A quorum was declared present. 11The Special Council Meeting was-called for a Public Hearing in iiregard to locating the Juvenile Attention Center on 1k acres of jlland on the south side of Russell Street, between Jackson and Adams (Streets , and possible consideration of other locations . Juvenile; AttentionFDonald Cline, Cole County Juvenile Officer, and Judge Byron Kinder Center. jlexplained the function of the Attention Center to the Council. it For the last four years they have been located at a temporary ;'facility, 213 Jackson Street and 311 East Miller Street. They are ITfunded by the County, grant from LEAA, and the Department of Public l�Safety monitors programs. 75% of the clients live outside of the I, iCenter. A multi-service function is provided , namely FISH, Crisis !! Line, which is sponsored by the Lions C1ub, disturbed teenagers, I�abandoned children, etc. They have handled some 4,000 cases from Ishort term up to 15 months. The basic problem has been lack of space since the offices are housed in the building, plus living ifacilities for some of the staff and clients. i The location must be close to schools, public transportation, hospitals and medical facilities. The Russell Street property meets all of the requirements . Victor Hawser, 415 Russell Street, appeared in opposition to ! the location. He questioned locating the Attention Center on a Istreet which would handle heavy traffic, and mentioned the empty jbuilding at McClung Park. He was informed that the McClung Park property would not be idesirable since it is located too close to Lincoln University and the High School. ! Councilman Wildhaber moved that the City give the County the land Ion Russell Street, but if County governmental use of the land ceases, the land would revert to the City. The motion passed by ! the following vote: ; Councilmen voting Aye: Larry, Borgmeyer, Brant, Gordon, Hager, !I Manes, McDowell , Whitecotton and Wildhaber. (Councilmen voting Nay: None. :Councilmen absent: Ortmeyer, absent with leave. �I ;!Mayor Hyder recommended that appropriate rezoning of the area be ;adopted for the facility.
