailed Community Development program and the three year general program for Community Development 'G presented to tt7is body by the tiousing Authority of the City of Jefferson, the agency heretofore designated as the Community J Development Agency to carry out Community Development programs within this City, are approved, and the Community Development Agency of the City of Jefferson is authorized to file and to incur il costs in the preparation of an application for financial assistancel under the Housing and Community Development Act of 1974. i 4. The Community Development Agency Director is authorized t6 carry out all functions under the Housing and Redevelopment Act of 1974 and to sign for and on behalf of the City of Jefferson all certifications required by said Act (or to present to the Mayor, j the City Attorney, or the Legal Counsel for the Community Develop- meet Agency, as may be appropriate, all such documents for signature) . t, 5. If any portion of the authority herein approved or grantedil should be held to be invalid, such holding shall not invalidate the remaining portions of this Resolution. 6. Neither this Resolution nor Community Development activi- !1 ties hereby approved shall in any way affect Progress Urban Renewal;: Project Mo. R-45, except improvements specifically designated in the Community Development Plan for inclusion therein. Councilman Whitecotton moved that the Resolution be adopted. Motion passed. The Second Resolution approves applying for $ 640,000 in Community '? Development Block Grant Discretionary Funds . ` The Neighborhood Facility with youth counseling and an unfin ished attic suitable for completion by the County for use as a dormitory will actually be two buildings with a covered arcade. f; �j 426. ;The fians arenot final but are simply for demonstration purpposes .. The 0 block of East Miller has been selected for Unit One because!1 it is satisfactory for the proposed uses and will cause less I+ ; controversy. Mayor Hyder requested an enclosed olympic sized ,swimming facility with help from YMCA. ; The following Resolution was then introduced: I A RESOLUTION OF THE CITY COUNCIL OF JEFFERSON CITY AUTHORIZING THE 'COMMUNITY DEVELOPMENT AGENCY TO SUBMIT AN APPLICATION EITHER FOR ,JEFFERSON CITY ALONE OR COMBINED WITH COLE COUNTY COURT FOR : COMMUNITY DEVELOPMENT BLOCK GRANT DISCRETIONARY FUNDING IN THE AMOUNT OF $6409000. i WHEREAS, the City Council of Jefferson City has by Ordinance �! WHEREAS, both the City Council and the County Court must take appropriate action, either jointly or separately, as may be required by law to authorize the -making of such application. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Jefferson as follows : `.: Community ; Development 1. That the area described above is insanitary, blighted, ;! Program deteriorated or deteriorating and is appropriate for development of of the character contemplated by the Housing and Community Develop-�; ment Act of 1974 and qualifies as an eligible project area under Section 99-320, Revised Statutes of Missouri for 1969. i! 2. Dear Mayor Hyder: It has been brought to my attention that "no parking" signs ?� ' have been installed on the east side of Jackson Street near the Employment Security Building, pursuant to an Ordinance passed approximately 4k years ago. I have received complaints from employees who parked on- the street and would appreciate the matter I again being referred to the Parking and Traffic Commission to see Parking if some of the parking could be preserved while assuring proper and sight distances. Councilman Ortmeyer, Member of the Accounts, Claims and Personnel Committee, presented the following report: The Committee met January 19, 1976, at 7 :30 P.M. , with all members present . Accounts The Committee heard the request of Mr. Ed Rackers , recommendirE Claims merit salary increases for two employees in his Department who have�� and now completed one year of service with the City. Personnel On motion by Councilman Hager, seconded by Councilman Gordon, Committee the Committee approved salary increases for Les Parscal and Roger Report. Morgan in an amount equal to that increase which they would have received when increases were granted in October, 1975, if they had i been eligible at that time. Mr. Rackers presented u map rst�owing the proposed westward extension of Stadium Drive and the property to be acquired; each member was furnished a letter indicating an appraisal and the . appraised price. On motion of Mr. Borgmeyer, seconded by Mr. Gordon, the 1i Committee approved the acquisition of the properties at the Street appraised price. I( Committee On motion of Mr . Barry, seconded by Mr. Wildhaber, the. Report. Committee approved a request of Mr. Rackers to permit attendance of! himself and one other employee of Public Works at a St . Regular-.-Counail_Meeting ,,..-January Councilman Hager, Chairman of the Health Committee, presented the following report: ,,Meeting of the Health Committee was held Tuesday, January 13, 7:00 P.M. , in the Council Chambers . Present, along with Councilmen Hager Borgmeyer and Wildhaber, were the following: Acting Health Director Chester McKinney, Executive Director of Mid-Missouri Council of Governments Robert Simonds , City Planner, Thomas Benton, and a Mr. Meyers Governments, the State Department of Natural Resources. Also ! Health present was Mrs. Gertrude Stein and her attorney. Several other Committee interested eople were also in attendance. Report. After gearing Mrs. Stein and her attorney, Mr. Dave Brydon, express concern over the proposed new ordinance relating to the gathering and holding of waste paper and trash, the Committee decided as follows : On a suggestion by Councilman Wildhaber, that was later made into a motion with a second by Councilman Borgmeyer' that the 3rd paragraph of the new ordinance be amended to read thatil the container be equiped with a three-foot high sheet metal or siding placed around the container or enclosure, preferably on the inside, with a door or gate which is to be kept closed when not in use. Motion carried. Mr. Simonds informed the Committee that the City 's Waste Plan was satisfactory with one or two exceptions . He also gave an account of a meeting with officials of Union Electric Company, withlif the prospect of shipping trash to the Kilowatt Property in the St . Louis area. This is sometime in the future and a possibility. Mr. Thomas Benton passed out material on the Solid Waste Management Plan for the City. He was asked to draw up a Resolution ;i to be submitted to the Department of Natural Resources . It would �i basically be an outline of the currant plan in operation . !i Turning to the ordinance pertaining to the control of dogs andill animals, Councilman Borgmeyer made a motion, with a second by Councilman Wildhaber, that Ordinance 8175 be amended to include cats , in Sections D and J puppies and kittens at 6 months would also be required vaccination for rabies . On the subject of pigeon control - Health Director Chester lIMcKinney claims the City acting alone cannot eliminate pigeons . He ,' insisted that the County, the State, and other agencies be asked tol'i ) assist in a campaign that could probably eliminate 95% of the Cityls 'i pigeons . Chairman Hager said he would ask the Mayor to write letters tol other Divisions of Government for assistance. Present were Councilmen Whitecotten, Ortmeyer, Manes and myself. Also present were Mr. Ed Rackers , Mr. John Philliber of Capital ,City Water, Mr. Dale Kaufman of Capital City Water and Miss Jane Ii Stauffer of the News and Tribune. 430. The present contract between the City and the Capital City Water Company for the collection of the city's sewer tax was discussed. The present contract expires on April 15, 1976. The Water Company requested the following changes in the contract: 1) That the amount the city pays Capital City Water Companyy for collecting sewer bills for the Capital City Water customers be 1 raised from 150 to 180 per customer billing. 2) That the amount the city pays for the collection of the sewer tax for water district customers living within the city be raised from 150 to 340 (250 plus postage) . 3) They requested a five year contract with an escalator clause whereby if their cost of billing and postage were to increase'; so would our contract. 4) They also proposed the new contract be made with a Service Company of General Waterworks . Ways and After a lengthy discussion the Committee voted to suggest the Means following to the Council: Committee 1) That the rate for Capital City Water customers be allowed Report. to increase from 150 to 180 per customer billing. 2) That the rate for water district customers be allowed to increase to 300 per billing rather than 340 . 3) That we sign a three year contract rather than a five year', contract. ;l 4) That the escalator clause be allowed on postage only . thereb excluding any increase on their cost of billing. That the contract being signed with a Service Company of l General Waterworks be allowed. The Committee then discussed the sewer tax rates. The City last , year had to reimburse the sewer fund approximately $52,000 out of General Revenue. it was estimated that the reimbursement this year, with increased coats , could approach $70,000. After another lengthy discussion the Committee voted to recommend to the Council that the Sl or $2.00 rate be raised to $2.50• that the S2 or $2.80 .1 rate be raised to $3.50; and that the S3 or 3 . 50 rate be raised to $4.50. The rates over the $4. 50 rate of consumption would be ! left the same. The water district customers are presently paying $3.50 per month and their rate would be raised to $4. 50 per month. It is estimated that the increased rates would bring in approximately $90,000 per year more revenue thereby taking care of the $70,000 4er year estimated deficit . The cushion of $20,000 the:; Committee felt , would be needed to make the sewer fund more solvent; This , it was felt, would possibly be needed to attract Bonding ' Companies in case we needed to do so with any new costs incurred with the secondary sewer plant . ! it is suggested that the new rates , if approved, be effective !� April 15 , 197 , which is the same date that the new contract with Capital City Water Company would become effective. { The water contract with the State has also been discussed. `; A 25% increase is to be requested effective also on April 15, 1976.; /s/ Thomas R.
